Design Focused Engineering September 16th, 2022 Mr. Matt Wentland Albemarle County Building 401 McIntire Rd Charlottesville, VA 22911 Regarding: WPO.2022.00035 — FOXFIELD FILL SITE Dear Mr. Matt, Thank you for your review the VSMP Plan for Foxfield fill site. We have revised an email per most recent comments dated August 8 ,2022. Please see below for a detailed response to each of your comments. A. Stormwater Pollution Prevention Plan (SWPPP) The SWPPP content requirements can be found in County Code section 17AO5. A SWPPP must contain (1) a PPP, (2) an ESCP, (3) a SWMP, and (4) any TMDL measures necessary. 1. Provide a SWPPP, including a completed and signed DEQ Registration Form and a signed Certification. This template has been provided without the signature of the Section 9 & 10. They will be submitted later. Stormwater Management Plan (SWMP) VSMP Regulation 9VAC25-870-108 requires the VSMP authority to approve or disapprove a SWMP. This plan is denied, and the reasons are provided in the comments below. The stormwater management plan content requirements can be found in County Code section 17-403. 1. Provide an application signed by the owner of the property. The application will be submitted later. 2. The 0.25 lbs. of nutrient credits will need to be purchased. The site drains to impaired waters as determined by DEQ and the credits will need to be purchased from within the same 8-digit HUC. Acknowledged, Ana Kilmer will be contacted closer to the purchase of the nutrient credits. Please note that the limits of disturbance have been updated with this submittal which decreased the amount of nutrient credits required to 0.07 Ibslyr. instead of 0.25lbslyr. A new availability letter is provided with this submittal. 3. Include Section 18.5.1.28 on the plans. Section 18.5.1.28 has been included on Sheet C3 It doesn't appear that any slopes are steeper than 4:1, but include a note to that affect on the plans to show compliance with 18.4.3.3. A note "Slope shall not exceed 4:1 slopes "has been included on Sheet C4. and Sheet C5 5. Show the stream buffer Stream buffer has been shown on the plans. 6. The heignt of Ini may not exceed 6 above natural grade. A waiver/exception will be n(..,,L.,J r1Q C 1 IQ( 1,1II Grading has been revised to not place fill above 8' total depth. An exception/waiver will be needed for fill areas greater than 2 acres and located in RA zoning. [18.5.1.28(a)l I & 18.5.1.28(c)l Limits of disturbance area has been updated. New limits of disturbance area are 1.96 acres. C. Erosion and Sediment Control Plan (ESCP) Virginia Code §62.1-44.15:55 requires the VESCP authority to approve or disapprove an ESCP. This plan is disapproved, and the reasons are provided in the comments below. The erosion control plan content requirements can be found in County Code section 17-402. The ESC plan appears acceptable at this time, but include a note that additional measures may be required at the request of the County Inspector.
