Sullivan International Group has also assisted with this assessment. The report has been prepared to address the requirements of Section 2.1) of the Albemarle County Design Standards Manual and Section 17.40 of the Albemarle County Code. The subject property is located at 2865 Free Union Road, near Charlottesville, Virginia (Figure 1). The property is currently developed as a residential lot, with one mobile home existing on the property (Figures 2a and 2b). The proposed area of development is comprised of approximately 14.7 acres and consists of five proposed residential development lots (approximately 13.8 acres total) and a public street to access these lots (approximately 0.9 acres). A preliminary plat, as provided by the client, has been provided in Appendix A. All of the residential lots will be serviced by individual wells and septic systems. 2.0 SITE DESCRIPTION 2.1 Topography The subject property consists of 14.7 acres near Charlottesville, Virginia (Figure 1). Topography varies from a high of approximately 635 feet above mean sea level (amsl) along the southeastern portion of the property to approximately 590 feet amsl along the northwestern portion of the property (Figure 3). In general, the site slopes gently toward the north. The site is located approximately 400 feet north of the local topographic setting's highest elevation point. 2.2 Surface Water Drainage No perennial surface water drainages are present on the subject property, although a relatively small ephemeral drainage is present on the western half of the subject site. The site is located near the center of a radial stream drainage pattern. Therefore, offsite streams that flow away from the site are present on all sides of the subject property (Figure 3). The subject site is located in the James River Basin, within the South Fork Rivanna River Watershed. While it is located near the intersection of three subwatersheds, the majority of the subject site is within the South Fork Rivanna River Subwatershed (Figure 3). The southwestern corner of the site is within the Mechums River - Beaver Creek Subwatershed. All three of the nearby subwatersheds drain to the South Fork Rivanna River, which flows into the South Fork Rivanna River Reservoir. 2.3 Planimetric Features The preliminary plat shows the locations of the proposed development lots (Appendix A). Properties to the north, south, and west of the subject site are developed as residential Page 1 of 9 Tier III Groundwater Assessment True North Environmental, LLC Amigoni Site; Charlottesville, Virginia June 7, 2013 properties. The eastern adjoining property appears to be lightly used as agricultural land. Free Union Road bounds the western side of the subject site. 2.4 Land Use The subject property is a residential property with one mobile home present. The site inspection revealed foundation remnants associated with a former second structure, which appears to have been demolished somewhat recently. Adjacent properties consisted of low- density residential properties and a light agricultural property. It is expected that structures on all of these properties are serviced by individual wells and septic drainfields. 3.0 PROPOSED DEVELOPMENT LAYOUT AND APPROXIMATE LAND DISTURBANCE The proposed development is understood to be comprised of five residential lots ranging in size from approximately 2.0 -4.3 acres. Additionally, a public street would be constructed to access these lots. It is assumed that land disturbance during construction would be limited to the access road and to the vicinity where structures and septic drainfields are constructed. Care should be taken to limit any unnecessary land disturbance, particularly on any steeper sloping topography. Additional disturbance impact would be expected to be limited by storm water management and/or best management practice (BMP) structures. 4.0 HYDROGEOLOIC SETTING AND GROUNDWATER AVAILABILITY The planned residential development will be serviced by individual wells and septic tank drainfield systems. Albemarle County Groundwater Availability Mapping indicates that the entire site lies within the Category 2 (medium) groundwater availability zone designation. The subject site lies entirely within hydrogeologic unit III, which was defined during the Phase II Albemarle County Hydrogeologic Assessment. Hydrogeologic Unit III, was recognized as the "Piedmont Foothills" unit within the Albemarle County Hydrogeologic Assessment Phase II Report. The following description of this hydrogeologic unit, along with pertinent tabulated summaries of well data and saturated hydraulic conductivity (Ksat) values, have been obtained from the Hydrogeologic Assessment Phase II Report: Piedmont Foothills (III) - The Piedmont Foothills unit is characterized by rolling upland to relatively steep topography. Soils within this area are dominated by the Hayesville, Ashe, and Chester soil series, which are moderately deep to deep and generally well drained. These soils are found on the piedmont upland and foothills of the Blue Ridge Mountain on slopes ranging from 2 -45 %. These soils are formed from weathered granites and meta - granites of the Blue Ridge Basement complex. The Piedmont Foothills area is bifurcated by Hydrogeologic Unit IV (Lynchburg). The well database listed nine wells within 1,000 feet of the subject property boundaries. It is important to note that this database is incomplete, and does not contain all of the wells that are actually in the vicinity of the subject site. It is likely that domestic wells and septic drainfields are present on all of the residential properties in the vicinity of the subject site, although this is not represented by the Albemarle County Well Database. Additionally, the locations of the wells included in the database may or may not be plotted precisely. A map of the nine wells identified as being within 1,000 feet of the subject site is included as Figure 4. Based on data from the nine wells listed in the well database as being within 1,000 feet of the subject site, casing lengths ranged from 50 feet to 76 feet, with an average casing length of 61 feet. Casing length measurements can be used as an approximate indicator to the depth of bedrock and thickness of overburden (soil/saprolite). The total well depths ranged from 93 feet to 405 feet below ground surface, with an average total depth of 232 feet below ground surface. Average values from well attribute data were calculated based on available data. A well's attribute data was not included in this calculation if it was not supplied with a value for the attribute of interest. Review of data from the aforementioned wells indicated that two of the nine wells did not have available data for well yield other than a "0" value. Based on our understanding that zeros were entered in the database when information was not available, it is unclear as to whether or not these sites represent dry holes with no yield. Given the total well depth and recorded casing length for these two wells, it appears likely that they were installed as bored or dug wells. Yield measurements are somewhat difficult to obtain for wells Page 3 of 9 Tier III Groundwater Assessment True North Environmental, LLC Amigoni Site; Charlottesville, Virginia June 7, 2013 installed via these methods. Of the seven wells that reported a yield, yield values ranged from 1 -22 gallons per minute (gpm), with an average yield of 9 gpm. This value is similar to the average well yield for the Piedmont Foothills hydrogeologic unit (11.22 gpm), as published in the Albemarle County Hydrogeologic Assessment. The following table summarizes the well data that was evaluated. Therefore, it is estimated that groundwater flow direction at the subject site is generally toward the north. Regional groundwater recharge zones are unknown, although a significant recharge source to the bedrock aquifer is assumed to be infiltration of precipitation through overburden. Nearby well data reviewed during this assessment indicated that wells in the surrounding area were completed into fractured bedrock aquifers. There were no identified water supply wells within 1,000 feet of the subject site that are completed in overburden material. 5.0 POTENTIAL SOURCES OF CONTAMINATION True North performed site reconnaissance, reviewed available Sensitivity Mapping from the Albemarle County Phase II Report, and reviewed a regulatory database search completed for the site area (Environmental Data Resources, Inc. [EDR] Survey) to identify any potential sources of contamination. 5.1 Site Reconnaissance Subject Site A site visit was conducted on June 5, 2013, where True North personnel walked along all of the subject site's boundaries to observe both the subject property and the adjoining properties. During the site inspection, it was observed that a mobile home was present on Page 4 of 9 Tier III Groundwater Assessment True North Environmental, LLC Amigoni Site; Charlottesville, Virginia June 7, 2013 the subject property. Additionally, it was observed that a second structure formerly existed on the property, and that this structure was demolished sometime between September 27, 2011 and the time of the site inspection, based on historical aerial imagery (see selected photos in Appendix B). The remainder of the subject site consists of undeveloped grass fields and mature hardwood forest. The site inspection also revealed the presence of a domestic dumping area, located approximately 120 feet west of the subject site's mobile home (Figure 2b). Items that were observed to be present in the dumping area included a container of paint thinner, automobile tires, various aerosol containers, a container of bleach, and several containers of paint (see selected photos in Appendix B). Most of the containers were rusty and appeared to have been in place for an extended period of time. The site inspection also revealed the presence of a domestic well on the subject site, located behind the site's former second structure (Figure 2b; see selected photos in Appendix B). The well's top -of- casing was below the ground surface (bgs), and was covered with wooden boards. The construction of the well consisted of an approximately 3 -feet diameter, rock -lined hole, with a measured depth of 23.60 feet bgs and dry at the bottom. Within this well existed approximately 6 -inch diameter steel casing that extended through the bottom of the larger hole and down to an unknown depth. The depth -to -water in this well was 29.59 feet bgs. It is likely that the larger hole was the subject site's original well, but that at some point in time it was replaced by drilling through its bottom, presumably to a greater depth into the bedrock aquifer. Adjoining Properties Adjoining properties were observed from the subject site's perimeter during the site visit on June 5, 2013. The western side of the subject site was bound by Free Union Road. Low - density residential development was present across from this road. It was also observed that low- density residential development was present on the northern and southern adjoining properties. A domestic well was observed on a residential property to the south of the subject site. The eastern adjoining property appeared to be lightly used as agricultural and /or grazing land (see selected photos in Appendix B). Small areas of debris, including building materials, brush/leaves, and round hay bales, were observed to be present at various locations on this property. 5.2 Review of Historical Records Historical aerial photography supplied by the Google Earth software program was reviewed by True North. Imagery from 1994 to 2011 indicated that the subject site has changed very little over the past 19 years. The former second structure on the site, which has since been demolished, appears to have been present from 1994 to 2011. The use of adjoining properties appears to have changed very little as well, although several residential structures were constructed near the subject site since 1994. Page 5 of 9 Tier III Groundwater Assessment True North Environmental, LLC Amigoni Site; Charlottesville, Virginia June 7, 2013 5.3 Sensitivity Mapping Based on a review of the County Sensitivity Mapping, one area mapped as sensitive was recognized to lie near the subject property's boundary (Figure 2a). The sensitive area is located within 1,000 feet of the southern property boundary, at a distance of approximately 250 feet from the subject site's boundary. The identified sensitive area appears to be associated with a petroleum release from an underground storage tank. Data obtained from the mapped sensitive area file indicates that a release of petroleum occurred at the site, and was subsequently assigned Pollution Complaint Number 2004- 6105 by the Virginia Department of Environmental Quality (VDEQ). Data sources indicate that the case has been closed, and given that the site has been identified as the Hugh McCauley Rental Property, the release may have been associated with a house heating oil tank. There were no other mapped sensitive areas identified within the sensitive buffer area of the subject property's boundaries. 5.4 Regulatory Database Review True North reviewed information sources to obtain existing information pertaining to a release of hazardous substances and/or petroleum products on or near the subject property. True North obtained a copy of a site database search report prepared by EDR, using American Society for Testing and Materials (ASTM) E1527 -05 standard search radius (Appendix C). The subject property was not listed in any of the reviewed federal or state databases. The only site identified as being located within the standard search radius from the subject property was the Hugh McCauley Rental Property leaking underground storage tank site, as previously mentioned. This site is located approximately 250 feet south of the subject property's southern boundary, and has been closed by the VDEQ. It is likely that the petroleum release was associated with a leaking heating oil tank. The database search also provides a list of orphan sites occurring in the general vicinity of the subject site. However, orphan sites do not have sufficient address information to be accurately located on the site map. A review of the orphan sites revealed that none of them appear to be located within the standard search radius of the subject property. 6.0 GEOLOGY, SOILS, AND HYDROGEOLOGY 6.1 Review of Geologic Mapping According to a U.S. Geological Survey geologic map, the majority of the subject site is underlain by Middle Proterozoic (Greenville -age) porphyroblastic biotite - plagioclase augen geniss, with the stratigraphic symbol Ybg (Figure 5). The northwestern corner of the site is underlain by a sheared zone of mylonite, which is identified in Figure 5 as "my ". There are no mapped faults underlying the subject site. Page 6 of 9 Tier III Groundwater Assessment True North Environmental, LLC Amigoni Site; Charlottesville, Virginia June 7, 2013 6.2 Review of Soils Mapping Review of the U.S. Department of Agriculture's Natural Resources Conservation Service soil survey indicated that the subject site is underlain entirely by the Hayesville loam with 2 -15% slopes (soil symbol 36). The Hayesville loam is comprised of residuum weathered from granite and/or gneiss bedrock. The Hayesville loam is described as deep and well- drained, with a moderately high to high capacity to transmit water. The typical depth to groundwater in this soil is greater than 80 inches. A copy of the subject site's soil mapping, including a description of the mapped soil series, is included in Appendix D. 6.3 Summary of Hydrogeologic, Geologic, and Soil Conditions The subject site is located within the Piedmont Foothills hydrogeologic unit, which lies within the Category 2 (medium) groundwater availability zone. True North has reviewed available well data for nine wells located within approximately 1,000 feet of the subject property's boundaries. Based on the well data reviewed, it appears that the successful completion of individual domestic supply wells at the site is feasible. However, as with any well drilled into bedrock units, there is a potential to produce dry or low- yielding supply wells. The subject site is underlain by Middle Proterozoic (Greenville -age) porphyroblastic biotite - plagioclase augen geniss (Figure 5). The northwestern corner of the site is underlain by a sheared zone of mylonite. Results from the well data search indicated that wells exhibiting a suitable yield for domestic consumption have been successfully completed in both of these geologic units. Soils mapping of the site indicated that the subject site is underlain entirely by the Hayesville loam with 2 -15% slopes (Appendix D). The Hayesville loam is described as deep and well- drained, with a moderately high to high capacity to transmit water. The typical depth to groundwater in this soil is greater than 80 inches. 7.0 BEST MANAGEMENT PRACTICES The Albemarle County Design Standards Manual offers the following advice for coordinating groundwater and stormwater BMPs: If the site also requires a stormwater management /BMP plan in accordance with the Water Protection Ordinance (WPO), then, to the extent feasible, the groundwater BMPs and management plan can be incorporated into the stormwater plan. In general, the BMP plan for the site will consist of the following measures, referenced to the Albemarle County Design Standards Manual, Section 206.2.C.3 — Best Management Practices for Groundwater. Page 7 of 9 Tier III Groundwater Assessment True North Environmental, LLC Amigoni Site; Charlottesville, Virginia June 7, 2013 • Site Design & House Construction — The proposed development consists of five residential lots ranging in size from approximately 2.0 -4.3 acres. Based on the relatively large lot sizes, large sections of each property are presumed to remain undeveloped. Therefore, interference with groundwater recharge to large portions of the site from the planned development of residential structures will likely be minimal. There should be an attempt during the development of roads, houses, and septic drainfields to limit land disturbance. • Landscape & Land Cover — Preserving and restoring trees and forest cover during and after construction activities is recommended. The consideration and use of drought- resistant plantings is also encouraged to aid in conserving groundwater. • Education & Outreach — Distributing educational materials for homeowners on the value and use of groundwater, pollution prevention, and water conservation is strongly recommended. An educational brochure should be distributed to each lot buyer. This task may be coordinated with any county plans in the works to provide such materials for building permit applicants. This report includes a preliminary plat submittal, so all final details and plans will be provided with the final plat submittal (Design Standards Manual, Section 206.2.C). 8.0 CONCLUSIONS 1. The project site is located within the Category 2 (medium) groundwater availability zone. It is located in an area where successfully completed wells are reported to possess an average yield of 9 gpm. These wells are completed in fractured bedrock aquifers. 2. Groundwater yield statistics obtained from the Albemarle County database suggest that well drilling should result in an ample water supply for individual lots. Furthermore, the size of the lots provides the opportunity to drill multiple locations, if needed. 3. The soil underlying the subject site, which is the Hayesville loam, is generally deep and well drained. The typical depth to groundwater in this soil is greater than 80 inches. 4. County -wide sensitivity mapping and an EDR database report indicates that a sensitive site is located within 1,000 feet of the subject property's southern boundary. The identified sensitive area is associated with a residential leaking underground storage tank (LUST). The VDEQ has closed this pollution complaint case. Page 8 of 9 Tier III Groundwater Assessment True North Environmental, LLC Amigoni Site; Charlottesville, Virginia June 7, 2013 5. Environmental concerns identified on the subject property included the presence of a domestic dumping area located approximately 120 feet west of the structure on the subject site. A domestic well was also identified at the subject site, which was located behind the site's former second structure. This well was covered with wooden planks, uncapped, and of unknown total depth. 9.0 RECOMMENDATIONS True North recommends that the following actions be taken to ensure that environmental concerns identified during this study are properly addressed: 1. It is recommended that material from the domestic dumping area on the subject site be removed. Soil screening should be conducted during material removal, and post - removal soil sampling should also be conducted. 2. It is recommended that the existing domestic well on the subject site be either properly abandoned or upgraded to meet Virginia Health Department requirements. 10.0 LIMITATIONS The work performed in conjunction with this project, and the data developed, are intended as a description of available information. This report does not warrant against future operations or conditions, nor does it warrant against operations or conditions present of a type or at a specific location not investigated. Generally accepted industry standards were used in the preparation of this report. Stated opinions and conclusions are not intended as a guarantee. The only reliable way to confirm that a sustainable groundwater resource is present is to drill and test a groundwater well for quantity and quality.
