RE: Ivy Store Sewage Discharge
At our September meeting with the Health Department they gave us
a 'heads-up' regarding the sewage disposal at the Ivy Store. The
attached letter from Jeff McDaniel addresses this issue. This
may well follow the same sequence of events of the Ridge
Restaurant. I don't know if you have had any contact from the
onwers of the Ivy Store but we need to develop a position on the
health impacts from the Ivy Store as well as the
possibility/probability that other businesses located in the Ivy
area have the same problem.
I will put this on the agenda for the next Red X meeting.

Dear Mr. Goger,
I have been asked to give you a list of possible options that
can be pursued to allow food preparation at the Ivy Store property.
It should be clarified that documents do not exist that show the
existing sewage disposal system ever was permitted or approved.
After current investigations and discussion with you I believe that
the existing system very possibly is polluting the surface and
ground water in the area.
The first option that should be examined is the possibility of
connection to public sewer. This is considered a permanent solution
and it appears to be the only viable option because of limited area
available for drainfield on nearby properties.
I do not see any possibility to expand the system on the
property since it is located near a stream as well as in soils that
suggest the effluent is not receiving adequate treatment. The exact
location of the existing well is not known and could prove to be at
risk from the existing system.
It may be possible to obtain an easement from a nearby
property owner to allow installation of an adequately sized septic
system designed for the proposed use. Unfortunately, I am not aware
of a specific site to suggest.
Another possibility is to install some sort of treatment
facility and discharge into the stream. I do not believe that this
option has a very good chance of working because the receiving
stream is part of the watershed for a major public water supply and
there are local requirements in place that may be impossible to
meet. It would also be necessary to meet all the requirements of
the Water Control Board for the discharging system. COUNTY 0' ALRL.r-t `ALL

There is an existing building on this property and the
structure has housed four to six employees in the past. Due to
limited water use expected by businesses that only produce sewage
flows from the restrooms and not other sources the continued
occupancy of the structure would be acceptable unless obvious signs
of pollution become evident.
In considering any of the above options you should also be
aware that the existing water supply probably is not adequately
designed to use as a non-community water supply or a supply that
provides water to the public. The location and construction
standards are not known and that usually means that the supply does
not even meet standards for a private water source. Those minimum
standards would need to be met if the proposed use were a
restaurant or similar establishment.
I hope this helps clarify the options available to you and
expresses my concerns about potential problems with the existing
water and sewage disposal systems on the property. If I can provide
you with other information please do not hesitate to contact me.
