ACSA or other utility takes over management of system to increase efficiency; goal is to avoid water line extension, but if professional management cannot solve problem, then reconsider water line. 4. However, everything looks O.K. for them getting the money. • The funds can be used for test wells. Jim thinks some type of hydrogeologic study/testing would be eligible in principle, but the EPA folks would need to know what specific test or study would be involved before approving use of the funds.
