County denies jurisdictional area extension; system utilizes on-site & near-site groundwater sources (building moratorium?). 2. Are they still hauling water? If not, how much of problem is drought-related? Possible to defer decision until next summer to see if problem is persistent. 3. ACSA or other utility takes over management of system to increase efficiency; goal is to avoid water line extension, but if professional management cannot solve problem, then reconsider water line. 4. If on-site and near-site options are exhausted, grant jurisdictional area extension with conditions (homeowners pay all or part of cost of water line, no intermediate connections). 5. Grant jurisdictional area extension without cost-share by homeowners. 6. However, everything looks O.K. for them getting the money. • The funds can be used for test wells. Jim thinks some type of hydrogeologic study/testing would be eligible in principle, but the EPA folks would need to know what specific test or study would be involved before approving use of the funds.
