Dear Claudia:
As you have most recently brought to my attention, VDOT has requested that the
jurisdictional area for public water service be extended to their Rt. 250 Headquarters so that they
may connect to the public water line. Given the past history of their present water supply and
problems stemming from its quality and aesthetics as a drinking water supply,this department
would support any initiative to extend water service to these headquarters. With that in mind, it
might also help address future development in the Hunters Hall Subdivision commercial
development in meeting needs for"public"water supplies without drilling more wells in the
area.

In response to your inquiry concerning water service to VDOT
headquarters on Rt. 250E, I offer the following:
-There is an existing 16" waterline onsite.
-Pressure will exceed 100 psi and a private pressure
reducing valve will be required.
-No recent flow tests are available, but fire flow will
exceed 2500 gpm.
-The subject property is not within our jurisdictional area.
Other than having to provide an onsite pressure reducing
valve, no significant engineering will be required to
provide water to the property. If you need additional
information, feel free to call.

Dear Ms. Payne:
I am attaching copies of water tests over a rather long span of years. I do
not have a statement from a contractor who checked for corrosiveness, however, it is
very evident at water coolers and pipe connections.
We have never been able to decide on the best approach to remedy the situation.
We have not had much success with any filtering system at our other areas that have
had similar problems. If the water had a bad taste before, it has normally
continued with a bad taste after filtering. As a matter of fact in each case we had
to drill a new well.
We have approximately 40 employees at our complex that are affected by the
water taste and the lack of rest room facilities when the power is off or the well
pump is malfunctioning which occurs several times yearly.
Your consideration for this jurisdictional tap is appreciated. I will forward
the fee as soon as possible.

samples from various Department of Transportation headquarters in
the Culpeper District for several years.
The sampling and testing of the water at our Charlottesville
Residency Office will be soon needed. That office is located as
follows:
On route 250, 3 miles east of the eastern city limits of
Charlottesville, Virginia.
Attached is a list of parameters to be analyzed from the water
sample taken from the Charlottesville Residency Office. We would
appreciate your quoting the total price of obtaining a sample of the
water from that location and of performing the required analyses.
If your company cannot honor this request, please notify us
promptly, in order that other arrangements may be made.

Dear Mr. Roosevelt:
Enclosed are the results of the chemical analysis performed on water collected from
the Virginia Department of Highways and Transporation's Charlottesville Residency
Office water system on January 1 , 1980. This copy is forwarded for your information
and shows that the water tested produced results well below the maximum acceptable
levels of contaminants as stated in Section 4.00 of the Virginia Waterworks Regula-
tions for public water supplies except for copper (3. 16 mg/1 ) and turbidity (4.50
turbidity units) . The present standards for these parameters are 1 .0 mg/1 for copper
and 1 .0 turbidity unit for turbidity.
Turbidity in drinking water shall not exceed one turbidity unit at the point where
water enters the distribution system except where it can be demonstrated that a higher
turbidity not exceeding 5 turbidity units does not (1 ) interfere with disinfection ,
(2) cause tastes and odors upon disinfection, (3) prevent the maintenance of an
effective disinfection agent throughout the distribution system, (4) result in deposits
in the distribution system, and (5) cause consumers to question the safety of their
drinking water.
Copper is a secondary maximum contaminant in drinking water. However, limiting this
element is based on undesirable taste rather than a health hazard.

As you know, I am reviewing the VDOT jurisdictional area request for Water Only.
Please provide me with the following information:
1. Copies of test results of the water at the site;
2. Statement from the person/contractor, who checked the pipes/pumping
system for corrosiveness, which gives their opinion on the cause; and
3. Statement outlining what other steps, if any, have been taken to address
the water problems referred to in your application, in addition to the
use of bottled water (ex. water filters).
