Public Water To Tax Map 58, Parcel 75 (Mrs. R.
Douglas Whitehill)
The applicant, A. Murray Whitehill, III (for Mrs. R. Douglas
Whitehill) , requests jurisdictional area designation for
water only because the well serving the residence on this
parcel "is now inadequate to serve the needs of a family"
(see Attachment A) . The property is being sold and the new
owners wish to connect to public water. The well serving
the residence is located on an adjacent parcel and was
established in the early 1950 ' s. A 12" water line exists
along the frontage of this parcel in the shoulder of Route
678 . Adjacent parcel 58-75D is designated for water only to
existing structures (see Attachment B) . The nearby Ivy Oaks
and Lewis Hill subdivisions are designated for water only.
COMPREHENSIVE PLAN
This parcel is located in the Rural Areas as designated by
the Comprehensive Plan and within the South Fork Rivanna
River Reservoir watershed. Regarding provision of public
utilities, the Comprehensive Plan is intentionally specific
in objective and strategies as to where and under what
circumstances public utilities should be made available (p.
146) :
OBJECTIVE: Provide public water and sewer services to
the Urban Area and Communities.

STRATEGIES
• Follow the boundaries of the designated Growth
Areas in delineating jurisdictional areas.
• Only allow changes in jurisdictional areas outside
of designated Growth Area boundaries in cases
where the property is: (1) adjacent to existing
lines; and (2) public health or safety is
endangered.
Further, the Comprehensive Plan warns that "such utilities
are not to be extended to the Rural Areas as these services
can increase development pressures" (p. 146) . This request
appears to be consistent with the second strategy listed
above. The applicant has indicated quantity problems in
supporting documentation (see Attachment C) . Apparently,
the residence has experienced problems during occupancy and
use by more than one person.
HISTORY
The subject well originally served this parcel 's residence
and a second dwelling on parcel 58-75D. On June 11, 1986,
the Board of Supervisors unanimously approved the
jurisdictional area designation for parcel 58-75D. This was
at the request of Mr. and Mrs. A. Murray Whitehill, III who
were experiencing quantity problems due to the shared well.
At the public hearing, it was indicated that the owners of
parcel 58-75 were not interested in water connection.
RECOMMENDATION
As a general policy, staff has advised that public utility
capacities should be reserved to support development of
designated growth areas. Past actions by the Board have
typically been to limit utility service outside the
designated growth areas, particularly in a water supply
watershed. However, where properties have experienced
quality/quantity problems and are adjacent to existing
lines, the Board has granted jurisdictional area designation
for water only to existing structures. Staff would
recommend proceeding to public hearing for such a
designation for Tax Map 58, Parcel 75 based on such a
finding.

To the Board:
I am writing this letter on behalf of Rose M. Whitehill , Rt .
678, Ivy, Virginia, to request that the property designated as
parcel 75 on sheet 58 of the County Tax maps, be included under
the jurisdiction of Rivanna Water Authority. I am asking for the
designation at this time as the property is in the process of
being sold and new owners would wish to hook into the county
water system.
Mrs . Whitehill was granted an easement, 30 July 1984 (see
attached) , and a water line runs across the entrance to her
driveway. Currently, Mrs. Whitehill ' s house is serviced by a
well located on an adjacent parcel . The well was dug in the
early 1950s and, due to age and massive development in the
surrounding area, is now inadequate to serve the needs of a
family.

Re: Easement to Ivy Oaks Land Trust -- Albemarle
County Service Authority
Dear Mrs. Whitehill:
This letter is in reference to a deed of easement dated
July 30 , 1984 , between you and Ivy Oaks Land Trust. As you know,
the land trust proposes to assign its rights under the easement
agreement to the Albemarle County Service Authority, who will
maintain and operate the water line. The Service Authority has
seen a copy of the easement and notes that you are named a parti-
cipant in the deed of easement. As such, you will be required to
be a dedicating party when the water line is dedicated to the
Service Authority. If at some point you decide to hook up to the
Service Authority' s system, you will not have to pay the local
facilities fee , which is now set at $1, 300 . You will, however,
have to pay all other fees of the Service Authority in effect at
that time , including, but not limited to , the Bucks Mountain sur-
charge, which is now set at $200 , the systems development fee,
which is now set at $325 , and the physical cost of connection.
If you have any questions about this, please call either
me or Mr. J. W. Brent, Executive Director of the Service Authority.

To Whom It May Concern:
This is a follow-up to my letter of 21 May. At that time I requested
inclusion of the property on Tax Map 58, Parcel 75 into the service area
boundaries of the Albemarle County Service Authority for water service. In this
letter I would like to emphasize the need for this hook up due to the inadequacy of
the existing well on the property.
The well was originally dug in the 1950s. Previously there were two houses
on this well but eight years ago due to concerns about the adequacy of the water
supply, and division of the property, I hooked into the county water supply.
Since that time Mrs. Rose Whitehill, owner of the above parcel, has had to be
very careful in her water usage. She has been unable to comfortably wash
clothes or dishes and take showers in the same day. She also had a tenant and
found that with two people water usage had to be regulated. This well would not
be able to supply the needs of three or four people, an average household.
