Tucker, Cilimberg ATTACHMENTS: Yes REVIEWED BY: BACKGROUND: This request originally came to the Board of Supervisors due to concerns about fire protection and quality/quantity of existing well water. (See attached report) The Board deferred this request to allow staff and the applicants time to discuss alternatives . DISCUSSION: Meetings with community representatives have occurred since the Board' s action. It was determined that fire protection is the main concern of the applicants . All expressed satisfaction with their wells for domestic use . Bruce Crowe from the County Fire/Rescue Office and Preston Gentry, Chief of the Crozet Fire Department, were consulted. Both indicated that detection, notification and response have been most critical in responding to fires in this area. With use of tankers, water has been sufficient to fight the fires . Mr. Gentry met with some of the residents and explained ways to assure quick response to any potential future fire . Nevertheless, both agreed that a water source conveniently available provides the most desirable firefighting situation. This is the case in any location. Two alternatives that would provide this were discussed - one being a water tank located near Route 684 and the other being one or more dry hydrants along Route 684 that could pull water from a nearby water source such as a lake . Dry hydrants were the recommended alternative from Mr. Crowe and Mr. Gentry. David Hirschman, Water Resources Manager, has provided information regarding dry hydrants . (Attached) RECOMMENDATION: Water quality and quantity for domestic use do not seem to be a problem in this area. The optimum provision to aid firefighting short of public water line extension would be dry hydrants . However, with the existence and proximity of nearby public water hydrants, Mr. Hirschman indicates that dry hydrants along Route 684 do not meet the criteria set out by the Forest Service . Staff would not recommend dry hydrants to meet this particular request unless or until the County makes a decision regarding a general dry hydrant program (and associated criteria for their provision) for all of the rural areas of the County. Mr. Hirschman has indicated that a dry hydrant program is an excellent concept for the rural areas . Issues such as location, installation costs and maintenance would need to be addressed. Tucker, Cilimberg ,ty/ REVIEWED BY: t BACKGROUND: Several property owners in the Yancey Mills area along Route 684 have requested public water due to concerns about fire protection and quality/quantity of existing well water. (See locations on attached map)Their representative has indicated verbally that they also request that the County pay to extend this service. Jurisdictional area designation for water only to existing structures exists south of these properties in Yancey Mills and for water and sewer service north of these properties in the Crozet Growth Area. The Albemarle County Service Authority indicates that a water line exists in Yancey Mills along Route 797 from which to extend water service up Route 684. However,the existing line has very marginal flow currently and the upgrade of the Brownsville water line scheduled for this winter should take place before any extensions along Route 684 take place. The County has not to staffs knowledge funded utility extensions in recent years. Funding for this request could be available through the Service Authority's Capital Improvement Program. The property owners would have to petition the Service Authority for such consideration should this jurisdictional area request be granted. DISCUSSION: The parcels subject to this request are located outside of the Crozet Community Growth Area. The Comprehensive Plan states "only allow changes in jurisdictional areas outside of designated Growth Area boundaries in cases where the property is: (1) adjacent to existing lines; and,(2)public health or safety is endangered." (p. 146) These properties are not adjacent to existing lines. A water line extension would be necessary to accommodate this request. The applicants note concerns regarding health and safety. Information provided by Gary Rice at the Health Department indicates no record of well problems. Verbal information provided by Carl Pumphrey,Fire and Rescue Coordinator,indicates three significant fires in the area in recent years. He was not able to comment on what affect the availability of fire hydrants might have had in reducing the severity of those fires,but did note that hydrants are desirable in any area of residential development as a convenient and reliable source of water for firefighting. The question of allowing extension of water lines for the provision of fire protection was considered by the Board of Supervisors in 1991 (Watterson Farms- Request for Jurisdictional Area Designation for Fire Service Only). (See attached report) After consideration of staff information and discussion,the Board denied the request,but later did adopt a policy to allow fire hydrants on existing(emphasis added)water lines in rural areas outside of the jurisdictional area boundaries Such a situation does not exist with this request. It is the Service Authority' s position that, if the County begins creating such service areas , the following should apply: 1 . All water facilities must be constructed in accor- dance with ACSA standards and dedicated to ACSA. 2 . ACSA would develop a schedule of connection and service fees for providing this service. WAYNE CILIMBERG BOARD OF SUPERVISORS MEETING: JUNE 12 , 1991 WATTERSON FARMS - REQUEST FOR JURISDICTIONAL AREA DESIGNATION FOR FIRE SERVICE ONLY BACKGROUND In February, representatives of Watterson Farms (a Rural Area subdivision) requested that the Board of Supervisors amend the Albemarle County Service Authority (ACSA) Jurisdictional Area to provide public water. Staff recommended public water service not be made available due to inconsistency with the Comprehensive Plan objective and strategies for provision of public utilities and past actions of the Board of Supervisors to limit utility service outside designated growth areas. The Board of Supervisors denied the request for a public hearing, supporting staff recommendations . The applicant then requested consideration of designation to provide fire service only through fire hydrant (s) . The Board asked staff to investigate the possibility of installing a fire hydrant in this area (and the associated policy considerations) and report back. Two options appear to exist for providing fire service in this circumstance: 1 . Locate one or more fire hydrants on road (s) where existing water lines currently cross the road (s) --this would potentially replace dry hydrant need or pond withdrawal need in the Rural Area where public water lines exist. 2 . Extend new water line (s) along residential street(s) from existing lines and provide standard fire service (all residences within 400 ' of a hydrant) . Residential connections would be restricted--water line (s) would be for hydrant (s) only. Representatives of Watterson Farms are requesting this design. ISSUES Several issues arise regarding these fire service options'. The first is the requirement and need for fire service. The applicant has stated that Virginia Code Section 56-261 establishes a legal requirement to provide fire protection service. The applicant feels their request will improve fire protection and reduce insurance rates for residents. 1 Jay Schlothauer (Building Inspections Department) has indicated that hydrants should either be located to meet ISO standards (all residences within 400 ' of a hydrant) or not at all . Fire hydrant (s) at locations where existing water lines cross roads, but not meeting ISO standards, would not likely result in an insurance break and could create a false sense of security for homeowners. John Jones (Building Inspections Department) says that hydrants will only make a real difference in firefighting if response time for the responding stations is within five minutes and firefighting personnel are adequately trained. Watterson Farms currently has a 15-20 minute response time from its responding station (Crozet) . County experience is that Rural Area subdivision fires are typically confined to one structure and do not spread to adjacent structures due to typical spacing of homes. Also worthy of consideration are areas of similar circumstance where water lines currently exist in the Rural Area . These include: 1 . Ivy area (same water line as adjacent to Watterson Farms) . 2 . West side of Rt. 678 between Locust Hill and Meriwether Lewis School . 3 . In Scottsville along Rt. 726 between filter plant and Town. 4 . U. S . 29N--West of U. S . 29 between South Rivanna River and Hollymead and east of U. S . 29 , north of Hollymead. 5 . In the future--250E (out to Village of Rivanna) . Existing and future development in these areas may be expected to request the fire service only jurisdictional area designation. Installation, maintenance and assessment also need to be addressed. The applicant proposes to pay for installation of the system and dedicate it to ACSA for their maintenance with a mutually agreed upon service charge (See Attachment A) . ACSA will need to develop a schedule of connection and service fees (See Attachment B) . Bill Brent (ACSA) indicates that fire service only provides no physical link with the customer for billing (as water service does through a residential meter) . There is no way to equitably cut off service to individual residences short of a lien on property if service is not paid for. Further, will situations arise where abutting properties may benefit from fire protection, but be unwilling to, pay for the protection? This may necessitate that the County assess properties or areas on ACSA ' s behalf to cover fire service. 2 Finally, policy implications of this service designation must be considered. The Comprehensive Plan, as previously stated, does not support public water service in the Rural Areas . Extension of water lines to provide standard fire service brings water lines to the frontage of many residences . This increases the potential for future jurisdictional area designation requests for full public water service . Is fire service a "foot in the door" to full service? Future Boards of Supervisors would have to deal with such requests . RECOMMENDATION Location of one or more fire hydrants on road( s) where existing water lines currently cross the road( s ) seems to have limited benefit to insurance rating and general firefightingicapability. Due to current firefighting response time , Watterson Farms may only marginally benefit from fire hydrants , even if provided to meet ISO standards . This , of course, could change with improved response time. Two primary concerns-arise for fire service only -- ( 1 ) how to equitably and effectively assess for service, and ( 2 ) increased potential for future requests for full water service , which is in contrast to the Comprehensive Plan. They are used in rural areas to enhance the effectiveness of fire response . Rough cost estimates for this type of system are provided below: Materials $532 Equipment & Labor $3000 TOTAL $3532 This estimate assumes that an all-weather road does not have to be built to access the dry hydrant (in other words, access to the water source already exists) . The construction of 100 feet of all-weather gravel road adds $3655 to the cost estimate, making the total $7187 . Both the Virginia Department of Forestry and Virginia Farm Bureau Insurance Services have cost-share or grant programs for local fire departments to construct dry hydrants . The Department of Forestry program is a competitive grant program that awards up to $850 for each dry hydrant installation. Each fire department may apply for three grants . For each grant recipient, VDOF also supplies a dry hydrant kit with materials worth $183 . The deadline for this year' s grant applications was December 1 . The Farm Bureau program is a 50/50 cost-share program with a cap of $750 per hydrant . The application deadline for 1994 was in May. Both the VDOF and Farm Bureau programs are expected to continue for 1995 (the Farm Bureau application deadline will be in March) . The U. S . Forest Service has produced a Dry Hydrant Manual to aid in the planning, design, and installation of dry hydrants . This manual recommends that hydrants be placed every three square miles (where public supply line hydrants are unavailable) . Memo Re : Dry Hydrants December 12 , 1994 Page 2 Along Route 684 , there is a pond next to the road that would be very accessible to a tank truck. However, this pond is only 0 .4 miles from a hydrant near the intersection of Routes 684 and 691, and just over 1 mile from several hydrants along Route 797 . I have plotted the closest existing hydrants to Route 684 on the enclosed map. The entire length of Route 684 between Routes 797 and 691 is within 1 mile of an existing hydrant . According to the criteria listed in the Forest Service manual, Route 684 would not be an optimum choice for a dry hydrant if a County-wide program were being implemented. I believe the dry hydrant program is an excellent concept for the rural areas of Albemarle County. If we pursue it, we should undertake a careful site selection process in conjunction with Fire and Rescue staff and take advantage of available cost-share and grant programs . Tucker, Cilimberg BACKGROUND: This request originally came to the Board of Supervisors due to concerns about fire protection and quality/quantity of existing well water. (See attached report) The Board deferred this request to allow staff and the applicants time to discuss alternatives. DISCUSSION: Meetings with community representatives have occurred since the Board's action. It was determined that fire protection is the main concern of the applicants. All expressed satisfaction with their wells for domestic use. Bruce Crowe from the County Fire/Rescue Office and Preston Gentry, Chief of the Crozet Fire Department, were consulted. Both indicated that detection, notification and response have been most critical in responding to fires in this area. With use of tankers, water has been sufficient to fight the fires. Mr. Gentry met with some of the residents and explained ways to assure quick response to any potential future fire. Nevertheless, both agreed that a water source conveniently available provides the most desirable firefighting situation. This is the case in any location. Two alternatives that would provide this were discussed - one being a water tank located near Route 684 and the other being one or more dry hydrants along Route 684 that could pull water from a nearby water source such as a lake. Dry hydrants were the recommended alternative from Mr. Crowe and Mr. Gentry. David Hirschman, Water Resources Manager, has provided information regarding dry hydrants. (Attached) RECOMMENDATION: Water quality and quantity for domestic use do not seem to be a problem in this area. The optimum provision to aid firefighting short of public water line extension would be dry hydrants. However, with the existence and proximity of nearby public water hydrants, Mr. Hirschman indicates that dry hydrants along Route 684 do not meet the criteria set out by the Forest Service. Staff would not recommend dry hydrants to meet this particular request unless or until the County makes a decision regarding a general dry hydrant program (and associated criteria for their provision) for all of the rural areas of the County. Mr. Hirschman has indicated that a dry hydrant program is an excellent concept for the rural areas. Issues such as location, installation costs and maintenance would need to be addressed. Tucker,Cilimberg RN REVIEWED BY: ' BACKGROUND: Several property owners in the Yancey Mills area along Route 684 have requested public water due to concerns about fire protection and quality/quantity of existing well water. (See locations on attached map)Their representative has indicated verbally that they also request that the County pay to extend this service. Jurisdictional area designation for water only to existing structures exists south of these properties in Yancey Mills and for water and sewer service north of these properties in the Crozet Growth Area. The Albemarle County Service Authority indicates that a water line exists in Yancey Mills along Route 797 from which to extend water service up Route 684. However, the existing line has very marginal flow currently and the upgrade of the Brownsville water line scheduled for this winter should take place before any extensions along Route 684 take place. The County has not to staffs knowledge funded utility extensions in recent years. Funding for this request could be available through the Service Authority's Capital Improvement Program. The property owners would have to petition the Service Authority for such consideration should this jurisdictional area request be granted DISCUSSION: The parcels subject to this request are located outside of the Crozet Community Growth Area. The Comprehensive Plan states "only allow changes in jurisdictional areas outside of designated Growth Area boundaries in cases where the property is: (1) adjacent to existing lines; and, (2) public health or safety is endangered " (p. 146) These properties are not adjacent to existing lines. A water line extension would be necessary to accommodate this request. The applicants note concerns regarding health and safety. Information provided by Gary Rice at the Health Department indicates no record of well problems. Verbal information provided by Carl Pumphrcy, Fire and Rescue Coordinator, indicates three significant tires in the area in recent years He was not able to comment on what affect the availability of fire hydrants might have had in reducing the severity of those fires, but did note that hydrants are desirable in any area of residential development as a convenient and reliable source of water for firefighting. The question of allowing extension of water lines for the provision of fire protection was considered by the Board of Supervisors in 1991 (Watterson Farms- Request for Jurisdictional Arca Designation for Fire Service Only) (See attached report) After consideration of staff information and discussion, the Board denied the request, but later did adopt a policy to allow fire hydrants on existing(emphasis added)water lines in rural areas outside of the jurisdictional area boundaries. WAYNE CILIMBERG BOARD OF SUPERVISORS MEETING: JUNE 12 , 1991 WATTERSON FARMS - REQUEST FOR JURISDICTIONAL AREA DESIGNATION FOR FIRE SERVICE ONLY BACKGROUND In February, representatives of Watterson Farms (a Rural Area subdivision) requested that the Board of Supervisors amend the Albemarle County Service Authority (ACSA) Jurisdictional Area to provide public water. Staff recommended public water service not be made available due to inconsistency with the Comprehensive Plan objective and strategies for provision of public utilities and past actions of the Board of Supervisors to limit utility service outside designated growth areas. The Board of Supervisors denied the request for a public hearing, supporting staff recommendations . The applicant then requested consideration of designation to provide fire service only through fire hydrant (s) . The Board asked staff to investigate the possibility of installing a fire hydrant in this area (and the associated policy considerations) and report back. Two options appear to exist for providing fire service in • this circumstance : 1 . Locate one or more fire hydrants on road (s) where existing water lines currently cross the road(s) --this would potentially replace dry hydrant need or pond withdrawal need in the Rural Area where public water lines exist. 2 . Extend new water line(s) along residential street(s) from existing lines and provide standard fire service (all residences within 400 ' of a hydrant) . Residential connections would be restricted--water line (s) would be for hydrant (s) only. Representatives of Watterson Farms are requesting this design. ISSUES Several issues arise regarding these fire service options . The first is the requirement and need for fire service. The applicant has stated that Virginia Code Section 56-261 establishes a legal requirement to provide fire protection service. The applicant feels their request will improve fire protection and reduce insurance rates for residents . 1 Jay Schlothauer (Building Inspections Department) has indicated that hydrants should either be located to meet ISO standards (all residences within 400 ' of a hydrant) or not at all . Fire hydrant (s) at locations where existing water lines cross roads, but not meeting ISO standards, would not likely result in an insurance break and could create a false sense of security for homeowners. John Jones (Building Inspections Department) says that hydrants will only make a real difference in firefighting if response time for the responding stations is within five minutes and firefighting personnel are adequately trained. Watterson Farms currently has a 15-20 minute response time from its responding station (Crozet) . County experience is that Rural Area subdivision fires are typically confined to one structure and do not spread to adjacent structures due to typical spacing of homes. Also worthy of consideration are areas of similar circumstance where water lines currently exist in the Rural Area . These include: 1. Ivy area (same water line as adjacent to Watterson Farms) . 2 . West side of Rt. 678 between Locust Hill and Meriwether Lewis School . 3 . In Scottsville along Rt. 726 between filter plant and Town. 4 . U. S. 29N--West of U. S . 29 between South Rivanna River and Hollymead and east of U. S . 29 , north of Hollymead. 5 . In the future--250E (out to Village of Rivanna) . Existing and future development in these areas may be expected to request the fire service only jurisdictional area designation. Installation, maintenance and assessment also need to be addressed. The applicant proposes to pay for installation of the system and dedicate it to ACSA for their maintenance with a mutually agreed upon service charge (See Attachment A) . ACSA will need to develop a schedule of connection and service fees (See Attachment B) . Bill Brent (ACSA) indicates that fire service only provides no physical link with the customer for billing (as water service does through a residential meter) . There is no way to equitably cut off service to individual residences short of a lien on property if service is not paid for. Further, will situations arise where abutting properties may benefit from fire protection, but be unwilling to, pay for the protection? This may necessitate that the County assess properties or areas on ACSA' s behalf to cover fire service. 2 Finally, policy implications of this service designation must be considered. The Comprehensive Plan, as previously stated, does not support public water service in the Rural Areas . Extension of water lines to provide standard fire service brings water lines to the frontage of many residences . This increases the potential for future jurisdictional area designation requests for full public water service . Is fire service a "foot in the door" to full service? Future Boards of Supervisors would have to deal with such requests . RECOMMENDATION Location of one or more fire hydrants on road( s ) where existing water lines currently cross the road( s ) seems to have limited benefit to insurance rating and general firefighting' capability. Due to current firefighting response time , Watterson Farms may only marginally benefit from fire hydrants , even if provided to meet ISO standards . This , of course, could change with improved response time. Two primary concerns-arise for fire service only -- ( 1 ) how to equitably and effectively assess for service, and ( 2 ) increased potential for future requests for full water service , which is in contrast to the Comprehensive Plan. Water lines must cross public roads or private roads built to County Subdivision Ordinance standards; 2. Expansion through other fire protection networks or spurs is not allowed; 3. Fire hydrants must be immediately accessible by public vehicles; 4 . Locations will be mapped and fire companies so advised by the Albemarle County Service Authority; 5. Cost of installation will be borne by the property owner(s)/ developer; and 6. Maintenance will be assumed by the Albemarle County Service Authority. Requests for fire hydrant installation will be handled through the development review process for new developments, or by the Albemarle County Service Authority for requests on existing development/water lines. F[R(;1N\P MEMORANDUM TO: Wayne Cilimberg, Director of Planning FROM: David Hirschman - Water Resources Manager , DATE: December 12, 1994 RE: Cost Estimate for Dry Hydrants Dry hydrants are non-pressurized pipes installed in ponds or streams that can be used to supply tank trucks . They are used in rural areas to enhance the effectiveness of fire response . Rough cost estimates for this type of system are provided below: Materials $532 Equipment & Labor $3000 TOTAL $3532 This estimate assumes that an all-weather road does not have to be built to access the dry hydrant (in other words, access to the water source already exists) . The construction of 100 feet of all-weather gravel road adds $3655 to the cost estimate, making the total $7187 . Both the Virginia Department of Forestry and Virginia Farm Bureau Insurance Services have cost-share or grant programs for local fire departments to construct dry hydrants . The Department of Forestry program is a competitive grant program that awards up to $850 for each dry hydrant installation. Each fire department may apply for three grants . For each grant recipient, VDOF also supplies a dry hydrant kit with materials worth $183 . The deadline for this year' s grant applications was December 1 . The Farm Bureau program is a 50/50 cost-share program with a cap of $750 per hydrant . The application deadline for 1994 was in May. Both the VDOF and Farm Bureau programs are expected to continue for 1995 (the Farm Bureau application deadline will be in March) . The U.S. Forest Service has produced a Dry Hydrant Manual to aid in the planning, design, and installation of dry hydrants . This manual recommends that hydrants be placed every three square miles (where public supply line hydrants are unavailable) . Memo Re : Dry Hydrants December 12, 1994 Page 2 Along Route 684 , there is a pond next to the road that would be very accessible to a tank truck. However, this pond is only 0 .4 miles from a hydrant near the intersection of Routes 684 and 691, and just over 1 mile from several hydrants along Route 797 . I have plotted the closest existing hydrants to Route 684 on the enclosed map. The entire length of Route 684 between Routes 797 and 691 is within 1 mile of an existing hydrant . According to the criteria listed in the Forest Service manual, Route 684 would not be an optimum choice for a dry hydrant if a County-wide program were being implemented. I believe the dry hydrant program is an excellent concept for the rural areas of Albemarle County. If we pursue it, we should undertake a careful site selection process in conjunction with Fire and Rescue staff and take advantage of available cost-share and grant programs .
