HAFFNER EQUIPMENT COMPANY PRELIMINARY SITE PLAN PROPOSAL
Proposal: To locate a 7, 200 square foot, one story building to
be used for Machinery, Equipment Sales and Service facility. A
6 ,000 square foot outdoor display area is proposed, to be located
at the front of the site. Thirty-one ( 31) parking spaces are to
be provided.
Acreage: 2 . 56 acres.
Zoning: HC, Highway Commercial.
Location: Northeast corner of the intersection of U. S. Route 250
and Hunter ' s Way; adjacent to the west of Lowe' s. Tax Map 79 ,
Parcel 4P, Rivanna Magisterial District.
Staff Comment
Haffner Equipment Company_wA4, pse this proposed facility for
sales and repair of 1 i machinery, ( i.e. tractors) . The
use, permitted by right in the HC zone, will generate an
intermittent traffic flow, and thus, can be considered a less
intensive traffic generator than some uses permitted by right.
The outdoor display area is proposed to be the designated
location for display of tractors and other small engine machinery
for sale. A loading area, and parking of machinery for repair
are proposed to be located at the rear of the building, and in
staff ' s opinion they won' t be visible from the public right of
way.
Hunter' s Way is a dedicated public right of way with approved
road plans, for which the County continues to hold bond. The
road has not had enough separate business users to qualify for
acceptance in to the state secondary road system. However, the
Planning Commission may recall approval of preliminary plans for
a parcel on Hunter' s Way which brought the number of users up to
three, the minimum number of state acceptance. (SDP-87-062 Wray
Brothers; October 20, 1987) , A fourth plan has received
preliminary approval as well (Jefferson Supply) . Approval of
this application would constitute a fifth use. Staff will take
steps to bring the road into the Secondary System as soon as
possible.
Applicant has complied with the recommendation of the Virginia
Department of Transportation concerning channelizing ingress and
egress at the entranceway by proposing to provide a painted sign
island and a raised concrete island.
The Health Department has given preliminary approval of two
locations for septic fields. The primary septic field is
proposed to be located beneath the parking area, the alternative
field is proposed to be located beneath the loading area.

In order to comply with the intent of the landscape ordinance,
staff recommends location of screening shrubs at the front of the
outdoor display area. (Sections 32 .7 . 9 . 8 a-c) .
The applicant has addressed concerns of the Watershed Management
Official with potential spillover from waste oil collection
system by proposing to provide an enclosed storage area where
storage containers will be isolated. If spillover occurs it will
be contained in the storage area; a diked area will provide
containment equivalent to the volume of the largest containers;
the floor drains will be protected from contamination.
This plan will meet the requirements of the Zoning Ordinance, and
staff recommends approval subject to the following conditions:
Recommended Conditions of Approval:
1 . A building permit will not be issued until the following
conditions have been met:
a) Issuance of an Erosion Control Permit;
b) County Engineer approval of grading and drainage plans
and calculations;
c) The Virginia Department of Transportation' s approval of
right of way improvements;

2 . A certificate of occupancy will not be issued until the
following condition has been met:
a) Final Fire Officer approval.
3 . Recommend approval of landscape plan to include the
following:
a) Provision of screening shrubs at the front of the
outdoor display area in accordance with Sections
32 .7. 9. 8 a-c;
b) Submission of conservation checklist.
4 . Final plan may be administratively approved.

History:
July 17, 1979: Planning Commission approval of Hunter' s Hall
Preliminary Plat.
August 28, 1979: Planning Commission approval of Hunter ' s Hall
Final Plat.
- Subdivision created 20 lots;
- 2.7 acres, average lot size;
- all served by internal public road;
- Subject parcel was not included in ZMA-86-09, rezoning a
portion of this subdivision from HC to LI .
Topography: Moderately slopes downward toward U.S. Route 250
from steepbank at the rear of this site.
Condition of Roads Serving Proposal: Hunter' s Way is not yet
accepted as a public road in the state secondary road system.
Watershed Impoundment: Outside watersupply watershed area.
Soils: Soil in area is Rabun loam. This is a moderately deep
soil with hard rock at 40 to 60 inches.
Comprehensive Plan Recommendation: This property is located
within Rural Areas II .
Type Utilities: This property is approximately 1. 2 miles outside
the County Service Authority Jurisdiction. Private individual
well and septic fields are proposed.
Stormwater Detention: N/A.
Virginia Department of Transportation: "The minimum of 250 ' of
sight distance required exists for the proposed entrance
location. Hunter ' s Way is currently not is the system and road
plans have been approved for the road. The pavement designs on
the entrance has to be the same within the right of way as for
the road.
A pipe will be necessary under the entrance and the existing
concrete ditch will have to be removed and replaced to tie in
with the pipe under the entrance the existing radius should be a
continuous 20 ' radius. The Department recommends a sign island
in the middle of the entrance to channelize the traffic to ensure
that vehicles exit from the property at a right angle to Hunter' s
Way. . . "

Dear Ms. Hill:
The following are our comments:
1B. Village Woods Preliminary Plat, Route 660 - The minimum 350' of sight
distance exists at this proposed entrance on Route 660. The Department will
need to review and approve road plans for this road. The Department recommends
a 100' long right turn taper lane for this entrance on Route 660. A permit is
required for this entrance.
2B. Haffner Equipment Company Preliminary Site Plan, Route 250 East - The
minimum 250' of sight distance required exists for the proposed entrance
location. Hunters Way is currently not in the system and road plans have been
approved for the road. The pavement design on the entrance has to be the same
within the right of way as for the road. A pipe will be necessary under the
entrance and the existing concrete ditch will have to be removed and replaced
to tie in with the pipe under the entrance. The exiting radius should be a

Proposed subdivision is tributary to the South Rivanna
Reservoir and therefore , subject to the Runoff Control Ordinance .
Show 100 year flood plan and 100 ' stream set backs . Metes and bounds

set backs .
Recommend approval subject to :
a) County Engineering approval of road and drainage plans and
calculations .

6) Indian Hill Preliminary Plat
25 ' of right-of-way along Rt . 712 will have to be dedicated to
public use . Add a note to the plat, lots 1 and 4 to only access an
internal private road. Access to the private road should be limited
to not being closer than 50 ' to the point of tangent . Show easement
or right-of-way lines over the existing power lines . Specify all
radiuses . Label right-of-way as private . Show existing state route
across Route 711 . Would recommend northern property line of lot 4 be
centered on existing stream.
Recommend approval subject to :
a) County Engineering approval of road and drainage plans and
calculations .
b) V.D. O.T. approval of right-of-way improvements and issuance of
a commercial entrance permit .
c) Issuance of an erosion control permit .
7) Our Lady of the Angels Monastery
Fuel oil tank will need to comply with the State
regulations pertaining to underground tank installation.
Notification to the State Water Control Board is required. Project
is located within the limits of the South Rivanna Reservoir
watershed. It does not appear total impervious coverage for the site
will exceed 5%. Show fire department access on final grading plan.
