I have scheduled this request for the August 7 Board meeting to determine if it will go to public hearing. Joyce Smith told
me they have contacted many well drillers, but they have not been able to schedule one to verify their situation.

Steven Biel is the planner working on this. We have advised her that, in accordance with the Board's policy, she needs to
verify that there are no on-site, private remedies to the problem before jurisdictional area service can be provided to the
site. I do not believe she has supplied any information to date. The intent was to proceed to the Board once they had
provided the information we requested. I am leaving for vacation this afternoon and will not be back until 6/8. Contact
Steven if you any further questions on the status of this project.

I am forwarding you this original message from Amanda, which I realized after the conversation is more of your bailiwick
than mine.
Mrs. Smith called me yesterday afternoon at the suggestion of Amanda Healy and I had a long conversation with her. She
lives on Proffit and apparently twelve years ago had a public water hook-up placed on her property (and on her neighbors).
She paid $130 application fee on April 24th to get hooked up to water, but apparently has been told that she is not in the
growth area, so cannot get hooked up. She said someone from planning came out to look at the hook up, verified that she
indeed did have a hook-up on her property. She doesn't know who came out, but did remember that she had talked to
david benish about the issue. She has worked for county for 20 years as a special ed driver.
Her concerns are:
her well is going dry, and she already has a public water access on her property. Even if it was mistake, wants to be able
to use the hook-up.
she was supposed to hear in 30 days, but hasn't heard back from anyone;
she understood there would be a meeting either of the planning commission or board, but has not heard anything about a
meeting;
if she can't use the hook-up, then she wants it taken off her property. Never gave permission to put it on her land;
she can't get her money back if she doesn't get the hook-up

Ms. Smith called the Governor's Office a few days ago. I returned her
call today. She is struggling with her shallow well and wants to
connect to a public water line that runs through her flower bed. The
Service Authority folks have indicated that they can't help her. I
suggested that you might be able to assist her in negotiating this
situation, and gave her your phone number.
