Kirtley request to amend ACSA Jurisdictional Area DATE: August 4 , 1997 In our last telephone conversation, you asked that Mr. Kirtley present some evidence as to the severity of the sewage problem. I will set forth the chronology of the situation to give you a idea of the problem. Mr. Kirtley has been having problems with the septic system backing up through the plumbing for the last four to five years. It has been getting progressively worse. At first, a heavy rain or snow would cause a back up. The ground around the septic fields lost its ability to absorb excess water and the effluent could not get through the drain lines. With no where else to go, it backed up though the toilets. Now it takes much less rain to cause this problem. Most of the time when it rains, he has the tank pumped to provide space for the back up. In rainy periods, this pumping has been as much as twice a week. Mr. Kirtley has taken measures to attempt to alleviate the problem. He has diverted water run-off from the roof of the building away from the drain fields and has dug ditches around the fields to elevate the field area. However, since this property lies down hill from U.S. 250, there is always a considerable amount of water running off and overwhelming the site. I believe that this is a request truly based on hardship. The current drain field is on its last leg. If we wait until it fails completely, we will have over twenty people who work in the building displaced until we can request being added to the jurisdictional area. Mr. Kirtley is not asking for an expansion of his current use or the construction of other buildings , he is only asking for assistance in addressing this serious problem.
