Re: Key West Water Jurisdictional Area
Dear Wayne:
Enclosed is an application to amend the Service Authority jurisdictional area near Key
West. In May Key Commercial requested and obtained the right to have Key West served by
public water. The basis for their request was contamination of the community well.
Four parcels outside the Key West and Cedar Hills developments are currently on the
community well. They are Tax Map 62 Parcels 35A, 37, 37A and 49K. Attached is a map with
these parcels highlighted in green. When the system is connected to public water, service to these
properties will by necessity, also be provided.
We reviewed the property transfers that formed the Key West and Cedar Hills
developments. In 1971 Alcova(the predecessor of Key Commercial) granted water service rights
to TM 62 Parcels 49D, 49D1, 49D2, 49D3, and 49D4. They are not currently served by the Key
West wells. I have highlighted in blue the properties in question. I am providing this for your
information, as we may have to address it at a future date.

Re: Key West Water System
Dear Wayne:
Our engineers have inspected the Key West water system with the water company
representative and discovered that some properties outside Key West and Cedar Hills subdivision
are served by this water system. I am enclosing Paul Shoop's memorandum which also indicates
one property is connected to, but not using water from the system and another lot for which a
service connection was provided but is not in use.
If you need additional information from us please let us know.

E Key West Subdivision Water Service and/or Access
to Out-Parcels
Several properties adjacent to Key West have obtained access,
water service or both from the subdivision. They are
summarized below:
Muriel McMurdo - 99 Key West Drive (TM 62 Parcel 35A) - A
meter was set on Juniper Lane and service is connected to her
house. She is also on a well and the water company has not
been billing her. They have no record of how much water she
uses, and a cross connection with her private well has not
been verified.
W.B. Downer - 320 Key West Drive, (TM 62, Parcel 37A) - Downer
split the lot originally designated as 320 Key West Drive with
Martin Lawrence, another abutting property owner. A meter was
set on the lot which was originally part of Key West and now
provides service to 2 developed lots behind the subdivision.
Downer owns them both, but Mr. Schwab says one is currently
for sale.
Beth Rader (formerly Tom Blue) "Goodyear" owner - 112
Wildflower Drive (TM 62 , Parcel 49K) - This property was
recently sold and is currently on water.
Tom Blue - 100 Chestnut Road (TM 62, Parcel 49F-49F3) - Water
service was stubbed out to this property and street access was
provided when a portion of the "Blue" property was added to
Key West. They are not currently on water service and I have
no record of any obligations to serve them as a part of the
property transfer.
Steven & Mary Anne White - 119, 119A, 121 Chestnut Ridge Road
(TM 62, Parcel 51) - 119 and 121 are undeveloped lots in Key
West. The Whites own the property behind Key West along
Redbud Creek. The Whites have made their primary access
through Key West, but have not connected to public water.
There are 2 houses on the out parcel, one of which is rental.
Attached is a map of the above properties. Only 3 of the 5
currently have water service through Key West. I will
research the "Blue" property to see if any obligations exist
through property transfers. FYI and use.
