("Arc3") respectfully submits this Written Description of Proposal in Support of Application for Certificate of Appropriateness for Fencing in connection with preparing to lease part of the building located at the above -referenced site. The site is owned by Positive Returns, LLC. On November 4, 2022, the Albemarle County Department of Community Development approved Positive Returns, LLC.'s letter of revision request to allow Arc3 to create an outdoor storage area behind the building, removing 3 parking spaces, provided Arc3 constructs a privacy fence on one side of the storage area. Arc3 desires to create a chain -link fenced -in outdoor storage area behind the portion of the building that it will lease. To prevent anyone from seeing this outdoor storage area from Richmond Road, which is an Entrance Corridor, Arc3 will construct an 18-foot wide and 8-foot high board and batten fence using the same type of wood, board and batten pattern, and color as the building. I have attached 10 photographs and 2 drawings that hopefully will help make this review more productive. Photographs 1, 2, and 3 of 12 show the existing site and building. They show what a person can see while driving northwest on Richmond Road toward Interstate 64 and the Pantops area. The proposed outdoor storage area and fence addition will be behind the building and cannot be seen while driving in that direction. Drawing 4 of 12 shows the area behind the northwest corner of the building where Arc3 desires to provide for outdoor storage. Specifically, the storage area will be a three -sided rectangular chain link fenced -in and locked area that is defined by the first three parking spots in the back of the building nearest to the building's northwest corner. The fourth side of this storage area Page 1 of 2 will be the board and batten fence described above. The storage area will be 27 feet wide and 18 feet deep. The chain link fence will be removable at Positive Return, LLC's request if and when Arc3 stops leasing the building space. Photograph 5 of 12 shows what a person can briefly see of the northwest corner of the building while driving southeast on Richmond Road toward the Shadwell area. Photograph 6 of 12 is a zoomed -in photo from the same spot. Photographs 7 and 8 of 12 are photos taken from the building's parking lot. They show the same spot at issue, which is a view of the area behind the northwest corner of the building where Arc3 desires to create its outdoor storage area. Photograph 9 of 12 has been altered to show what the new fence will look like. The added fence looks lighter than the building because it has sunlight on it, but the fence will be the same color as the building. Photograph and drawing 10 of 12 shows where the new fence will be located behind the building. It will begin on the western edge of the sidewalk and extend out 18 feet, which is the depth of the parking spaces. Photograph 11 of 12 is a close-up of the building's board and batten pattern that Arc3 will follow for the new fence. Arc3 will use the same type of wood and paint the new fence the same color as the building, which is Valspar Ultra -Premium Latex Satin Porch & Floor Paint (Grayling Latex 101-36.5., 107-13., 109-2.5., 113-1Y44).
