RE: SDP201300058 Rolkin Road Retail Center – Initial Site Development Plan
Dear Mr. Hines:
The Agent for the Board of Supervisors hereby grants administrative approval to the above referenced site
plan.
This approval shall be valid for a period of five (5) years from the date of this letter, provided that the
developer submits a final site plan for all or a portion of the site within one (1) year after the date of this
letter as provided in section 32.4.3.1 of Chapter 18 of the Code of the County of Albemarle, and thereafter
diligently pursues approval of the final site plan.
An Erosion and Sediment Control Permit may be issued after the following approvals are received:
1. Approval an Erosion and Sediment Control Plan meeting the requirements of Chapter 17 of the
Code of the County of Albemarle.
2. Approval of a Stormwater Management Plan meeting the requirements of Chapter 17 of the
Code.
3. Approval of all easements for facilities for stormwater management and drainage control.
4. Approval of a mitigation plan for the disturbance of Water Protection Ordinance buffers.
5. Submittal of a tree conservation checklist, if applicable.
The final site plan will not be considered to have been officially submitted until the following items are
received:
1. A final site plan that satisfies all of the requirements of section 32.6 of Chapter 18 of the Code.
2. A fee of $1,500.
3. Submittal of plans directly to each of the agencies/departments listed below necessary to satisfy
the conditions of approval.
The final site plan will not be approved until the following conditions are met:
The Department of Community Development shall not accept submittal of the final site plan for signature
until tentative approvals for the following conditions have been obtained:

Planning Division Approval of: (2 Copies are required to be submitted for review)
1. A site plan meeting all the requirements of section 32.6 of Chapter 18 of the Code.
2. [32.5.2(a)] Provide the name of the property owner.
3. [32.5.2(a)] Reference the Zoning Map Amendment approved for this property with the
associated application plan (ZMA199800020), as well as any proffers and applicable approved
waivers.
4. [32.5.2(b)] Provide/clarify the maximum amount of impervious cover and the maximum amount
of paved parking and vehicular circulation area; the numbers provided are presented in a different
manner and the ‘interior parking’ number doesn’t match the number provided on the landscape
plan.
5. [32.5.2(d)] Show the areas of the site where existing slopes are critical slopes. Additionally, it
appears a critical slopes waiver will be required to develop the site as presented.
6. [32.5.2(i), 4.12.13(e), & 4.12.18(c)] The design of the loading space and dumpster pads creates
awkward and potentially dangerous vehicular access through the site; the full length of both the
loading space and the dumpster pads must be out of the travelway. Please revise or clarify the
layout to demonstrate that safe circulation is provided.
7. [32.5.2(k)] Verify that all necessary easements for proposed water, sewer and drainage facilities
have been shown on the plan.
8. [32.5.2(l)] Provide the location of any other existing or proposed utilities and utility easements
including telephone, cable, electric and gas.
9. [32.5.2(m)] Show the distance to the centerline of the nearest existing street intersection from the
proposed ingress and egress locations.
10. [32.5.2(n)] Dimension all walkways, fences (guardrail), walls, trash containers (pads), paved
areas, travelways, entrances and loading areas.
11. [32.5.2(n) & 4.12.16(e)] All parking spaces that are next to a sidewalk that is less than 6’ wide
must have bumper blocks.
12. [32.5.2(n)] Provide the proposed paving material for all walks, parking lots and other paved
areas.
13. [32.5.2(n)] Clarify if any outdoor lighting is proposed; lighting locations appear to be shown but
no photometric plan or fixture information is provided. No lighting locations are approved until
this information is provided.
14. [32.5.2(p) & ZMA Proffer] The landscape plan must be submitted to the Thomas Jefferson
Foundation to make sure that the plan provides, to their satisfaction, screening of all buildings
and parking areas visible from Monticello.
15. [32.5.2(p) & 32.7.9.4] The landscape notes provided appear to reference old Site Plan ordinance
sections; please update with current references.
16. [32.5.2(p) & ZMA Proffer] The proffers for ZMA 1998-00020 included a provision that street
trees would be provide along both sides of Rolkin Road; all proffers must be satisfied, see next
comment for additional information regarding street trees.
17. [32.5.2(p), 32.7.5.2(d) & 32.7.9.5(d)] Street trees are required along both Rolkin and Abbey
Roads. The existence of utilities or utility easements does not preclude this requirement; see
section 32.7.9.5(d) for location and spacing requirements.
18. [32.5.2(p) & 32.7.9.6(a)] As noted above, the ‘Area of Parking Lot’ on the landscape plan does
not match the ‘Interior Parking’ number provided on Sheet 3; please clarify and verify that the
required 5% interior landscaped area is provided.
19. [32.5.2(p), 32.7.9.7(a)3 & 32.7.9.7(a)5] Clarify if dumpster screening is provided; though
perhaps not specifically required by the ordinance due to the adjacent private streets, this area
should be screened from view of any public street and from Monticello.
20. [32.5.2(p)] Several of the proposed plantings appear to be within existing or proposed easements;
please either move all landscaping outside of easements or provide proof of authorization from
the easement holder.
21. [Comment] The Special Permit for the proposed drive-thru must be approved prior to Site Plan
approval.
22. [Comment] ARB approval is required.
23. [Comment] If any off-site easements are required, they must be submitted for review and
recorded prior to Site Plan approval.

Engineering Division Approval of: (1 Copy is required to be submitted for review)
1. An Erosion and Sediment Control Plan meeting the requirements of Chapter 17 of the Code of the
County of Albemarle.
2. A Stormwater Management Plan meeting the requirements of Chapter 17 of the Code.
3. All easements for facilities for stormwater management and drainage control.
4. Double entrance is a traffic/safety concern and should be limited to only the entrance across from
the access way to route 250.
5. Rolkin Road and Abbey Road intersection is a traffic/safety concern and may require a traffic
study.
6. Dumpster location does not appear to allow for single unit truck maneuvering to empty containers
as shown. Recommend moving dumpster location or angle for truck access.
7. Left turn lane from Rolkin into site may be warranted with a traffic study of the ultimate build-
out design of shopping center.
8. Light pole in center of North-east parking should be moved back from curb 2' to avoid
damage/impact with vehicles.
9. Retaining wall type, material, and construction are very important information prior to initial site
plan approval. Cast in place concrete walls have vertical faces verses dry stack walls that step
back with each subsequent course and require more site space and a larger finished product foot
print and may narrow travel way below required width.
10. Stormwater drainage profiles and computations proving system adequacy to existing SWM basin.
Existing drainage system on Hickman Road are not connected on the plan, if they are connected
in the field please make the plan match for drainage system adequacy verification and
calculations.
11. Top of proposed wall will require VDOT grade guardrail due to proximity to travel way.
Albemarle County Architectural Review Board Approval of a Certificate of Appropriateness. (8 Copies
are required to be submitted for review)
1. Regarding requirements to satisfy the design guidelines as per § 18-30.6.4(2), (3) and (5):
· As per § 32.4.2.2(b)(3) and 30.6.4(c)(3) and EC Guidelines 35a, it is not clear that sufficient
planting area is available along the north and west sides of the site to accommodate required
trees and shrubs.
2. Regarding recommendations on the plan as it relates to the guidelines:
· None.
3. Regarding recommended conditions of initial site plan approval:
· A Certificate of Appropriateness is required prior to final site plan approval. The applicant
shall submit an application for a Countywide Certificate of Appropriateness for a structure
located behind a structure that fronts the EC.
· Provide additional information to clarify the type and location of utilities existing and/or
planned along Rolkin and Abbey Roads. Provide planting in these areas to meet EC
requirements or alternate planting of comparable size and quantity. Options might include:
Provide the largest tree species acceptable to the easement holders, along with documentation
that the easement holders do not object to the planting. Or provide large shade trees, 2½”
caliper at planting, 40’ on center, in planting areas free of easements along Rolkin and Abbey
Roads. Or add three islands with trees along the Rolkin side and three along the Abbey Road
side of the site to compensate for the perimeter trees. Coordinate the proposed planting with
the retaining wall along Rolkin Road.
4. Regarding conditions to be satisfied prior to issuance of a grading permit:
· None.
5. The ARB offered the following comments on the initial plan for the benefit of the applicant’s
next ARB submittal:
a. Coordinate the design of the drive-thru window with the overall architecture of the building.

b. Carefully consider the form, illumination and materials (including the type and amount of
glass used) in the tower design.
c. The design of the building should be compatible with the existing buildings in the area.
d. Coordinate building materials with those used in existing buildings in the area.
e. Avoid a blank wall on the west elevation by incorporating sufficient design details. If blank
areas are still anticipated after design details are included, revise the layout to include
planting area along the wall.
f. Include information on the architectural plans and elevations to show that visibility of rooftop
equipment will be eliminated.
g. Add the following note to the site and the architectural plans: “Visibility of all mechanical
equipment from the Entrance Corridor shall be eliminated.”
h. Provide additional information to clarify the type and location of utilities existing and/or
planned along Rolkin and Abbey Roads. Provide planting in these areas to meet EC
requirements or alternate planting of comparable size and quantity. Options might include:
Provide the largest tree species acceptable to the easement holders, along with documentation
that the easement holders do not object to the planting. Or provide large shade trees, 2½”
caliper at planting, 40’ on center, in planting areas free of easements along Rolkin and Abbey
Roads. Or add three islands with trees along the Rolkin side and three along the Abbey Road

i. Increase the size of interior parking lot trees to 2½” caliper minimum at planting. Increase the
size of shrubs to 24” high minimum at planting. Consider increasing the variety of proposed
shrubs species to a minimum of four different species.
j. Add the following note to the landscape plan: “All site plantings of trees and shrubs shall be
allowed to reach, and be maintained at, mature height; the topping of trees is prohibited.
Shrubs and trees shall be pruned minimally and only to support the overall health of the
plant.”
k. Remove Lighting Note #2 from Sheet 2. Provide complete lighting information for review.
Calculate photometrics using a light loss factor of 1.0 and note the light loss factor on the
plan.
l. Add the following note to the site plan: “Each outdoor luminaire equipped with a lamp that
emits 3,000 or more initial lumens shall be a full cutoff luminaire and shall be arranged or
shielded to reflect light away from adjoining residential districts and away from adjacent
roads. The spillover of lighting from luminaires onto public roads and property in residential
or rural areas zoning districts shall not exceed one half footcandle.”
m. Include a comprehensive sign proposal with the ARB site plan/building design application.
Albemarle County Service Authority Approval. (3 Copies are required to be submitted for review)
1. Submit 3 copies of the final site plan for an ACSA construction review and approval (specifically
for water infrastructure).
2. The water main serving the proposed fire hydrant assembly must be a minimum diameter of 6
inches.
3. Provide the ACSA with fixture counts so the water meter can be sized.
Virginia Department of Transportation Approval. (1 Copy is required to be submitted for review)
1. The entrances for this site will access roads not in the State Highway System and will not be
required by VDOT to be permitted with the State.
2. Ideally, the new entrance shown onto Abbey Road should be removed and the shared entrance on
the property line with the adjacent parcel to the East would be utilized as access to Abbey Road.
3. The entrance onto Abbey Road does not appear to meet VDOT standards for throat length.
4. Detail for the proposed storm sewer connection to the existing structure located on Hickman
Road needs to be provided for review. In addition, hydraulic calculations need to be provided so
that the adequacy of the existing storm sewer can be verified.

Fire Rescue Approval. (1 Copy is required to be submitted for review)
1. If the building will have a sprinkler system the FDC shall be located on the address side of the
building and within 50 ft of a fire hydrant.
