Neher, Clerk By DATE: May 12, 1983 SUBJECT: Mormon Church At its meeting of May 11, 1983 , the Albemarle County Board of Supervisors voted to allow the Mormon Church located on Hydraulic Road, to receive sewerage service from the Albemarle County Service Authority. Agnor, Jr. County Executive County Office Building Charlottesville , Virginia 22902 Re : Mormon Church Dear Mr. Agnor: In 1980 when the Board of Supervisors was amending the jurisdictional boundaries of the Service Authority there was considerable discussion of the boundary along Hydraulic Road. It was pointed out in these discussions that the widening of Hydraulic Road would destroy the septic drainfields of the Mormon Church at the inter- section of Hydraulic Road and Rio Road and it would be desirable for this church to be able to have public sewer. In the drawing of the jurisdictional boundary at this point the ridge line of the reservoir drainage basin was used which permitted the church to remain in our water and sewer service area. When our jurisdictional boundaries were again amended in 1982 this church property was designated for water service only to structures existing as of October 1 , 1982 . I do not recall any discussions at that time of the drainfield problem being created by the highway improvements . Now , with the road work underway , the church desires to connect to public sewer but they are not in our sewer service area. I understand it is possible to install a new drainfield at the rear of their property but sewage would have to be pumped to this drainfield. This is not a request from the Service Authority to have the church property included in our sewer service area. However, I feel the Board of Supervisors should be informed of this problem since this was considered in their 1980 decision-making but was not brought to their NIP VISN) 2 190 ,APB pEP'C RN attention last year. The church must make a decision on how to handle their sewer system very soon . In the event the Board may want to reconsider this matter I would appreciate your bringing this to their attention at any early date . Please let me know if I can provide any additional information. J 64rateitt.... . a. t /..?)—. _. .. .der... _.. i• . .T •r . , STAFF REPORT September 15, 1982 Amendment to Albemarle County Service Authority Project Areas Early this summer, the Albemarle County Board of Supervisors requested the Staff to prepare an amendment to the project areas of the Albemarle County Service Authority in order to eliminate potential confusion as to where service could be provided. Most of the questions raised were in areas where existing waterlines formed the boundary of a project area. Also, there has been a general concensus among the Board of Supervisors to serve existing parcel with structures which are contiguous to a Service Authority waterline. With these concerns in mind, the Staff has prepared an amendment which identifies all parcels contiguous to waterlines which have existing structures for potential water usage. The Project Areas Map is proposed to be divided into four categories: • WATER ONLY • WATER AND SEWER • WATER LINE CONTIGUOUS TO PARCELS WITH EXISTING BUILDINGS • WATER AND/OR SEWER TO PUBLIC BUILDINGS OR EXISTING BUILDINGS ONLY This amendment should provide a more definitive boundary for the Service Authority's Project Areas. The attached list indicates the existing parcels and the existing structures contiguous to ACSA waterlines. This is a listing of all parcels contiguous to water lines identifying the existing structures as of 8-1-82.
