The applicant is requesting Jurisdictional Area designation for water service to a acre parcel located on
the west side of Totier Creek Road, approximately 900 feet south of Route 726 (Attachment A- applicant's
request, Attachment B—tax map). The property is located within the designated Rural Area, in the Scottsville
Magisterial District, and is part of the Valmont Estates subdivision. The applicant has recently built a home and is
requesting water service because the Fred Jones Well Company has determined that there is not an adequate
location for a well on the site. Two sites have been drilled on the property to a depth of 305 feet, with both sites
coming up dry (Attachment D).
Valmont Estates adjoins the Totier Creek Reservoir to the south and west. The applicant's property adjoins the
reservoir to the west. The applicant would have to run a water line approximately 900 feet to Route 726 to
connect to an existing service line which serves two nearby parcels. Parcels 53 and 36 are connected to public
water(Attachment C).
DISCUSSION:
The subject property is located in the Rural Area. The Comprehensive Plan provides the following concerning the
provision of water and sewer service to the Rural Areas:
"General Principle: Urban Areas, Communities, and Villages are to be served by public water and sewer(p.
109)."
"Provide water and sewer service only to areas within the ACSA Jurisdictional Areas (p. 125)."
"Follow the boundaries of the designated Development Areas in delineating Jurisdictional Areas (p.125)."
"Only allow changes in the jurisdictional areas outside of the designated Development Areas in cases
where the property is: 1) adjacent to existing lines; and 2) public health and/or safety are in danger(p.125)."
Staff believes that, based on the size of the parcel, drilling only two wells sites may not be adequate to
determine avavailability of groundwater. The applicant will need to provide additional information from the
Health Department, well driller and/or hydrogeologist regarding the potential for obtaining water on-site.
Regarding the potential extension of public water service, there is also concern that while the parcel is in
close proximity to the Jurisdictional Area, it is not technically adjacent. Furthermore, by providing public

water to this parcel, additional parcels would become adjacent to the Jurisdictional Area.
RECOMMENDATION:
Staff recommends the applicant provide further information to be reviewed by staff regarding on-site options for
providing adequate water service to the site. However, in order to allow for a timely review of this request, and
given the applicant's current situation, staff recommends the Board of Supervisors set a public hearing to consider
providing public water service to the site at which time staff can provide further analysis based on additional
applicant information.

side of Totier Creek Road, approximately 900 feet south of Route 726 (Attachment A-applicant's request,Attachment B
—tax map). The property is located within the designated Rural Area, in the Scottsville Magisterial District, and is part of
the Valmont Estates subdivision. The applicant has recently built a home and is requesting water service because the
