This project will involve two building additions, one to the north and one to the south east of the existing building. The parking lot to the south east will be modified. A bus loop with a connecting road to Woodburn Road will be added to the north of the existing building. The total disturbed area will be 5.38 acres. Existing Conditions and Proposed Changes: The south east area is currently sidewalks,roads and grass islands (see sheet C6.1). The smaller building addition will be in front of the existing school an area that is currently sidewalks. The roads,parking lots and sidewalks will be reconfigured to maximize parking and allow for a car drop off loop. The south east area currently drains south to two existing ponds that drain into a closed pipe system. The north area is currently woods, grass,pavement,play areas and a few sheds(see sheet C6.1). The larger building addition will be constructed on the north side of the existing building. The site will be cleared and regraded to allow for installation of the bus loop, connector road and sidewalks. The north area currently drains to an open channel that follows south off the property. The changes to the site will increase the impervious area by a total of 1.01 acres. Water Quantity: In the proposed condition the total volume of flow and the two and ten year storm flows into the open channel from the north area will be kept the same as in the pre-condition. This will be accomplished by piping an area of the water from the north area to the upper pond on the south side of the site. The outfall from the upper pond will be modified with the addition of a riser structure with an orifice. This will reduce the flow back to the existing condition for both the two and ten year storm events. All stormwater from the ponds drain in a closed pipe system across the Rio Hill Shopping Center down across Route 29, eventually ending up behind the Woodbrook neighborhood. At this point the project's contributing drainage area is less than 1%of the overall drainage area. The reduction of the post-development flow rates to meet the pre-development flow rates will not overbear the existing system. Furthermore,the added volume of stormwater will not have adverse effects on the manmade system. Water Quality: The additional pollutants from the 1.01 acre increase in impervious area will be offset by the use of two cartridge filter systems with 50%removal on a portion of the north area and the pipe system that drains south to the upper pond. Water quality calculations are shown below.
