The proposed site plan anticipates 81 new single -resident occupancy (SRO) units. Per Chapter 18 of the County Ordinance, section 4.16, this development will require a two (2) tot lots (4.16.2.1) and will not require any half -court basketball facilities (4.16.2.2). Per the Code of Development of ZMA 2020-00011, Table D: Recreational Facility Requirements notes that a substitution from the requirements 4.16 to one (1) 2,000 sf contiguous community garden may be provided if approved by the planning director at the site plan stage. This waiver request is seeking said substitution as noted and indicated in ZMA 2020-00011 table D as a substitution to the number and type of recreational facilities required for the development the 81 unit phase of the development. Required Recreational Facilities (4.16.2) 81 new SRO units: up to two (2) Tot Lot(s) required to include: • One swing with 4 seats • Islide • 2 climbers • 1 buckabout or whirl • 2 benches No (0) 1/2 Court Basketball (30'x30') Proposed Recreational Facility Substitution (Per ZMA 2020-0011 Table D) 81 new SRO units: one (1) 2,000 sf contiguous community garden required to provide: • raised garden beds • a continuous perimeter fence • accessibility • adequate sun exposure • adequate size, location, shape, slope and condition of the land • a water source • a plan for long-term maintenance* *The applicant can verify a plan for long-term maintenance upon request. To make the case for the proposed substitution are the following points: • This phase of the project will serve formerly homeless individuals and the typical demographic is majority adult • There will be full-time support services and a live-in manager within the building to assist in integration of the garden into the daily life of the building to promote maintenance • This is an urban infill project that prioritizes a wholistic approach to affordable housing by providing emergency shelter on site in existing buildings until new buildings are constructed. Therefore all new buildings need to optimize number of affordable housing units that they can provide with site layout, existing building location, and amenities and recreational elements to provide a safe, pleasant environment; this requested substitution will allow for a calm and inviting recreational facility to marry with the building program, overall site layout, and user demographic of this phase of development Timeline Proposed recreational Facilities are to be completed according to Albemarle County Ordinance Chapter 18 section 4.16 and according to the phasing plan as indicated in ZMA 2020-00011. Per ZMA 2020-00011, one 2,000 sf contiguous community garden is required per residential multifamily building. This waiver addresses one building only, the 81-unit SRO.
