STAFF CONTACT(S): ATTACHMENTS: Yes REVIEWED BY: RWT Tucker, Foley, Cilimberg, Benish, Biel View Recommendation BACKGROUND: The applicant is requesting Jurisdictional Area designation for water service to a .53 acre parcel located at 2091 North Hill, approximately 600 feet east of Route 250 East and approximately 250 feet south of the Ramada Inn (Attachment A-applicant's request, Attachment B-location and tax map). The property is located within the designated Rural Areas, in the Scottsville Magisterial District. The applicant has provided a well report prepared by C. R. Moore Well Drilling Company (Attachment D). The site is located to the south and adjacent to the Jurisdictional Area, for water only, that serves a small commercial area at the southeast portion of the I-64/Rt. 250 East interchange, including the Ramada Inn (Attachment C). In December of 1985, the existing 75'well was drilled to a depth of 305'with no additional water being found. A pump was installed in this well to use water that was stored overnight. With the continuing dry weather, the well cannot support normal water usage. In January of 1986, a second well was drilled to a depth of 305' with no measurable flow. This second well has minimal overnight seepage and does not have enough flow to sustain a family or support a storage tank. The well driller's report has concluded that the wells in the surrounding area are marginal and cannot support more than one household. Furthermore, there is no other place on this property to drill a well due to the size of the lot, placement of the septic field, and the location of the reserve septic field. DISCUSSION: The subject property is located in the Rural Area. The Comprehensive Plan provides the following concerning the provision of water and sewer service to the Rural Areas: "General Principle: Urban Areas, Communities, and Villages are to be served by public water and sewer (p. 109)." "Provide water and sewer service only to areas within the ACSA Jurisdictional Areas (p. 125)." "Follow the boundaries of the designated Development Areas in delineating Jurisdictional Areas (p.125)." "Only allow changes in the jurisdictional areas outside of the designated Development Areas in cases where the property is: 1) adjacent to existing lines; and 2) public health and/or safety are in danger (p.125)." This property, and surrounding residential properties, has a history of water problems. Four (4) properties to the north of this site are currently in the Jurisdictional Area (water only designation). Service to the site could be provided by a 16" water line that is installed on the east side of Route 250 East and runs to Glenmore. Also, the site could potentially be served by the fire protection line located in the back of the Ramada Inn. RECOMMENDATION: Due to the history of the site (and the immediate surrounding area) having water problems, the small acreage of the parcel, and the location of the primary and reserve septic fields, there are no other on-site alternatives for the location of a new well. Staff recommends the Board of Supervisors approve the request for water service only. Gentlemen: Thank you for the opportunity to address the board. My property has a history of water shortage, as does the surrounding properties. The house was built in the 1940's on .53 acres, there are two(2)wells. The first well, after continuous shortages, went dry. This well was drilled deeper without any water flow(g.p.m.). The extra depth was used as a reservoir. A second well was drilled and was dry. Now the aquifer does not allow enough water, overnight, to fill the well. I have had to replace the pump after pumping the well dry and burning up the pump. We are in an emergency situation. There are three adults and one child in residence. Temporarily there is enough water to flush the toilet and take very very short and interval showers in a 24 hour period. We are hesitant to draw a tub full of water to bath the child in. Also the water has taken on a reddish color and we are not drinking the water or using it for cooking. And used for laundry, the water will ruin the clothes. Drilling another well or tapping into a neighbor's well is not a solution. The aquifer can not supply the amount or quality of water needed. My neighbor, Tax Map 78 Parcel 35, has two wells and both are dry and therefore is a A.C.S.A. customer. My property is across the driveway of the Jurisdictional Area. The A.C.S.A. water line is at the end of my driveway. Therefore. I respectfully request that consideration be given for my inclusion into the Jurisdictional Area for the purpose of water use only. The property is located in Tax Map parcel 78-43A. There are two(2)wells on a half-acre lot and neither well has any measurable flow of water. The first well was drilled deeper from seventy-five(75)feet to a depth of three hundred five(305)feet on December 20, 1985. No water was found at that time. A pump was installed in the first well,using only the amount of water storage that had come in overnight. As a result of the dry weather,the amount of storage has decreased considerably. This well will no longer support a family with normal water usage,nor is there enough flow to support a storage tank. On January 3, 1986,a second well was drilled to a depth of three hundred five (305)feet,with no measurable flow. The second well has very little overnight seepage and does not have enough flow to sustain a household or to support a storage tank. The wells in the surrounding area are marginal and cannot support more than one household. Therefore, tying into a neighbor's water supply is not an option. There is no other place on the property to drill a well due to the size of the lot,the placement of the septic field and the location of the reserve septic field. Under those circumstances,I would suggest that if available,hooking up to County water would be the best option. Attached please find the two(2)logs for the wells drilled on the property.
