(The following comments are those that have been identified at this time. Additional comments or conditions may be added or eliminated based on further review.) [Each comment is preceded by the applicable reference to the Albemarle County Code.] Applicable Comments from Initial Site Plan Action Letter (dated February 16, 2022) Comments that have been addressed have been blurred out. Additional comments are added in bold font, like this. 1. [32.5.2(a)] Please include a reference to the Initial Site Plan Number: SDP202100095 and include a place holder for the Final Site Plan Number. Clarify that SDP202100063 is the Pre -Application Plan Number. Comment addressed. 2. [32.5.2(a)] Please provide the total number of sheets at the bottom of the Drawing Index (sheet table) on the Cover Sheet. Comment addressed. 3. [General Comment] Add a date of revision. Comment addressed. 4. [32.5.2(a)] For any adjacent parcels visible on the drawings, please show the property lines and include a label stating the owner's name, TMP number, zoning districts, and present uses. a. It appears everything but present use has been provided. Comment addressed. 5. [32.5.2 (j)(k)(1), 32.6.2(g)] Show all existing and any proposed easements. Any new easements required for water, sewer, drainage facilities, or any proposed utilities will need to be reviewed, approved, and recorded prior to final site plan approval. Please submit an easement plat application the County for review. The final site plan will need to be updated so that all easements are shown and labeled identifying easement type, whether it's public or private, a width dimension, and the recorded instrument with deed book and page number. See Final Site Plan review comments below. 6. [General Comment] Please copy the Proposed Use table on Sheet C0.07 over to the Cover Sheet. a. Please correct the maximum permitted height which is 35' not 40'. b. [4.12] The Zoning Administrator will need to confirm the proposed number of parking spaces prior to Final Site Plan approval. Comment stands. Zoning review is currently pending. 7. [Section 321 Final site plan must comply with all applicable requirements of Section 32.6, 32.7 and 32.8 of the Zoning Ordinance prior to final approval. Comment stands, see Final Site Plan comments below. 8. [32.6.20)] Provide a landscape plan that complies with Section 32.7.9. Landscape plan has been provided. See Final Site Plan comments below. 9. [32.7.8 and 4.17] If any outdoor lighting is proposed, please provide a lighting plan will need to be included with the final site plan submission that complies with all applicable regulations specified in Section 4.17 of the Zoning Ordinance. This includes: a. Provide footcandle measurements within the property and along all property lines. Use a light loss factor of 1.0 to determine footcandles on site. Comment stands. Confirm the light loss factor used on Sheets E1.03 and E1.04 (Electrical Site Lighting Photometrics). b. [4.17.4 (a)] Provide manufacturer cut -sheets for all proposed outdoor luminaires. Comment addressed. c. [4.17.4 (a)] All proposed outdoor luminaries exceeding 3,000 lumens must be full -cutoff fixtures. Please provide documentation from the manufacturers that all fixtures will be full -cutoff. Comment addressed. d. Please state the pole height of all outdoor luminaires. Comment addressed. e. [4.17.4 (b)] Please add a note to which states "Each outdoor luminaire equipped with a lamp that emits 3,000 or more initial lumens shall be a full cutoff luminaire and shall be arranged or shielded to reflect light away from adjoining residential districts and adjacent roads. The spillover of lighting from luminaires onto public roads and property in residential or rural areas zoning districts shall not exceed one-half footcandle." Comment addressed. Note G10 on Sheet E0.01. 10. [32.7.9.7 (a)(3)] Please provide a construction detail in plan and profile view of the proposed dumpster enclosure. The detail should identify materials to be used, color, dimensions, etc. Comment stands. Final Site Plan Review Comments: 1. [32.5.2(a)] Please add the application number, SDP202200061, to the project title on the cover sheet. 2. [General Comment] Add a date of revision. 3. [32.5.2 0)(k)(1), 32.6.2(g)] Show all existing and any proposed easements. [32.6.2] Please submit a plat application that meets all requirements of the Subdivision Ordinance for a Easement Plat application. The application fee associated with this Plat will be the "Easement Plat — with a deed" fee. The current fee for this type of application is $934.96. 4. [Section 321 Final site plan must comply with all applicable requirements of Section 32.6, 32.7 and 32.8 of the Zoning Ordinance prior to final approval. 5. [General Comment] This site lies in the Monticello Viewshed. Please contact Liz Russell at Irussell@monticello.org to discuss design strategies that comply with the Voluntary Guidelines for Development within Monticello's Viewshed. 6. [32.5.2(e), 32.7.9.41 Please provide additional information on the existing vegetation on site. Is this a mix of deciduous, evergreen, or other plant material? Are there trees and shrubs? Please provide general caliper sizes of existing trees at their diameter at breast height (DBH) where possible. Staff suggests providing this additional info on the existing conditions and/or landscaping plans. 7. [32.7.9.81 83,600 sq. ft. of existing canopy will remain and count toward the total site canopy (as currently stated on Sheet L1.02) the owner will need to sign the Conservation Plan Checklist and this will need to be added as an exhibit to the Landscape Plan. a. [32.7.9.4 (b)] Verify the locations, species, and sizes of all existing vegetation that will remain and count toward the canopy. Verify/provide evidence that the canopy does total 83,600 sq. ft. 8. [32.7.9.71 Provide additional screening along the full length of the property line abutting Residential zoned TMP 91- 2E. Staff recommends additional planting material, shrubs or trees, to buffer the view of the proposed parking area and training area. It appears the existing vegetation shown along this property line will not be on site. 9. [32.7.9.7 and 32.7.9.5] Provide shrubs along the frontage of Founders Place. 10. [32.7.9.51 Where the existing conditions of the site allow, provide one medium or large tree as well as shrubs along the Avon St frontage. There appears to be a large amount of existing vegetation being removed at this entrance and Staff recommends providing new landscaping material to meet landscaping along streets requirements and to provide additional screening. 11. [32.7.8 and 4.17.41 Please use a light loss factor of 1.0 to determine footcandles on site. It is unclear what LLF factor was used on the Lighting Plan. 12. [General Comment] Prior to final site plan approval, a WPO plan must be submitted, reviewed, and approved by the Engineering Division. Please see Engineering comments below for additional information. Additional Reviewer Comments Albemarle County Engineering Services — David James, diames2@albemarle.org — Requested changes, see below. 1. VSMP plan will need to be approved & bonded prior to FSP approval. 2. Plat showing easements will need to be recorded prior to FSP approval. 3. Submit wall design plans for retaining walls over 4ft high and where guardrail placed on. 4. C3.03/4: a. Fix the grading at Founders Pl. entrance. b. See WPO plan comment about the grading. 5. C4.11 - Provide 12" separation, where the 8" sanitary crosses the 15" storm line located between STM 16 & 17; follow ACSA guidance. 6. Guardrail warranted before 3:1 slope; adjacent road where the fill/embankment section over 10'(w). Guardrail must meet MSG standards. 7. Guardrail needed at Avon St. entrance on or before wall drop-off. 8. Show the entrance(s) grade. The entrances should not exceed 4% grade for a distance of 40' from the intersected street. 9. C5.05 — Provide 6" stone base under curb. Albemarle County Building Inspections — Betty Slough, bslou hg &albemarle.org — Review pending. Comments will be forwarded to you upon receipt. Albemarle County Fire -Rescue — Howard Lagomarsino, hlaeomarsinoCc�r�,albemarle.org — Requested changes, see below. 1. During demolition and construction, the following fire prevention steps are required, so please note them on the plan: a. Smoking shall be prohibited in areas where smoking makes conditions such as to make smoking a hazard and these areas shall be designated with no smoking signs per Virginia Statewide Fire Prevention Code. b. Areas where smoking can occur, shall have appropriate receptacles for discarded smoking materials per Virginia Statewide Fire Prevention Code. c. Per the Virginia Statewide Fire Prevention Code, vehicular access for firefighting shall be provided at all construction and demolition sites, provide access to within 100 ft. of temporary or permanent fire department connections, and have no overhead wiring or other overhead obstructions lower than 13 ft. 6 inches; this access may be via permanent or temporary road, but shall be capable of supporting fire apparatus in all weather conditions. d. Contractor shall ensure the street numbers are always plainly visible from the frontage street during construction per the Virginia Statewide Fire Code e. An approved water supply for firefighting operations shall be in place and available as soon as combustible materials arrive on site. f Waste and combustible debris shall be removed from the building at the end of each day and disposed of in accordance with the Virginia Statewide Fire Code g. Fire extinguishers shall be provided, with not less than one approved fire extinguisher at each stairwell, on all floor levels where combustible materials have accumulated, in every storage and construction shed and in areas of special; hazards, such as where flammable and combustible liquids are stored or used, in accordance with the Virginia Statewide Fire Code h. Operations involving the use of cutting and welding shall comply with the Virginia Statewide Fire Prevention Code and shall require a permit from the Albemarle County Fire Marshal's Office 2. Knox box(es) will be required for emergency access, please place a note on the plan indicating the location of the knos box(es) will be coordinated with the Office of the Fire Marshal. 3. Please place a note on the plan indicating the needed fire flow for the buildings. 4. Plase note on the plan, the fire flow available at the hydrants. Albemarle County E911—Elise Kiewra, ekiewra@albemarle.org — No objection (10/26/2022). Rivanna Water and Sewer Authority— Victoria Fort and Dyon Vega, vfort@rivanna.org and dvega@rinavvan.org— Requested changes, see below. RWSA has reviewed the ACSA Avon Maintenance Yard Site plan dated 10/5/2022 by dewberry Engineers Inc. and has the following comments. General: 1. Based on elevations you may want to consider a booster station. The pressure from the tank to the ACSA station may not be sufficient. 2. A drainage path is recommended for this site plan from our tank because when we have drained the tank in the past it often ends up on Mill Creek dr. with your new site plan we recommended following the drainage of the tank using elevations to make sure the water doesn't flood your site. Virginia Department of Health— Alan Mazurowski, alan.mazurowskikvdh.vir ie nia.gov —No objection (11/15/2022). As requested, I've reviewed the Final Site Plan (10/05/22) for the proposed construction referenced above. Since both water and sewer will be connected to public utilities, and no existing onsite wells or septic systems exist, I have no concerns or objections. Albemarle County Architectural Review Board (ARB) — Khristopher Taggart, ktaeeart@albemarle.org — No objection (11/7/2022). Please remove all Structure and Bridge Standard Details from the plans. S&B standard details are to be referenced in plan notes: The Standard Drawings contained in the VDOT Road & Bridge Standards are signed and sealed engineering drawings that are copyrighted materials of VDOT and the Commonwealth of Virginia. VDOT's policy is to offer the Standard Drawings in a secure electronic format and each Standard is available on this website. Plan assemblies using the Road & Bridge Standards shall reference each standard used. Inserting the Standard Drawings into VDOT, locality, or private development plan assemblies, or modifying the Standard Drawings in anyway, is not permitted 2. Inlet STM 18, Rte. 1293, Founders Place entrance area appears to be a sump condition inlet. STM 18 could not be located in the profiles and calculations. Please show the additional structure and prove the existing SWM system is adequate for the additional drainage area and structure installation. 3. Inlet STM 22, Rte. 742, Avon St. Ext. entrance area appears to be a sump condition inlet. STM 22 could not be located in the profiles and calculations. Please show the additional structure and prove the existing SWM system is adequate for the additional drainage area and structure installation. 4. Drainage calculations should include hydraulic information such as but not limited to the spread, depth of spread, carry-over, sump conditions, hydraulic grade lines, etc. These should be part of the MS4 review and may not have been submitted to this agency. 5. Minimum entrance radii for WB-67 truck is 50' per RDM, Appendix F, pg. F-104: hMs://www.virginiadot.org/business/resources/LocDes/RDM/AppendF.pdf Note: The width of the entrance shall be wide enough so that the design vehicle does not encroach into the opposing lane when entering the entrance.* The maximum width is 20 feet for a one-way drive and 40 feet for a two-way drive. See "Entrance Width" in Definitions Section. 6. CG-13 commercial entrance appears to allow stormwater flows into and across Rte. 742, Avon St. Ext., please clarify drainage paths in the entrance areas for both Rte. 742, Avon St. Ext. and VirginiaDOT.org WE KEEP VIRGINIA MOVING Founders Place. What is the spread of water flow into Rte. 742, Avon St. Ext.? 10yr. storm event flow should be captured prior to entry into travelway. 7. CG-12's do not appear to be shown correctly on Rte. 742, Avon St. Ext., please review VDOT Standards section 200: hMs://www.virpiniadot.org/business/resources/LocDesNDOT2016 Road and Bridge Standard s/Section200/CS200.ndf Plan view does not appear to show the truncated domes detectible warning surface per Road & Bridge Standards. See note 12 on the CG-12 Detectible Warning Surface General Notes. 8. Sight lines do not appear to be shown per RDM Appendix F, pg. F-106. And should be a minimum 14.5' from edge of travelway. 9. Entrance spacing does not appear to meet spacing requirements. See figure 4-11, RDM Appendix F, pg. 121: httos://www.virginiadot.org/business/resources/LocDes/RD VAAp�endF.pdf 10. Proposed entrance on Avon St. Ext does not appear to meet spacing distance for commercial type 3 and an access management exception will need to be approved by VDOT prior to final plan approval. 11. Provide proposed ADT for this project. 12. Per sheet C4.06 display for WB-67 truck, there does not appear to be adequate space between the gate and the back -edge of the sidewalk for the design vehicle to set while the gate opens without blocking the pedestrian path. 13. Please provide right/left turn lane warrants for 2 lane highway per RDM Appendix F. 14. Please show areas of mill/overlay for full lane width plus a minimum 2' past all proposed work within the right of way. 15. Please note: A Temporary Traffic Control Plan (TTC) is required to obtain a permit to work within VDOT Right of Way. The TTC shall be prepared by an Advanced Work Zone Certified person, certification card and verification number is required on the TTC submittal.
