HomeMy WebLinkAboutSDP202200018 Checklist 2022-10-19Site Plan Checklist Addendums Rio 29 Form -Based Code (FBC) Overlay District (Draft) A FBC Initial Site Plan shall contain the following: ❑ [32.5.1 (c)] Dimensions. The plan shall be dimensioned to at least the following standards for accuracy; The plan follows the requirements in 32.5.1(c). ❑ As part of Zoning: [20C.5] Character Area boundaries based on the adopted Regulating Plan, including the general location of required civic spaces and street network. The character area boundaries are shown on Sheet C3. See Rio29 Small Area Plan (SAP) for location of civic spaces and street (including street types) in the Future Connectivity Plan; Sec. 20C.7 for street standards including location, sections, standards, elements (particularly bus stops); Sec. 20C.11 for civic space requirements, design, and standards. The street is designed per VDOT requirements and meets the regulations set forth in Sec.20C.7, street profile and section are provided on Sheet C8. The street elements were reviewed and provided/not provided as follows: 1. The bus stop, and road signs are shown on Sheet C3. 2. The street furniture and trash & recycling receptacles are not provided to as it is unclear to who will be responsible for picking up the trash/recycling since they will be located in the ROW. Providing benches can be worked out with the County upon resolution of ownership and maintenance. 3. Street Lights are not provided with this submission for the following reasons: • Zoning ordinance normally prohibits lighting in the ROW per Sec.4.14.2(a) Location of lights must be on the property, vs. Sec.20C.7(F)-1 states that street lights are required on local streets. Does the FBC override Sec.4.14.2(a)? • If Street lights are provided in the ROW, would they have their own electric meters located in the ROW and VDOT/County will maintain, monitor and pay the electric bills? 4. Local Street Standards in Sec.20C.7(B) are different than VDOT requirements, Proposed Local Street is designed per VDOT regulations, applicant requests modification to street standards per Sec.20C.7(D), modification request attached with the Initial Site Plan submittal. 5. Civic Space is designed to meet the regulations set forth in Sec. 20C.11. The requirements and design can be found on Sheet CI, Sheet C3 and Sheet C10. ❑ As part of Setback: [20C.8.A] Build -to -range and block length Built -to -range is shown on Sheet Cl & C3. Block length is shown on Sheet C10. Due to an existing utility easement, the requirements of Sec.20C.8.A are met for the multifamily building. The proposed building has a total length of 262.07-ft facing Rio Road West in which 114.31-ft (43.62%) are within the maximum build -to range and 67.62-ft (25.80%) is outside the build -to range due to the existing utility easement; yielding 69.42% which is more than the required 66.67%. ❑ [32.5.2(a)] General Information. ❑ [20C.2] Identify that the plan seeks to opt into the optional Rio29 FBC Provided on Sheet Cl under Zoning. ❑ [20C.8] Building height (identify permitted minimums and maximums, and proposed) Provided on Sheet Cl under Building Standards. ❑ [32.5.2(b)] Information regarding the proposed use. Parking types must be consistent with the frontage street type (see Sec. 20C.7) Street Parking is provided on the proposed local street.
