Dear Mr. Chewning:
A preliminary engineering report evaluation regarding requests to connect the east- and west-
bound-lane rest areas of Interstate 64 in Albemarle County to central facilities has been
reviewed by this Department. The report evaluation was prepared by R. Stuart Royer and
Associates, Inc., and transmitted by a letter dated November 17, 1995.
A number of options were explored including natural treatment systems, conventional
wastewater treatment systems, and innovative recycle-reuse systems. The natural treatment
systems and conventional wastewater treatment systems would result in discharges in the
watershed. The recycle-reuse systems usually require the disposal of a smaller waste flow
and/or solids.
It should be noted that the Virginia Department of Highways had preliminary approval for a
wastewater discharge in 1968 but the rest area was not completed. The project was reactivated
in 1975 while a proposal was being prepared to study water quality problems in the South
Rivanna reservoir watershed area. As one of the problems to be addressed in the study was
point source discharge impacts, it was recommended that the highway department look for
methods that would not result in new wastewater discharges. One of the options discussed was
connection to the proposed Crozet Interceptor. This option was rejected due to the highway
department's desire to get the rest areas open as soon as possible. The Chrysler Aqua Sans
systems were approved on an experimental basis as a non-discharging option. The Virginia
Department of Transportation has operated these two facilities at a high cost as they are
operation and maintenance intensive systems.

This Department concurs with the conclusion in the report evaluation that the most cost
effective solution would be connection to central facilities. This would eliminate actual or
potential problems involving the hauling of wastes to the Moores Creek wastewater treatment
plant, development of aesthetic concerns including odors and regular maintenance costs
including plumbing repairs and securing necessary spare parts.

Please find enclosed, for your information, a copy of DEQ's comments regarding the
above information. We note Item 3 of the enclosed letter indicates the Crozet
Interceptor was constructed, in part, with grant funds specifically for the purpose of
avoiding discharge into the South Fork Rivanna River Reservoir.
Our November 17, 1995 letter to you, stated we planned to have results from the well
draw down test by the Public Hearing. Unfortunately the test was delayed and results
will not be available for the Public Hearing. The test is rescheduled for the week of
December 4, 1995. Results will be forwarded to you when available.

Dear Mr. Turner:
At your request, I am providing you with the following
comments. Based on the information which you transmitted to me
by letter dated November 17, 1995, it appears that service of the
referenced facilities by connection to the Crozet Interceptor is
the alternative we would consider most desirable. Of course,
this conclusion assumes that the need for continued operation of
the rest areas has been adequately justified. Connection to the
Crozet Interceptor is consistent with long standing agency
preferences to:
1. Avoid the construction of several smaller wastewater
treatment facilities where regional sewerage and
central treatment are feasible,
2 . Avoid pump and haul of liquid wastes where other
options are reasonably available, and
3 . with particular reference to the South Fork Rivanna
River Reservoir discharge area, protect the primary
water supply for Charlottesville and the surrounding
Albemarle County service area by elimination of
contributing point source discharges through central
connection. The Crozet interceptor was a grant
participation project and undertaken for this purpose.

From a strictly environmental perspective, connection to the
Crozet Interceptor would probably result in the least risk to
ground or surface water resources, assuming no new property
developments would result from this connection.
