This letter is to notify you that the following development proposal has been submitted to the County for review:

PROJECT: SDP202200018 664 West Rio - Initial Site Plan
MAGISTERIAL DISTRICT: Rio TAX MAP/PARCEL: 04500-00-00-100B0, 04500-00-00-100A0, 04500-00-00-10000,
04500-00-00-10100,04500-00-00-101B0
LOCATION: The development is comprised of five parcels. Two parcels are located at 660 and 664 Rio Rd W,
Charlottesville VA 22901, respectively. Two additional parcels, currently undeveloped, are located along Rio Rd W, east of
the aforementioned properties and west of PhotoWorks Group and Storage Solutions Center. The fifth parcel is also
undeveloped and located north of the previously described subject parcels, just south of the Colonial Mitsubishi Service
Center. PROPOSAL: Request initial site plan approval for a 108,575 square foot multi -family building with 89 residential
units and a 92,175 square foot self-service storage building on 4.078 acres. Improvements include a linear park in the rear
of the development, along an existing stream. The applicant is also requesting the following modifications to the applicable
site plan requirements: reduced number of required bicycle parking spaces for the self -storage building, reduced local
street width, and a change to build -to range, or setback, requirement for the multi -family building.
ZONING: C-1 Commercial - retail sales and service; residential by special use permit (15 units/ acre); and NMD
Neighborhood Model District - residential (minimum of two housing types) mixed with commercial, service, and industrial
uses. However, the applicant is opting to pursue development of the site in accordance and with the standards provided in
Section 20C - Rio29 Form -Based Code Overlay District.
ENTRANCE CORRIDOR: Yes
OVERLAY DISTRICT: AIA, Airport Impact Area; EC, Entrance Corridor; Managed Steep Slopes
COMPREHENSIVE PLAN: Core Area within Rio 29 Small Area Plan - area intended to have a mixture of uses including
residential, commercial, retail, office, institutional and employment uses. Buildings with heights of 3-6 stories, built close to
the street, with pedestrian access and relegated parking. Also, Flex Area within Rio29 Small Area Plan - area intended to
allow a flexibility of uses including residential, commercial, retail, office, institutional, and employment uses. Buildings with
heights of 2-5 stories, built close to the street, with pedestrian access and relegated parking.
The purpose of this notice is to inform you about the proposed proiect its location and how you can access a copy of the
proposed plan and other proiect information including comments from staff reviewers.
Please contact the lead reviewer at mgleason@albemarle.org for an online link through which you can view the plans,
reviewer comments, and provide feedback. The reviewer comments related to the proposal will be available to view on
December 1, 2022. Action on the proposed plan must be taken by December 16, 2022.
These projects are "by -right", which means that if the proposed plans meet the minimum requirements of the County's
zoning, site plan, or subdivision ordinances, they must be approved. Recognizing the importance of public comment, we
encourage you to reach out to the lead reviewer to express any concerns or questions you may have regarding the
application.
