Project Name: Review of VDOT Rest Area Wastewater Treatment
Systems, Albemarle County
Project Owner: Virginia Department of Transportation
Project Scope: Installation of sewage pump stations, force
main, and associated appurtenances to serve two
rest area facilities.
Receiving Facility: Moores Creek Regional STP
Previous Agency Action: An earlier preliminary engineering report was
approved on December 6, 1995. That report
reviewed various wastewater treatment and
disposal options, including the option of
conveyance to the Crozet Interceptor as the
preferred alternative.
Virginia Department
of Health Action: By letter dated June 7 , 1996, the Virginia
Department of Health recommended approval of
the preliminary engineering report.
Staff Comments: The purpose of this project is to improve an
existing undesirable wastewater management
situation as well as to accommodate future
service needs at the rest areas.
This report differs from the one approved in
December in that it specifically reviews sewer
line routing options for conveying wastewaters
to the Crozet Interceptor.
STAFF RECOMMENDATIONS:
The staff recommends that the subject Preliminary Engineering Report be
approved.

Dear Mr. Chewning:
A preliminary engineering report titled "Review of VDOT Rest Area Wastewater Treatment Systems,
Albemarle County" dated May, 1996, as prepared by R. Stuart Royer and Associates, Inc., has been
received by this Department. The report recommends construction of a pump station and force
main at both the East Bound Lane and the West Bound Lane Rest Areas to convey wastewater to
the Rivanna Water and Sewer Authority's Crozet interceptor. Treatment will be provided at the
Authority's Moores Creek wastewater treatment works. The existing mineral oil systems at both
rest areas will be abandoned.
Please be advised that subsequent to our review, the Department concurs with the report
recommendations and preliminary design criteria to address the wastewater needs at these rest
areas. A copy of this engineering report is enclosed for your information and use.
The review of this engineering report has been confined to technical requirements and design
criteria as stipulated in the Commonwealth of Virginia Sewerage Regulations.

Dear Mr. Turner:
The preliminary engineering report titled "Review of VDOT Rest Area Wastewater Treatment
Systems, Albemarle County" dated May, 1996, as prepared by your firm has been reviewed by this
Department. Due to water quality limitations, the report recommends that additional wells be drilled
at the West Bound Lane rest area.
Please be advised that subsequent to our review, the Department concurs with the
recommendations and preliminary design criteria related to these public water systems as contained
in this report.
We would note that water quality monitoring at both rest areas has indicated the presence of
volatile organic compounds (VOCs) in the raw groundwater. The existing wells at both rest areas
are currently on a quarterly monitoring frequency and all results to date indicate concentrations well
below established maximum contaminant levels.
Please be advised that our comments related to the proposed wastewater modifications at these
rest areas have been included in our June 7, 1996 letter to the Department of Environmental
Quality.
