Dear Mr. Robb:
In reply to the questions which you raised in our April 22 telephone conversation
regarding Colston Subdivision and the appropriate steps necessary for approval, I
offer the following comments:
1. Under SP-85-7 approval was granted for the development of a maximum of twelve
(12) lots to be served by two (2) internal roads.
2. This type of development requires Planning Commission approval of the subdivision
plat as well as review by the Site Review Committee. (For your information I am
attaching the schedule for submittal deadlines regarding subdivision plats) .
3. Due to the nature of your special use permit staff would be unable to approve the
proposed development administratively.
I have assigned Mrs. Amelia Patterson as staff representative for this project. Should
you or any associates have any questions, please contact Mrs. Patterson.

3. Colston Preliminary Plat - Soils in this area consist of Hayesville loam,
Cullen loam on the ridges and Ashe loam on the steeper slopes. The Hayesville
and Cullen are deep, well drained soils. The Ashe is very shallow soil found
on steeper slopes. There are some areas of floodplain soils found along
the streams.

1. Buck Falls Final Plat - Soils in this area consist of Hayesville loam,
Chester loam and Elioak loam. These are all deep, well drained soils. There
may be some shallow soils on the steeper slopes over 15%.
2. Fox Hill Farm Staff Quarters Site Plan - No comment.
3. Branchlands Shopping Center Site Plan - This site consists of Glenelg
loam and Elioak loam on the ridges, Hazel loam on the steeper slopes, and
Chewacla and Wehadkee on the floodplains. The Glenelg and Elioak are deep,
well drained soils that are very erosive. The Hazel is a very shallow soil to
bedrock. The Wehadkee and Chewacla are poorly drained and subject to
frequent flooding. This site as planned will involve extensive land grading
on erosive soils and in frequently flooded areas. Natural floodplains
will be blocked and replaced with concrete pipes. This project could
act as a dam if storm runoff could not pass through the underground piping
system.

C. No closer than 50' or more than 400' to each major structure.
D. Every 800' along the roadway.
E. Every 500' around the perimeter of the building.
F. The fireflow requirement' is gallons per minute @ 20 PSI (residual) .
G. Paint curbing 15' on either side of hydrant. -
2. A dry hydrant with adequate water from a pond is required. The surface to the dry
hydrant shall be accessible by use of an all weather compacted surface with a grade
of not more than 8% and a turn-around space with a radius of 50 feet. The standpipe
shall have a 41 national standard male fitting (see NFPA 1231 & Albemarle County
Zoning Ordinance 32. 5.18) .
3. Dumpster location shall not be closer than 15' to any structure. (BOCA Fire Code F305.4)
4. Handicapped provisions are required (BOCA Basic Building Code Article 515 as amended
by Virginia Board of Housing and Community Development, 1981 Edition) .

3. Colston Preliminary Plat - Soils in this area consist of Hayesville loam,
Cullen loam on the ridges and Ashe loam on the steeper slopes. The Hayesville
and Cullen are deep, well drained soils. The Ashe is very shallow soil found
on steeper slopes. There are some areas of floodplain soils found along
the streams.

1. Buck Falls Final Plat - Soils in this area consist of Hayesville loam,
Chester loam and Elioak loam. These are all deep, well drained soils . There
may be some shallow soils on the steeper slopes over 15%.
2. Fox Hill Farm Staff Quarters Site Plan - No comment.
3. Branchlands Shopping Center Site Plan - This site consists of Glenelg
loam and Elioak loam on the ridges, Hazel loam on the steeper slopes, and
Chewacla and Wehadkee on the floodplains. The Glenelg and Elioak are deep,
well drained soils that are very erosive. The Hazel is a very shallow soil to
bedrock. The Wehadkee and Chewacla are poorly drained and subject to
frequent flooding. This site as planned will involve extensive land grading
on erosive soils and in frequently flooded areas. Natural floodplains
will be blocked and replaced with concrete pipes. This project could
act as a dam if storm runoff could not pass through the underground piping
system.

Dear Jack:
In regard to our phone conversation of February 25 , 1985 related to septic
system location on slopes of twenty (20%) percent or greater let me
offer the following comments :
•
1 . Section 4 . 2. 2 . 1 of the Zoning Ordinance requires new lots have a
building site of 30, 000 square feet in slopes less than 25% and
that "such building site shall have adequate area for location of
two (2) septic drainfields as approved by the Virginia Department
of Health. "
2 . Section 4 . 2 . 4 states that "in the review for and issuance of a
permit for the installation of a septic system, the Virginia
Department of Health shall be mindful of the intent of this
section , and particularly mindful of the intent to discourage
location of septic tanks and/or drainfields on slopes of twenty
(20%) percent or greater.
3 . Section 4 . 2 . 2 . 1 requires two drainfield locations within the building
site and 4 . 2 . 4 encourages location on slopes less than 20 percent .
After consultation with the , Zoning Administrator , it is my opinion
that 4 . 2 . 2 . 1 takes precedent over 4 . 2 . 4 .
4 . However, for any proposed subdivision, I would request the Health
Department notify the County in any case where two drainfields
cannot be located on slopes of less than 20% .

subject to Board of Supervisors ' approval of the Special Use
Permit. Because the approved S.P. may be somewhat different
from this subdivision "plan" , the applicant is pursuing fur-
ther staff review (and his staff expense and time) , at his
own risk. The attached schedule of deadlines can be used to
determine by what dates the requested additional information
must be submitted for further review, and what date it will
again go to the Site Review Committee.
• Please submit a building site study for each proposed vacant
lot. This and Health Department approval for septic fields
must be received prior to Planning Commission action on the
subdivision plat. Please submit a written request for any
building on slopes of 25% or greater.
• The staff's recommendation on public vs. private roads can
be determined once additional information is submitted to
the County Engineer.
• Staff has not found a subdivision plat application and fee
filed for Colston Preliminary Plat. Please stop by to fill
one out and pay the fee.

Dear Ms. McCulley:
The following are our comments:
1. Willow Lake Townhouse Site Plan, Route 20 S. : The Department is
currently reviewing the road plans for this development and will make
comments concerning the roads at a later date. This plan appears to be
in accordance with the proposed approved plan for this development.
2. Eden M. Lyster Preliminary Plat, Route 601: This preliminary
plat is on a private road and the Department has no comments.
14• Colston Preliminary Plat, Route 708: The Department recommends
that 25' of right of way be dedicated from the center of Route 708 along
the frontage of this property, if not previously done. The two proposed
entrances to serve this development as indicated on this plan have adequate
sight distance. The Department recommends that all lots within this
development have access to the internal roads and not Route 708. The
Department will need to review and approve road plans for roads that are
to be added to the State System.

V Colston Preliminary Plat — Soils in this area consist of Hayesville loam,
Cullen loam on the ridges and Ashe loam on the steeper slopes. The Hayesville
and Cullen are deep, well drained soils. The Ashe is very shallow soil found
on steeper slopes. There are some areas of floodplain soils found along
the streams.

1. Buck Falls Final Plat — Soils in this area consist of Hayesville loam,
Chester loam and Elioak loam. These are all deep, well drained soils. There
may be some shallow soils on the steeper slopes over 15%.
2. Fox Hill Farm Staff Quarters Site Plan — No comment.
3. Branchlands Shopping Center Site Plan — This site consists of Glenelg
loam and Elioak loam on the ridges, Hazel loam on the steeper slopes, and
Chewacla and Wehadkee on the floodplains. The Glenelg and Elioak are deep,
well drained soils that are very erosive. The Hazel is a very shallow soil to
bedrock. The Wehadkee and Chewacla are poorly drained and subject to
frequent flooding. This site as planned will involve extensive land grading
on erosive soils and in frequently flooded areas. Natural floodplains
will be blocked and replaced with concrete pipes. This project could
act as a dam if storm runoff could not pass through the underground piping
system.
