Dear Scott,
We have reviewed the above referenced plans and have the following comments:
Engineering (Emily Cox)
1. WPO202200040 must be approved before this plan can be approved.
2. Since this is county owned property, there will be necessary approvals and agreements for
construction of the road. There will also be other requirements for stone easements. This will be
addressed with the WPO plan.
3. This plan must match the WPO Plan. The level spreader pipe appears to be missing on the road
plan.
4. Please fill out and sign a full road application. We received a signature on a blank application.
5. [Cover sheet] Topography should be field verified within the past year.
6. [Sheet 3] Is this truly existing conditions? If some features are shown as an ultimate condition of
an approved plan, but are not currently existing, please note that on the plans.
7. Please ensure all existing easements are shown, this includes the forest and open space in blocks
9-11.
8. Is guardrail necessary for any of the slopes? It appears some protection may be necessary for
pedestrians or vehicles.
9. Please show stop and street signs at Flora and Archer, whether existing or proposed.
10. Ensure all street trees are at least 5' from stone drains.
Planning (Cameron Langille)
1. Per proffer #1C of ZMA201800011, the applicant will need to submit an easement plat
application to create a temporary construction easement within TMP 04665-00-00-001C0 to
allow grading and construction of the road extension. Easement plat must be approved and
recorded prior to the road plan application.
2. Per the Code of Development of ZMA201500007, the applicant will need to submit an
easement plat application to create a landscaping easement for the required landscaping buffer
within TMP 04665-00-00-001C0. The HOA will be responsible for owning and maintaining all
landscaping within the buffer. Easement plat must be approved and recorded prior to the road
plan application.

3. The Application Plan of ZMA201500007 identifies an extension of the greenway primitive trail
from the greenway within Brookhill northward into TMP 04665-00-00-001C0. However, no trails
are shown on the road plan. Please incorporate this into the revised road plans, and provide a
construction detail for the trail type.
VDOT (John Wilson)
1. See attached comment letter dated 10/5/2022.
Fire Rescue (Howard Logamarsino)
1. No objection.
ACSA (Richard Nelson)
1. Submit 3 copies of the utility plan and water data sheet to ACSA.
2. Ensure 10-feet minimum separation between proposed water main and trees.
GIS (Andy Slack)
1. No objection.
ARB (Margaret Maliszewski)
1. No objection.

The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section has reviewed the Brookhill - Archer Avenue Extension — Road Plan, dated August 22,
2022 as submitted by Collins Engineering and find the following:
1. Provide turn lane warrants for Rte. 1670 and Archer Ave. Extended.
2. Please add the route number for Ashwood Blvd to the plan sheets.
3. Show existing and proposed speed limits on the plans.
4. Fire hydrant shown to be relocated on Ashwood Blvd. does not exist in the field.
However, the vault and valve appear to be located correctly.
5. Existing guardrail along Ashwood Blvd. (not shown on plans) will need to be
replaced/updated per GRIT standards for new guardrail per appendix J — traffic barrier
installation criteria.

6. Existing Gas main, several fiber lines and water main in the area of proposed intersection
will need to be verified.
7. Please show proposed intersection with dimensions for construction/inspection per RDM
appendix F, section 4, commercial entrance designs along highways with shoulders at
intersection.
8. Proposed culvert appears to have a max cover of 19' which would require a Class IV RCP
according to VDOT Std. PC -I. If this depth is over 21' then a Class V RCP would be
required.

9. The riprap outlet protection must meet the minimum requirements of VDOT standard
EC-1, Type B installation, which requires an apron length of 3011. min.
10. From the plans, it appears that VDOT will not be maintaining the culvert structure.
However, VDOT's responsibility for maintenance would require a permanent drainage
easement around the pipe, end sections, and riprap at least 10 ft. from the outside edges.
11. Sidewalk over fill area will require a handrail. Please see Page A(1)-82 Road Design
Manual Appendix A(1) Railing Requirements (HR-1, Type Il) .
12. Typical street sections should show the handrail on areas of fill material.
13. CG-12 on Ashwood Blvd. connection should not direct pedestrians into the roadway.
Please angle the CG-12's either towards each other and/or show sidewalk to the shared
use path along Rte. 29 NBL and to the East along Ashwood Boulevard.
14. Velocity from Str. #10 to Str. #8 appears to exceed 10 fps. The drainage manual states
that pipe velocities in excess of 10 fps are to be avoided. This office recommends
velocities be adjusted accordingly.
15. Please show Hydraulic Grade Lines (HGL) on profiles.
16. Please remove all Structure and Bridge Standard Details from the plans. S&B standard
details are to be referenced in plan notes: The Standard Drawings contained in the VDOT
Road & Bridge Standards are signed and sealed engineering drawings that are
copyrighted materials of VDOT and the Commonwealth of Virginia. VDOT's policy is to
offer the Standard Drawings in a secure electronic format and each Standard is available
on this website. Plan assemblies using the Road & Bridge Standards shall reference each
standard used. Inserting the Standard Drawings into VDOT, locality, or private
development plan assemblies, or modifying the Standard Drawings in any way, is not
permitted.
17. Please provide a comment response letter with each submission after the initial.
18. Note that the final plan must show conformance with the VDOT Road Design Manual
Appendices B(1) and F, as well as any other applicable standards, regulations or other
requirements.
A VDOT Land Use Permit will be required prior to any work within the right-of-way. The
owner/developer must contact the VDOT Charlottesville Residency Land Use Section at (434)
422-9399 for information pertaining to this process.
