The responses are numbered to match the numbering of the comments provided. Please find the attached digital copies of revised plans. This project is denied. The rationale is given in the comments below. The VSMP application content requirements can be found in County Code section 17-401. A. Stormwater Pollution Prevention Plan (SWPPP) The SWPPP content requirements can be found in County Code section 17-405. A SWPPP must contain (1) a PPP, (2) an ESCP, (3) a SWMP, and (4) any TMDL measures necessary. 1. Provide a SWPPP, including a completed and signed DEQ Registration Form and a signed Certification. Response: Please find the attached SWPPP which includes signed Registration Form and Certification. B. Pollution Prevention Plan (PPP) The PPP content requirements can be found in County Code section 17-404. 2. Provide a PPP with the SWPPP. Response: Please find the attached SWPPP which includes PPP. C. Stormwater Management Plan (SWMP) VSMP Regulation 9VAC25-870-108 requires the VSMP authority to approve or disapprove a SWMP. This plan is disapproved, and the reasons are provided in the comments below. The stormwater management plan content requirements can be found in County Code section 17- 403. 1. A SWM maintenance agreement will be required. Please contact Ana Kilmer to begin this process. Response: SWM maintenance agreement process has been started. 2. The 0.36 Ib/yr of nutrient credits will need to be purchased prior to VSMP approval and grading permit issuance. The credits will need to be purchased from the same or adjacent 8-digit HUC (the Ivy Creek bank is acceptable). Response: Nutrient credit paperwork process has been started. 3. Show and label all required easements on the plans, including access easements to proposed facilities. Easements will be dedicated to public use and should include all the measures used for DEQ compliance (raingarden, Stormtank, permeable pavers, and outlet pipe). Response: Easement added to plan and labeled. See SW101, but it will show more clearly on the site plans. It should be noted that easement was only added on the subject property and does not extend into the "private" right-of-way. We have been advised that nobody knows who owns this right-of-way and that obtaining signatures for easement will be difficult to impossible. 4. A plat and deed of dedication for the stormwater facility easements will need to be recorded prior to approval of the VSMP and site plans. Response: Easement plat and deed are in process and will be submitted separately. 5. Include the Albemarle County as -built requirements on the plans. Response: Sheet SW 108 was added. These requirements are shown on this new sheet. 6. Include the maintenance and inspection schedules for the proposed facilities on the plans. Response: Sheet SW 108 was added. These schedules are shown on this new sheet. 7. Label retaining walls, including the max height and bottom/top spot elevations. Provide a detail of the retaining walls to ensure the construction will not encroach on the neighboring property. Response: Retaining wall labels as requested added to Sheet EC 104 and Sheet EC 106 was added for the retaining wall detail. 111 3`d street se charlottesville, virginia 22902 434.295.8177 t waterstreetstud io. net A Erosion and Sediment Control Plan (ESCP) Virginia Code §62.1-44.15:55 requires the VESCP authority to approve or disapprove an ESCP. This plan is approved, and the reasons are provided in the comments below. The erosion control plan content requirements can be found in County Code section 17-402. 1. The ESC plan appears acceptable at this time, but include a note that additional measures may be required at the request of the County Inspector.
