RE: SDP201300043 Cole’s Import Specialists – Initial Site Development Plan
Dear Mr. Miller:
The Agent for the Board of Supervisors hereby grants administrative approval to the above referenced site
plan.
This approval shall be valid for a period of five (5) years from the date of this letter, provided that the
developer submits a final site plan for all or a portion of the site within one (1) year after the date of this
letter as provided in section 32.4.3.1 of Chapter 18 of the Code of the County of Albemarle, and thereafter
diligently pursues approval of the final site plan.
An Erosion and Sediment Control Permit may be issued after the following approvals are received:
1. Approval an Erosion and Sediment Control Plan meeting the requirements of Chapter 17 of the
Code of the County of Albemarle.
2. Approval of a Stormwater Management Plan meeting the requirements of Chapter 17 of the
Code.
3. Approval of all easements for facilities for stormwater management and drainage control.
4. Approval of a mitigation plan for the disturbance of Water Protection Ordinance buffers.
5. Submittal of a tree conservation checklist.
The final site plan will not be considered to have been officially submitted until the following items are
received:
1. A final site plan that satisfies all of the requirements of section 32.6 of Chapter 18 of the Code.
2. A fee of $1,500.
3. Submittal of plans directly to each of the agencies/departments listed below necessary to satisfy
the conditions of approval.
The final site plan will not be approved until the following conditions are met:
The Department of Community Development shall not accept submittal of the final site plan for signature
until tentative approvals for the following conditions have been obtained:

Planning Division Approval of: (2 Copies are required to be submitted for review)
1. A site plan meeting all the requirements of section 32.6 of Chapter 18 of the Code.
2. [32.5.1(b)] The plan shall be prepared to the scale of one (1) inch equals twenty (20) feet or to
another scale approved by the agent in a particular case. Please submit plan sets that are printed
to scale.
3. [32.5.2(a)] Provide the correct tax map and parcel number in all places where the TMP is listed.
An incorrect TMP is listed under ‘Legal Reference’ and on the parcel itself on Sheet 1.
4. [32.5.2(a)] Add Entrance Corridor (EC) and Airport Impact Area (AIA) to the Zoning
information.
5. [32.5.2(e)] Please make sure the existing landscape features are labeled and readable on the
existing conditions and landscape plans.
6. [32.5.2(j)] Please make sure the existing water and sewer facilities and any easements are shown
and are readable.
7. [32.5.2(k)] Verify that all necessary easements for proposed water, sewer and drainage facilities
have been shown on the plan.
8. [32.5.2(l)] Provide the location of any other existing or proposed utilities and utility easements
including telephone, cable, electric and gas.
9. [32.5.2(n)] Clarify if any outdoor lighting is proposed; if it is, show the location(s) and provide a
photometric plan.
10. [32.5.2(n) &4.12.16(c)5] Dimension the handicapped space and access aisle.
11. [4.12.16(c)6] It appears that two rows of parking have spaces that are reduced to 16’ in length.
Due to the scale of the drawing it is difficult to verify if the required unobstructed overhang is
provided. Please verify that a minimum of 2’ of unobstructed overhang is shown on the plan.
12. [32.5.2(p) & 32.7.9)] Please include a plant schedule that includes the sizes of the proposed plant
material in order to verify that the minimum size requirements of 32.7.9.5(c), 32.7.9.5(e),
32.7.9.6(c), & 32.7.9.7(c) are being met.
13. [32.5.2(p) & 32.7.9.4(b)] Existing trees may be preserved in lieu of planting new plant materials
in order to satisfy the landscaping and screening requirements of section 32.7.9, subject to the
agent’s approval. If you intend to use existing trees to satisfy any of the landscape plan
requirements, please include the following:
1. Areas and other features shown on landscape plan. The landscape plan shall show the trees to
be preserved, the limits of clearing, the location and type of protective fencing, grade changes
requiring tree wells or walls, and trenching or tunneling proposed beyond the limits of
clearing.
2. Conservation checklist. The applicant shall sign a conservation checklist approved by the
agent to ensure that the specified trees will be protected during construction. Except as
otherwise expressly approved by the agent in a particular case, the checklist shall conform to
the specifications in the Virginia Erosion and Sediment Control Handbook, pages III-393
through III-413, and as hereafter amended.
14. [32.5.2(p) & 32.7.9.6(a)] An area of at least five (5) percent of the paved parking and vehicular
circulation area shall be landscaped with trees or shrubs. Neither the areas of street trees and
shrubs required by sections 32.7.9.5(d) and (e) nor shrubs planted between a parking area and the
building shall be counted toward the minimum landscaped area for a parking lot. Please provide
all relevant information to verify this requirement is satisfied.
15. [32.5.2(p) & 32.7.9.8] The minimum tree canopy requirement is 10%. It appears this
requirement has been met, but a note should be provided that indicates the square footage of tree
canopy required and provided. Additionally, see comment #13 if this requirement is to be
satisfied using existing trees.
16. [32.5.2(r)] Please include all symbols and abbreviations used on the plan in the legend.
17. [Comment] If any off-site easements are required, the easement must be established or a letter of
intent to grant the easement from the adjacent property owner must be provided prior to plan
approval.
18. [Comment] Please clarify how the existing structure will be used. Depending on the proposed
use, additional parking may be required.

Engineering Division Approval of: (1 Copy is required to be submitted for review)
1. An Erosion and Sediment Control Plan meeting the requirements of Chapter 17 of the Code of the
County of Albemarle.
2. A Stormwater Management Plan meeting the requirements of Chapter 17 of the Code.
3. All easements for facilities for stormwater management and drainage control.
4. Please provide VDOT’s CG-11 commercial entrance per section 4.12.17 (b).
5. It appears that no storm drain system is proposed and all pavement runoff will be diverted by
pavement surface, then to a concrete flume, then to a biofilter. Please show a storm drain system
with an outfall pipe to biofilter. Two possible locations for DI s are the NE corners of parking
lots.
6. Also provide VDOT Standard CG-6.
7. For parking spaces that are only 16’ in length, please show a 2’ unobstructed overhang per
4.12.16(c)6.
8. Please dimension the handicap parking space and verify it meets standard per 4.12.16(c)5.
9. The plans do not appear to be at (1) inch is equal to (20) feet. Please print to scale.
10. For the most southern parking lot, there is a 2’ median separating the parking from the travelway.
Please provide, at a minimum, a 3’ median.
11. It appears there is a proposed retaining wall. The limits of disturbance will encroach on TMP 45-
100A. Please show the correct limits of grading and limits of disturbance.
12. An approved WPO will be required prior to the approval of the final site plan. Also with WPO
application, an adequate channel analysis from the biofilter shall be shown with adequate outfall
protection.
13. Please provide top and bottom elevations and detail for retaining wall.
14. Please provide pavement detail per 4.12.15.
15. Please provide the permanent drainage easement and access easement for biofilter.
16. Please provide the Albemarle County general construction note.
Albemarle County Architectural Review Board Approval of a Certificate of Appropriateness. (8 Copies
are required to be submitted for review)
1. Regarding requirements to satisfy the design guidelines as per § 18-30.6.4(2), (3) and (5):
· As per § 32.4.2.2(b)(3) and 30.6.4(c)(3) and EC Guidelines 35a and 36a, it is not clear that
sufficient planting area is available along the west side of the site to accommodate shrubs and
trees at 2½” caliper, 40’ on center, along the front parking lot or that sufficient planting area
is available to accommodate trees and shrubs to mitigate the appearance of the east and west
building elevations.
2. Regarding recommendations on the plan as it relates to the guidelines:
· None.
3. Regarding recommended conditions of initial site plan approval:
· A Certificate of Appropriateness is required prior to final site plan approval.
· Provide utility free planting area along the west side of the site to accommodate shrubs and
trees at 2½” caliper, 40’ on center, along the front parking lot or provide evidence that those
trees and shrubs in this area will not conflict with or be compromised by existing or proposed
utilities.
· Provide sufficient planting area for trees and shrubs to mitigate the appearance of the east and
west building elevations.
4. Regarding conditions to be satisfied prior to issuance of a grading permit:
· Provide a tree conservation plan. Show tree protection fencing along all tree lines to remain.
Albemarle County Service Authority Approval. (2 Copies are required to be submitted for review)
1. The ACSA will require a separate water meter for the proposed building.
2. The ACSA recommends that separate laterals be utilized for sanitary sewer service.
3. The ACSA account records reflect 660 Rio Road as a water only account. If the applicant
believes they are currently on public sanitary sewer the ACSA can conduct further testing to
verify.

4. Fixture counts should be submitted to the ACSA when available so the water meter can be sized
and connection fees can be calculated.
Virginia Department of Transportation Approval. (1 Copy is required to be submitted for review)
1. The site plan needs to be submitted on a standard, full size plan sheet. The reduction has not
provided a standard scale.
2. The proposed entrance does not meet the access management spacing requirements for full access
based on the distance to Berkmar Drive. The entrance will need to be constructed as a right-
in/right-out entrance. In addition, the distance to the nearest commercial entrance to the east of
this entrance should be shown on the plan.
3. The minimum width of a commercial entrance is 30’ as indicated in Appendix F of the Road
Design Manual.
4. The curb and gutter of the entrance should match that of Rio Road to the end of radius.
5. The pavement structure of the entrance should match that of Rio Road.
6. The entrance to the site needs to be constructed in accordance with the standard for CG-11 as
indicated in the Road and Bridge Standards.
7. Based on the ADT of Rio Road, the entrance may require at a minimum a taper. An anticipated
trip generation for the site needs to be provided including both the proposed automobile service
facility and the existing dwelling since it appears that the dwelling will remain as indicated on the
site plan.
