RE: SDP202200018_664 West Rio - Initial Site Plan Modification Requests
Dear Mariah,
Below is a list of modification requests along with justifications to each request:
1. Bicycle Parking Modification Request:
In accordance with Albemarle County code of development Sec.20C.9.13.5, this is a modification request to
the bicycle parking regulations in Sec.20C.9.13.3

The proposed commercial building is a self -storage building with 92,175 gross floor area. In accordance
with the regulations above, the required bicycle parking for this building = 23 short term spaces and 9 long
term spaces.
It is highly unlikely for bicyclists to transport goods to a self -storage using a bicycle. therefore, we are
requesting to reduce the short-term bicycle parking from 23 spaces to 2 spaces and to eliminate the long
term the bicycle parking requirements for this building, considering that the building is a self -storage and
bicycles can be stored in a storage unit.
2. Local Street Modification Request:
In accordance with Albemarle County code of development Sec.20C.7-D-1, this is a modification request to
the local street requirements.
The Agent may approve modifications to the street standards of this section, provided that the
resulting street meets the purpose and intent of this section and provides for continuity with
existing or planned streets on adjacent properties.
Sec.20C.7-13 requires that local streets have a total width of 30-ft while VDOT allows local streets to be 29-
ft.
The proposed local street meets the purpose and intent of the street standard section of the FBC and
provides connectivity with Rio Road W, and future connectivity and continuity to Berkmar Drive.
Furthermore, the proposed local street width meets the VDOT design standard per table B(1)-1 of the
VDOT Geometric Design Standards. Given the short length of the road, the steep terrain, and local nature
of the street, a narrower street section is appropriate to reduce speed of vehicles on the road.

3. Built -to Range Modification Request:
In accordance with Albemarle County code of development Sec.20C.8-C-3, this is a modification request to
the build -to range requirements.
Due to an existing utility easement, the requirements of Sec.20C.8.A are met for the multifamily building.
The proposed building has a total length of 262.07-ft facing Rio Road West in which 114.31-ft (43.62%)
are within the maximum build -to range and 67.62-ft (25.80%) is outside the build -to range due to the
existing utility easement; yielding 69.42% which is more than the required 66.67%.
