RE: Request To Change Jurisdictional Area Allowance -
Tax Map 57, Parcel 31A (The Ridge Restaurant)
The Albemarle County Board of Supervisors, at its meeting on
October 7 , 1992 , approved the above-noted request to amend the
Albemarle County Service Authority service area boundaries for
"sewer service" to Tax Map 57, Parcel 31A, for a sewer

Qbn The applicant, the Ridge Restaurant, is requesting a change in
Y the allowance from a 2" sewer line (force main) to a 3" sewer
by+d line (force main) due to the higher friction head and pumping
requirements of a 2" vs. a 3". The applicant's justification is
`Yt a savings in energy and avoidance of three-phase power.
The Engineering Department has reviewed this request and provided
7 comment. They agree with the applicant and note that "limiting
Ptt -le the diameter will not be effective and will only make the design
pr and operation more costly. . . " They suggest limiting the rate of
YO discharge for the pump station "would provide more effective and
practical control on the use of the proposed force main. "
As the diameter change of the line will not affect its capacity,
it appears that this request will not change the intent of the
jurisdictional area allowance. Staff recommends approval.

Dear Wayne:
On behalf of Don Nelson, owner of TMP 57-31A I request
amendment of the Board of Supervisor's action extending Albemarle
County Service Authority jurisdiction to serve this lot with public
sewer. Unfortunately at that meeting, I relied on a preliminary
engineering opinion which advised that it could be accomplished
with a two-inch line.
It now appears from the letter of John W. Greene, P.E. to you
dated 11-5-92 (copy attached) that a three-inch line would be more
efficient and cost effective and I ask that the Board's action be
amended in accordance therewith.
Thank you for your continued assistance in resolving this
difficult matter.

Re: Ridge Restaurant, Sewage Pump Force Main Size
Dear Mr. Cilimberg:
It is my understanding that the estimated 2" diameter force main to serve the Ridge Restaurant
sewage pumping station has been specifically stated as a limit in the Board of Supervisor's
action to extend the Service Authority's jurisdictional area to cover the Ridge Restaurant.
Design of the pumping station is now underway and it has become obvious that a 2" force main
will cause the friction head to be very high and therefore require more horse power to pump the
same amount of sewage. The use of a 2" force main is not practical and would create a
pumping system which will use more electricity than if a 3" force main is used. Please be
assured that a 3" diameter pipe with a 3 horsepower pump will not pump substantially more
sewage than a 2" diameter pipe with a 5 horsepower pump.
Therefore, in order to save energy and avoid the need for three phase power to the pumping
station, I am requesting that if the size of the force main must be included in the action to extend
the jurisdictional area,it be cited as a 3" diameter pipe.

RE: The Ridge Restaurant
As requested this Department has reviewed the justification submitted by John Greene for
increasing the force main 3" in diameter.
From an engineering standpoint the increase makes perfect sense. The pressure lost due to
friction is approximately six times greater for a 2" rather than a 3" force main. This results
in the requirement of a larger pump and greater electrical power requirements. An efficient
design balances the cost of the force main with the annual cost of operating the pump.
Therefore, this Department recommends approval of the 3" diameter upgrade.
Please note that the principal element in the design of a force main is the pump. The larger
the pump, the more sewage can be pumped. From our conversation the Board is looking to
limit the discharge from the force main. Limiting the diameter will not be effective and will
only make the design and operation more costly to the owner.
The State Health Department will review and issue approval of the pump station for a
specific daily rate of discharge. They utilize a standard set of design criteria based upon the
typical rate of sewage generated for the specific use of the facilities creating the sewage.
Placing a limit or moratorium on the rate of discharge based upon the State's criteria would
provide more effective and practical control on the use of the proposed force main.
