Dear Sirs:
I did a progress inspection this afternoon re:the Stop Work Order.We are waiting for the surveyor to update us
with the limits of disturbance. However,in the meantime I want to mention other concerns:
1. The repaired installation of silt fence,almost in entirety,is placed on denuded soil.SF should not be
placed on denuded soil,as it is far likelier to undermine—and currently this is occurring along the
repaired SF(see below).In order for SF to be placed and be effective,it needs to be placed below the
disturbance.
a. As it reads in the Green book,section 3.05:"...an effort should be made to locate silt fence at
least 5 to 7 feet beyond the base of disturbed slopes with grades greater than 7%."
2. Removal of sediment that went beyond limits of disturbance.
3. The Stormwater Conveyance Channel is contaminated and does not meet specs per plan—part of the
channel was graded away.
4. The slope below Boulder Hill Lane and above the retaining wall continues to have erosion issues on its
steep slopes.
5. Fix and maintain Inlet Protection around site.
***Also to note;this is a violation and should be recorded in the SWPPP documentation along with corrective
actions listed and dated(same goes for all previous violations and issues).

I did a progress update inspection on the site today. I talked with Steve with Dominion re: as-built plans locating the
limits, and he is working on that. However there are other concerning issues—namely that the repaired SF is being
undermined, likely due to its placement on denuded soil.

Under section 17-900 of the Albemarle County Code,this is your STOP WORK ORDER with the
Requirement of the VSMP Permit for the referenced project and to immediately take corrective measures
that address the deficiencies on this property.The specific deficiencies and corrective measures detailed
below;photographs follow:
1. Sediment discharge adjacent to stream(with possible discharge into stream to be confirmed).
2. Disturbance beyond the defined Limits of Disturbance(LOD)appears to have taken place.
Please have an independent surveyor locate the approved Limits of Disturbance.
3. Corrective measures not implemented to remedy deficiencies noted in NTC from April 20,2017.
Unless subsequently amended in writing by this office,it is expected all of these corrective measures will be
completed by: May 18,2017
A re-inspection fee of$250.00 will be sent to the owner for each re-inspection of this notice.
ALL BUILDING PERMIT APPROVALS IN BLOCKS 4—7 ARE ON HOLD UNTIL CORRECTIVE MEASURES INSTALLED.
Failure to comply by the required date may subject the owner to penalties and remedies as listed under Sections
17-902 and 17-903 of the Water Protection Ordinance of the Albemarle County Code.
Should you have a legitimate reason you cannot complete your Water Protection Ordinance plans by the above
given date,you must immediately contact your erosion control inspector at(434)296-5832. Unless you have

of the VSMP Permit for the referenced project and to immediately take corrective measures that address
the deficiencies on this property.The specific deficiencies and measures required to correct those
deficiencies are detailed below.
Unless subsequently amended in writing by this office, it is expected all of these corrective measures will be
completed by: April 27,2017
A re-inspection fee of$250.00 will be sent to the owner for each re-inspection of this notice.

We still have areas not protected (see attached photos).The slopes around the cul-de-sac area are not fixed nor
stabilized.And the other large slopes on the east side of the site have only been dusted with straw. Additionally the silt
fence has deficits, where many portions are not trenched properly, sections are not joined, and other areas not
installed.
We may have significant rains coming in soon, and I want to ensure the site and stream is protected.Thanks,

I would like to meet on site (tomorrow or the next day if possible),to go over final grading and stabilization.A few things
specifically:
1. Boulder Hill Lane cul-de-sac: About half of the slopes in this area are not stabilized and major erosion is
occurring, especially around the retaining wall. Grading repairs, stabilization, and silt fence repairs needed.
Additionally I recommend adding silt fence at top of slope (to slow down velocity), and matting.
2. Glissade Lane area (East side, adjacent to Highland Ridge):
a. A stormwater grass swale has been installed at the bottom of the slope. In order to protect it from
contamination, I recommend adding silt fence around it's perimeter until stabilization occurs.
b. These slopes are massive and steep; preventing damage to them will be difficult. I understand we're at
the point where we can think about filling in the final trap, but I don't think that can occur until upslope
stabilization occurs and silt fence is installed at top of the slope (to slow down velocity). Matting is
recommended.
c. Add inlet protection.
d. Why are the yard drains not being used?With inlet protection, usage of these drains throughout the site
may mitigate the impact from rain events by spreading out the areas where the water goes.
3. Overall site: Road cleanup, repairs to inlet protection and concrete washout needed.
