B. Pollution Prevention Plan (PPP) —See above, items La.iv.-vi, above.
The PPP content requirements can be found in County Code Section 17-404.
C. Stormwater Management Plan (SWMP)
VSIVIP Regulation 9VAC25-870-108 requires the VSMP authority to approve or disapprove a
SWMP. This plan is disapproved for relatively few reasons: items l.c.,3.c., and 8. Item 4.b.
may persist as a Planning Division comment. Engineering defers to planning. The
stormwater management plan content requirements can be found in County Code Section
17-403.
1. General:
a. Revise title page of plan, CaIc. packet to include ref. to WP0202200013.
The title page of the plan and calculations packet have been revised to
include WP0202200013.
(Rev. 1): Addressed.
b. Revise title of plan, SWPPP, and CaIc. packet to eliminate references to WPO
Master Plan, a term without basis in state code. Please revise titles of plan,
SWPPP, and CaIc. packet to read TJACH Premier Circle — WP0202200013,
Phase 1. May include optional subtitle: 'Conceptual design for (Future) phase
2 and 3'.
The title of the plan and calculations packet has been revised to eliminate
references to WPO Master Plan.
(Rev. 1): Addressed.
c. Retaining wall ht. >3' requires a building permit; retaining wall ht. >4-ft.
requires sealed, detailed retaining wall plans. Furnish retaining wall plans for
WPO plan approval. Engineering reviews retaining wall design from spatial
rather than building code perspective.
Acknowledged. This will be coordinated for future submission.
(Rev. 1): Persists.
Comment Acknowledged. This is being coordinated with a structural
engineer and will be submitted once completed.
2. C2.2 identifies 'SWM Facility to be abandoned!
a. Please revise calculation packet narrative to clarify that existing stormwater
pre -development HydroCAD routings include the existing SWM facility, that
this pre -development (entire) site discharge reflects attenuating effect of
existing on -site SWM facility. Please clarify existing SWM dry detention basin
role in context of pre -development stormwater runoff, as narrative text. This
pre -developed condition establishes baseline for all phases, both Phase 1 and
future Phase 2 and Phase 3. Also, email, county to Applicant, May 4, 2022
5:52 PM.
The existing detention the pond is including in the pre -developed routing
calculations. The narrative has been revised to reflect this.
(Rev. 1): Addressed.
b. Engineering recommends table for this Phase 1 WPO plan to allow this
/future WPO plan review to track existing pre -development land cover across
phased WPO plans. For example:
(Rev. 1): Addressed.
i. Table columns for pre/post-developed condition for each phase, and
entire site.
ii. Table rows for land cover type/s (impervious, turf, forest) —values
reported in acres.
The land cover table for the pre and post condition of Phase I is
included on sheet C6.0 under water quality and also in the routing
calculations in the Calculations Book. Since this is the only phase
being permitted under this WPO the preference is to leave off the
estimate of future phases at this point. Those are subject to change
and will be shown on the future WPO plans for each phase. The
current pre land cover condition will be used for each of those
phases.
c. Provide deed bk.-pg. reference for the existing SWM facility. If unknown,
provide ref. to SDP198600037 as plan label.
A label has been added to the survey referencing the above site plan for
the existing SWM facility.
(Rev.1): Addressed.
d. Since existing SWIM facility must remain operational for Premier Circle Phase
1 SWM compliance:
(Rev. 1): Withdrawn.
i. Provide As -built drawing of dry detention basin (Knights Inn (Red
Carpet Inn) — SIDP198600037). County SWM facility ID, 22.01. Link to
site plan. [Note: though county inspects facility, Albemarle cannot
furnish As -Built required with WPO Plan submittal.]
The survey provided captures the existing condition of the
stormwater facility. The facility has been routed in the pre -
developed conditions and calculations.
(Rev. 1): As follow-up: Routing facility based on existing topography
(and Ex. SWIVI facility control structure dimensions /elevations) is
sufficient to support compliant design. No modification to the Ex.
SWM facility is proposed with Premier Circle VSH Building (Phase 1)
WPO plan.
Acknowledged
1. Verify approximate dimensions of basin.
See response to comment 2.d.i above.
2. Verify structure #5 control structure.
a. Existing condition reflects design
b. Fitness for continued service, phase 1, Premier Circle.
c. From link to SIDP198600037, Sheet 8
See response to comment 2.d.i above.
ii. Confirm critical elevations/pipe slopes, etc.
See response to comment 2.d.i above.
iii. Confirm SWM facility outfall pipe is clear/not obstructed.
See response to comment 2.d.i above.
iv. Confirm SWM facility is functional (last county inspection was 20
months ago, 09/15/2020).
See response to comment 2.d.i above.
v. Provide plan /profile of existing SWIM facility and propose any repair
to facility required to conform with initial facility design.
See response to comment 2.d.i above.
vi. Recommend ref. label that reads: 'County inspection, 09/15/2020,
indicates SWIM facility is compliant.'
See response to comment 2.d.i above.
C4.1: Label area NW of phase 1 as turf. List turf acreage once existing impervious
buildings/parking are demolished.
The land cover table for the pre and post condition of Phase I is included on sheet C6.0 under
water quality and also in the routing calculations in the Calculations Book.
(Rev. 1): Addressed.
3. C5.0:
a. Label phases: 1, 2, 3.
Phases 1, 2, and 3 have been labeled on Sheet CO.I.
(Rev. 1): Addressed.
b. This /other sheets: Please incorporate 15 Apr 2022 SDP202200019 Engineering
review comments into WP0202200013 plan/calc. packet revisions.
i. For example: Engineering will likely not approve 18" DIA HDPE pipe as
adequate replacement for existing 21: DIA RCP as this restricts capacity of
conveyance, when compared with existing conveyance, unless LD-229
compares existing 21" RCP with proposed 18" HDPE with upstream UG
detention. LD-229 may clarify that 18" HDPE has capacity to convey the
post -developed Phase 1 flow adequately to ex. SWM facility and should
also indicate that 18" DIA HDPE has adequate capacity to convey post -
developed Phase 1, 2, 3 runoff to existing storm conveyance network
once ex. SWM facility is removed, and UG detention is installed in Phase
2. Lack of capacity may cause flooding of Premier Circle or U.S. Rt. 29 SBL.
LD-229 Calculations provided in the calculation book, show the 18"
HDPE pipe has capacity.
(Rev. 1): NA. Comment applies to future Phase 2 if Phase 2 proposes 21
"storm pipe upstream of existing 18" DIA RCP beneath Premier Circle.
Phase 2 design may need to consider this comment, now deferred.
Acknowledged
c. Provide TW/BW elevation labels, for retaining wall at SW edge of parcel.
TW/BW elevations provided on sheet C5.0.
(Rev. 1): Partially addressed. As follow-up: Three (3) BW retaining wall elevations
provided on Sheet C5.0. Please provide corresponding TW elevations.
Bottom of wall elevations have been added to the Grading and Drainage sheet.
4. C5. 1:
a. Label inlet structures 114, 116, 118.
The inlet structures 114, 116, and 118 have been labeled.
(Rev. 1): Addressed.
b. Revise CG-2 to CG-6 wherever grade concentrates runoff against curbing.
Comment acknowledged. CG-2 was upgraded to CG-6 along front of building.
(Rev. 1): Partially addressed. Engineering discussed need for CG-6 with Applicant,
who expressed reservation concerning CG-6 in locations adjacent to Phase 2.
Engineering recommends CG-6 wherever grade concentrates runoff against
curbing, and defers to Planning since requirement is listed at 18-4.12.15.g.
Requirement has been discussed with Planning Site Plan Coordinator.
Acknowledged
5. C5.2:
a. Provide VDOT LD-204, Storm Inlet Computations (table)
LD-204, storm inlet computations provided in calculation book.
(Rev. 1): Addressed.
b. Provide VDOT LD-229, Storm Drain Design Computations (table)
LD-229, storm drain design computations provided in calculation book.
(Rev. 1): Addressed.
6. C6.0:
a. Revise sheet title to Overall Stormwater ManaRement Plan, Phases 1, 2, 3.
Plan has been revised to now just be a WPO for Phase 1.
(Rev. 1): Addressed. Sheet title is descriptive (Premier Circle VSH Building (Phase
1)) -
b . In addition, provide stormwater quantity and quality data for phase 1 (stand-
alone), as well as the entire development. Narrative, calc. packet p. 3, states that
'For Phase 1, 1.75 acres of disturbance was analyzed for water quality. Due to
the decrease in impervious area in phase 1, no credits will be required.' Provide
plan sheet ref. to calc. packet narrative, and calc. packet pp. that incl. relevant
re -development VRRM.xls.data.
Plan has been revised to now just be a WPO for Phase 1. A VRRM spreadsheet
for phase I only is provided in the calculation book.
(Rev. 1): Addressed.
7. C6.1 / CaIc. packet: Revise plan sheet and calculation booklet to:
a. Correlate values reported on plan sheet with values from calc. packet.
Noted
(Rev. 1): Addressed.
b. Revise to include design schematics that identify separate phases, as
WP0202200013 will serve as basis for future phase WPOs. (Phase 2 and 3).
Plan has been revised to now just be a WPO for Phase 1. Future WPOs will be
submitted for phase 2 and phase 3.
(Rev. 1): Addressed.
c. Include drainage maps.
Inlet drainage area map was added to the plans. Refer to sheet C6.1
(Rev. 1): Addressed.
d. Include index in calc. packet that points to specific HydroCAD routings by title
/page # in calc. packet such that values in plan clearly correlate plan with calc.
booklet. Please guide reviewer to calculated compliance values.
Noted.
(Rev. 1): Addressed.
e. CaIc. packet. Pg.42:
i. Revise Project Name to: Premier Circle, Entire site (Phase 1, 2, 3)
Project name has been updated to "PREMIER CIRCLE VSH BUILDING
(PHASE I) -
(Rev. 1): Addressed.
ii. Transfer land cover values from calc. packet pp. 42, 43 to plan, to tables,
preferably, recommended at item 2.b., above.
Since plan and calculations have been revised to just be for Phase I
therefore this is no longer needed.
(Rev. 1): NA.
f. CaIc. packet, p. 3/Narrative
i. Edit to isolate Phase I independent of later phases. WP0202200013
provides discrete design for Phase 1, but only conceptual design for later
phases.
Plan has been revised to now just be a WPO for Phase 1. Future phases
are referenced. Based on conversations with the County a Master Plan
is not needed. The current existing conditions land cover will be used
as the pre -condition for each future phase of development.
(Rev. 1): Addressed.
ii. Delete reference to Master Plan as WP0202200013 is not being
evaluated for overall (Phase 1,2,3) site compliance, given development is
projected to occur under different owners at different points in time, as
independent phases but with dependent SWIM design. Possible
subdivision, discrete bond i ng/easement requirements that cannot be
assigned with accuracy to unknown future (or multiple) owners work
against a single WPO that covers all 3 phases. WP0202200013 is a
VSIVIP/WPO plan that provides overall (entire site) SWIVI strategy -
concept, and that provides detail sufficient to approve plan and grading
for phase 1, only. Future phases will require separate WPO submittals
that will reference pre -developed condition first reported with
WP0202200013, land cover conditions that exist on this date,
05/05/2022.
Acknowledged. Plan has been revised to now just be a WPO for Phase
1. Future phases are referenced. Based on conversations with the
County a Master Plan is not needed. The current existing conditions
land cover will be used as the pre -condition for each future phase of
development.
(Rev. 1): Addressed.
8. New:
a. Revise CO.0 reference to 3.25 Ac. Limits of disturbance, consistent with 1.75 Ac.
Ref., elsewhere.
Callouts for LOD have been updated throughout the plan including the cover
sheet.
D. Erosion and Sediment Control Plan (ESCP)
Virginia Code 62.1-44.15:55 requires the VESCP authority to approve or disapprove an ESCP.
This plan is approved.
1. C3.3: Farthest area upslope of silt fence (SF), NW section of LOD, contour interval
485-480, appears to lie >100' upslope of SF. Revise to provide temporary diversion
leading to sediment trap, or other VESCH measure/s since SF alone appears to
provide inadequate perimeter control. The maximum slope length behind the
barrier (SF) is 100' — please see VESCH Std. & Spec. 3.05, Silt Fence.
Acknowledged. A swale has been added along the up -hill side of the existing
parking lot to remain to direct water to a protected inlet.
(Rev. 1): Addressed.
