ATTACHMENTS: Yes STAFF CONTACT(S): Tucker, Foley, Cilimberg, Benish, Biel REVIEWED BY: BACKGROUND: The applicant is requesting Jurisdictional Area designation for water service to a 3.00 acre parcel located at 3503 Pritchett Lane (Route 785), approximately 1,200 feet north of Proffit Road (Attachment A - applicant's request, Attachment B —tax map). The property is located within the designated Rural Areas, in the Rivanna Magisterial District. The applicant recently had a well driller perform an inspection of the existing well and is awaiting the results in a written assessment. The site is located east of Pritchett Lane, which forms a boundary for the Hollymead Development Area and the Jurisdictional Area, for water only, to the west (Attachment C). Approximately twelve years ago a water line was installed on the east side of Pritchett Lane. Apparently the line was to be installed on the west side of Pritchett Lane, however for unknown reasons, the line was instead located on the east side. In addition, the meter boxes are also located on the east side of Pritchett Lane. The water line is located on the applicant's property without an easement being granted. The existing well is currently stressed. The applicant has informed staff that water flow is extremely low and can only use water for approximately ten minutes before flow is completely lost. It will then take approximately three hours to regain minimal flow. DISCUSSION: The subject property is located in the Rural Area. The Comprehensive Plan provides the following concerning the provision of water and sewer service to the Rural Areas: "General Principle: Urban Areas, Communities, and Villages are to be served by public water and sewer (p. 109)." "Provide water and sewer service only to areas within the ACSA Jurisdictional Areas (p. 125)." http://www.abemarle.org/bos/agenda/20020807/ES02115Smithwater.htm 8/6/02 Page 2 of 3 "Follow the boundaries of the designated Development Areas in delineating Jurisdictional Areas (p.125)." "Only allow changes in the jurisdictional areas outside of the designated Development Areas in cases where the property is: 1) adjacent to existing lines; and 2) public health and/or safety are in danger(p.125)." The applicant has recently had a well driller inspect the existing well. To date, staff has not received a written report from the well driller. The applicant has informed staff that a copy of the forthcoming report would be forwarded to staff. It should be noted that an attempt to locate a new well site has not been made. RECOMMENDATION: Staff recommends the applicant provide further information to be reviewed by staff regarding on-site options for providing adequate service to the site. In order to allow for a timely review of this request, given the applicant's current situation and the unique circumstances concerning the placement of the water line, staff recommends the Board of Supervisors set a public hearing for September 4th to consider providing public water service to the site. It is a bored well,with an insufficient water supply to support a family's normal water usage. There is also limited access to the property,which could pose a problem in drilling another well. As I see it,there are only two options,and one relies on Health Department approval,which I do not feel certain will be granted. 1. Hook up to County water,which you advised already runs through your property. 2. Drill a second well,pending the Heath Department's approval of a site on your property. Again, in my opinion,the County water option is the only viable choice. Should you have any additional questions,please feel free to contact me.
