To answer your questions,
• Yes, we have been in contact with the new ownership of Fashion Square Mall and they are aware of this
event.
• A bunk house is a self-contained mobile dwelling unit with multiple bedrooms. We have a few different
styles, but each bunk house basically consists of a varying number of private bedrooms and 1 shower
facility per unit.
• Yes, we have been in contact with the Albemarle County Police department.
As for supporting documentation, I am currently out of the office. I will be back tomorrow and will be able to send you
that information no later than Thursday morning. Please let me know if you need anything else.

Yes I can answer theses questions for you.
A 'Bunkhouse" is living quarters for the workers. It is just a trailer with several small rooms. It does
require electric hookup I believe.
Albemarle County Police has been contacted, St. Bunch is the officer that does the security.
The new owners are aware of the even and we have the paperwork from them. I will scan and attach
to this email.

Thank you for the explanation. Rather than marking VDH approval on the clearance, would you be opposed to Zoning
conditionally approving the clearance to indicate that all applicable VDH permits must be obtained prior to the event? I
believe in the past it has been common practice to notify other entities of a new use/event when we receive a
clearance, and conditionally approve under the circumstances that the applicant must meet all applicable regulations.
Unfortunately, the only email contact information I have for Cole Shows is info@colerides.com and
cole.info@colerides.com (I had an email exchange with someone by the name of Dora Gilbert using this email). Their

Susan Fortenberry, EHS, Sr., Temporary Event Coordinator for the Blue Ridge Health District has reached out to the
carnival organizer requesting information about the number of temporary food vendors that might need permitting
and inspections prior to serving food to the public.
It is difficult for our office to sign off on the county zoning approval form under "other official' until we receive the
needed information, since Virginia Department of Health (VDH) permits are likely needed.
I have copied Susan on this email as well. Our intent is to contact the organizer one more time and resend the needed
event coordinator checklist plus the food -service applications.
I hope this email adequately explains our position. Our district office requires all applications to be turned in a
minimum of 10 days prior to the event so that we have sufficient time to do public health screening for the food -
service applications and to arrange inspection staff if needed.

A campground permit will not be necessary to accommodate the recreational equipment used by the carnival workers,
but we will want to know who will provide pump -outs for the portable privies and that they will also service any
camping units that are equipped with on -board wastewater tanks.
As far as numbers of portable privies, they'll need:
• A minimum ratio of 1 porta-john for every 100 people in attendance, at least 1 of which is ADA compliant
• Either 1 portable handwashing station at each location where there are privies (preferred), or the privies must
be equipped with hand sanitizer units
• At least one privy within 500' of any camping units that do not have an on -board waste tank

Fire Rescue issues our approval/permit the day of inspection and it appears they want that to occur on September 4,
2022 between 9am-Noon. To my knowledge, we have no issues with this event occurring at the mall as we've issued
them the same permit in the past. To confirm that, I've cc'd Assistant Fire Marshal Shawn Maddox on this email as he
issued their previous permit and he'll be issuing this permit as well.

confirmed that they have been in contact with ACPD (specifically Sgt. Bunch) regarding security. We will
conditionally approve this clearance application on the basis that any applicable regulations must be
met (as we are doing for Fire Rescue and Virginia Dept. of Health).

I was forwarded your email about the carnival permit at the mall. I do not believe there is anything that
we have to approve. Captain Randy Jamerson and Lt. Jeremy Wood normally handle this bit they are
both out of the office till next week. My only concern as it related to PD would be the crowd size and
traffic concerns most likely at the end of the night depending on crowd size. Not sure if they have to
provide any estimates. You could require them to hire at least two ACPD officers for security if they do
not provide security. Happy to discuss on the phone if that helps.

The CDD Zoning division has been in the process of reviewing a Zoning Clearance for a carnival being held by Cole Shows
Amusement Company at Fashion Square Mall. This event will be taking place from October 27" to November 6". 1 have
attached the unapproved Zoning Clearance application which contains additional information. Cole Shows held similar
events on this parcel in 2021 & 2019. 1 have reached out to the applicant to see if they have had any correspondence
with ACPD, but in the meantime, wanted to reach out directly to you. Is ACPD aware of this event, and do you have any
objections? If no objections, then we can conditionally approve this clearance on the basis that all applicable ACPD
regulations must be followed.
