The project includes stream and wetland restoration for mitigation purposes. STORMWATER MANAGEMENT WATER QUALITY (VRPM) While this project is a stream restoration and buffer enhancement project and does not include additional impervious area, Stantec evaluated the site using the Project site with the new development spreadsheet for the Virginia Runoff Reduction Methodology (VRRM) to establish that no pollutant reductions are required for the project for Water Quality Compliance under 9VAC25-870-65. The site is currently agricultural land and portions will continue to be used for crop -production and pasture. However, the stream and wetland restoration areas and adjacent vegetated buffers Will be protected in perpetuity under the terms of the Mitigation Banking Instrument (MBI). For this analysis, an overlay analysis was performed in ArcGIS to determine the Landcover and Soil HSG within the project Limits of Disturbance (LOD) in proposed condition. Soil data was obtained from the USDA SSURGO database and landcover was determined through aerial imagery and the proposed planting plan. All areas within the LOD are to be vegetated with suitable native plantings or seeding in proposed condition, therefore Forest/Open Space was selected as the VRRM Land Cover. The VRRM Summary for this analysis is presented in Figure 1. The spreadsheet indicates that TP Load Reduction is not required for this project. The work proposed includes temporary impacts to perform stream and wetland restoration and enhancement and preservation of natural resources through encumbered buffers inside and outside the proposed limits of disturbance. No impervious cover is proposed as part of this project. Hydrologic characteristics of the project site will improve because of the work and adjoining riparian preservation efforts, providing an effective and encumbered forestlopen space condition following construction and restoration activities. Conservatively, Stantec assumed pre- to post- peak discharges remain the same as summarized on Sheets 43-44 of the Project Construction Document, regardless of limited incidental detention effects of the restoration activities that may be ultimately realized or effects from restoration to a stable Woods in good condition land use. Design with community in mind August11,2022 Page 3 of 4 Reference: Innisfree Stream Mitigation Bank Phase 2 — Stormwater and Hydraulic Calculations While it is our understanding of precedent in past projects that channel and flood protection analyses in the context of stormwater management are not required for stream restoration projects (consistent with other similar linear activities under applicable DEQ Guidance Memo 15-2003), Stantec has evaluated each restoration reach of the project in HEC-RAS and used the hydraulic results to identify appropriate bank treatments and channel bed material requirements of the subject reaches. Additionally, each modeled reach extends downstream and upstream (where appropriate) a minimum of 200 feet to show that hydraulic characteristics of the stream channel upstream and downstream of the restoration work are not adversely affected. The HEC-RAS modeling results are summarized in this Calculation Document. Stantec has also provided a hydraulic summary narrative with this submittal. In sum, our due diligence review of project hydraulics, providing stabilization treatments within the design, providing an effective encumbered forestlopen space condition postconstruction, conformance with the construction general permit conditions, and conformance with the project SWPPP should continue to give reasonable assurance that a requirement for the preparation and implementation of a stormwater management plan elements such as channel of flood protection calculations may be waived in this instance consistent with past precedent and DEQ Guidance Memo 15-2003. HYDRAULIC MODELING Stantec developed existing and proposed condition hydraulic models for each reach of this project to inform structure sizing, channel lining, and to evaluate floodplain/hydraulic impacts related to the design. The hydraulics of the stream corridor were analyzed with U.S. Army Corps of Engineers River Analysis Software (HEC-RAS 6.1) using one-dimensional energy balance equations to solve for hydraulic flow characteristics including water surface elevation (WSE), shear, average velocities, and the distribution of velocities in the channel. The geometry of the existing channel was extracted from an AutoCAD Civil3D surface based on field -surveyed topography. Similar to the existing channel geometry, the geometry of the proposed channel was extracted from an AutoCAD Civil3D surface. This proposed grading was integrated into the existing surface. The Manning's roughness coefficients for the channels were evaluated based on conditions observed in the field. Cowan's method and engineering judgement were applied to select an appropriate reach -specific roughness coefficients of 0.035 to 0.05 in existing condition and 0.045 in the proposed condition for the in -channel portions of the model. The overbank roughness coefficient was set at 0.06 — 0.07 based on observed reach -specific vegetated conditions. The downstream boundary condition Reach 61 assumed a normal depth condition based on a downstream channel slope measured on survey topography. The downstream boundary condition for Reach 8F assumed a constant elevation based on modeled peak elevations for the downstream impoundment the stream outfalls into. All other reaches were modeled using downstream reaches as their downstream boundary conditions. NRCS methodology -based flows calculated for the hydrologic analysis were used to develop sizing recommendations for streambed substrate and determination of scour depths for grade control structures. Modeling demonstrates that erosive velocities and shear stresses are present in the existing condition in various storm events. This is corroborated by field -observed eroded channel banks throughout the length of the proposed project. Where erosive velocities are exhibited in proposed condition, the model has been used to locate and size appropriate linings and grade controls. A 1 0-year design storm was used in sizing stabilization practices. The attached exhibits show model configurations in plan view and hydraulic modeling results are shown in the attached output tables.
