Each comment has been reviewed and a written response given as to how the comment was addressed and where to locate the changes on the plans. Should you have any further questions, please feel free to contact our office. A. Final Site Plan (SDP200400106): 1. Please clarify on the plan how off-site parking, travelways and paving are to be retained, or modified to meet Zoning Ordinance requirements. Travelways and parking spaces are shown being cut. Please show new paving, and revised paint striping, or removal of the old paint [18-4.12.15] Response: The former parking area for the ConAgra site has been noted on the site plan as: "Former parking lot, to be reconstructed or re-striped with any new use of the ConAgra property. 2. Please clarify the rip-rap outlet channel dimensions. Detail B-B, Sheet 13A does not appears to be used on the plans. [18-32.6.6d] Response: Section B-B has been shown as the Emergency Outfall Spillway channel and corresponds with the detail. 3. Please correct the grading so that 5% slope is maintained in the travelways between buildings. Currently up to a 7% cross slope is shown with the spot grades. Please revise the inlet spread computations accordingly. Please use intensity values of 4 in/hr for spread, and grate inlet types as shown on plans. Please ensure spread is below half the travelway width (15'). The current computations indicate spreads over this amount. (Please feel free to send these computations ahead of your submittal so we can agree on them.) [18-4.12.15c, Design Manual section 505G] Response: The building reveal has been modified and spot grades adjusted so that a 5% cross slope is maintained across the travelways. See Appendix D in the SWM Calculations for results. In addition, sample charts and an inlet drainage area map have been provided for support of the calculations. B. Stormwater Management Plan (WPO 200500012): 1. Physical discrepancies need to be corrected on the basin details. It is recommended that the details for the basin be drawn to scale. The 24"orifice actually cuts into the crest of the riser and doesn't physically work as computed. The 3"pipe on the drawdown device details will not allow a 4" orifice. The low flow pipe doesn't have a length specified, but the fill behind the headwall would appear to cover part of the 24"orifice in the riser. 24" is also a pretty large ct out of a 36"pipe. Aside from these physical glitches, the basin appears to be larger than necessary, which is approvable subject to the physical discrepancies being corrected, and computations adjusted accordingly. Response: The basin detail and the 4"pipe on the drawdown device have been corrected (and drawn to scale). A 3' weir notch has been used as the principal spillway. See Detail. The basin has been designed larger to accommodate some portion of the potential future development of the Route 240 property. 2. A Stormwater Management facilities maintenance agreement must be approved prior to approval of the construction plans. I understand you wish to provide this after the easement plat is recorded. Response: The Stormwater Maintenance agreement will be provided as soon as the plat is approved for recordation because the deed book and page number of this plat must be inserted into the agreement. The signed agreement with the$16 check will be provided when the County approves the plat. C. Erosion and Sediment Control Plan (WPO 200500012): 1. Please provide the basin and trap dimensions (bottom, weir elevations, cleanout elevations, temporary orifices, baffles, collars, etc.) on the plan so that the County staff can properly inspect these facilities. The differences between the permanent structures and the temporary structures should be made clear on details and plans so adequate conversion can be accomplished. Response: Dimensions on the basin and trap are now shown on the E&S plan. Elevations of the trap weir and cleanout elevations are shown on the detail sheet. Notes have also been added for conversion of the sediment trap and basin to Stormwater Management/BioFilter Facilities. Charlottesville Self Storage at Crozet 2 WWA Project#204135.00 Final Site Plan Responses March 21, 2005 County of Albemarle,Virginia 2. Please provide computations for the trap volumes demonstrating they meet the minimum volumes required. Set the weir elevations and dimension accordingly on the plans. Response: A chart showing the wet/dry storage volumes required and provided have been added to the E&S sheet. Weir elevations are also shown. 3. Please provide a computation for the sediment basin dewatering orifice, and revise the plan details accordingly. Response: These computations are shown with the dewatering orifice detail. 4. The limits of disturbance should cover the grading easement. Response: The limits of disturbance match the grading easement. 5. The silt fence at the northwest corner by the biofilter should be on the downhill side of the diversion dike, and the diversion should direct silt into the trap. Response: The silt fence and diversion dike have been changed as requested. D. Boundary Adjustment and Easement plat(WPO 200500012): 1. Drainage easements must be provided for water passing through the site from off- site. This is on the system from 2-1, which was added with this revision, and downstream to continue through to the property line. A sample sketch is provided for the required easements. Response: These easements have been added. 2. In addition to the easement shown on the sketch, easements are required over stormwater management facilities and access to them (as referenced in the stormwater facilities maintenance agreement). Such easements usually cover the 100 year inundation level, the berm and outlet structures, and a vehicle access route from a public road. An easement has been provided for the BMP at the rear of the site,but not for the basin or access. [Design Manual section 1100] Response: Access to the stormwater management facilities has been provided through a note on the plat. If the parking on the ConAgra site doesn't exist, or is gravel, removing the markings shown on the plan will be approvable. Regarding the grades, I discussed with her the various options of using travelway grades without parking or loading spaces adjacent. She indicated the storage units would be treated as loading spaces adjacent to the travelway. I hope you can make the cross grades work with 5%. I apologize for any inconsistencies with previous plans approved in the County. If you would like to seek a zoning ordinance modification, I will do everything I can to expedite it. In any case, as we talked about, the plan should show areas to be repaved, or left grass, etc. Hello Glenn - The existing area used for parking that is to be served by the new commercial entrance that is a joint access located on the property line between the two parcels is to remain the same . It will not be truncated. On the existing conditions sheet , the lines shown on the parking area nearest the ConAgra bldg are misleading because there is a travelway that connects that parking area to the gravel area adjacent to the Self storage facility. The ConAgra parking is being utilized to support the employees from the office operation in the old ConAgra bldg across the street. Most of this area or at least the portion immediately adjacent to the self storage facility is gravel that is not paved and does not have pavement markings . It is ringed by concrete bumper blocks and has a row down the center that provides definition to the parking spaces . The connection from the new entrance ties in at the corner of this area and into what is an existing travelway. If you like I can take a digital photo and email to you . The new entrance will have no net affect on that adjacent parking lot. At this time , the ConAgra reuse has been ongoing but to accomodate the construction of the storage facility the parking near the new entrance has been blocked off. As the new ownership entity of the self Storage Facility (will take effect after the plat is recorded and the site Plan approved) , we will work cooperatively with the manager of the ConAgra operation to make sure that any disruption is minimized and there is no loss of parking on their side . with respect to the notes on the site plan , the new entrance tie in shown as gravel and is intended to match the existing . It is a redundant entrance to the adjacent parking . Actually, this new joint entrance is replacing the existing entrance at the East edge of the property and a couple old curb cut entrances that still exist. It was envisioned by VDOT as the first step to consolidating entrances and creating a turn lane along the frontage of properties on this stretch of RT240. Hopefully, this satisfies your concerns . This is a clever new way to talk about travelways in loading areas. So, as I understand this, you are not proposing to change the building or grades at all. I'm having trouble with this approach. I don't feel I could approve it without consulting others. You are still showing the tables and formulas that do not apply. Could you give me a clue as to how you are getting your numbers? After talking with the owner(Ms. Higgins), here are a couple of things I wanted to run by you regarding the comments. Al - As far as the parking spaces to remain on the Con Agra site, the owner of the Con Agra building does not want us to do anything with them. They are selling only the 6.18 acres to the Self Storage and allowing temporary grading. Where the pavement is broken up, grass will be replaced. They(the Con Agra owners) have future plans that we do not know of and they said they would prefer not to have it re-striped because the plant is shut down and no one parks there. Please let me know if this will be a problem A3 - I talked to Jo about adding an extra step to the buildings. Apparently it is not possible. I also mentioned revising the grades,but there was defmite concern that the longitudinal slope of 1.0%would be lessened or that it would cause a domino effect and result in regrading of the entire site. The self storage owners do not want less than a 1% longitude grade so that water does not stand between the buildings. The first 5' are what they consider a ramp transition for people to get into the storage facility with their cars and also keep water away from the doors. I have attached a pdf sketch of something that might help. The travelway is at 5%cross-grade. In addition to that sketch, I am attached revised inlet spread comps for you to look at. Hopefully by the end of the day I will have a revised detail of the SWM structure (to scale) to fax you. The rest of the comments are straight forward and we are revising them on the plans. Physical discrepancies need to be corrected on the basin details. It is recommended that the details for the basin be drawn to scale. The 24" orifice actually cuts into the crest of the riser and doesn't physically work as computed. The 3"pipe on the drawdown device detail will not allow a 4" orifice. The low flow pipe doesn't have a length specified,but the fill behind the headwall would appear to cover part of the 24" orifice in the riser. 24" is also a pretty large cut out of a 36"pipe. Aside from these physical glitches,the basin appears to be larger than necessary,which is approvable subject to the physical discrepancies being corrected,and computations adjusted accordingly. 0 A stormwater management facilities maintenance agreement must be approved prior to approval of the construction plans. Please include spread computations for the proposed ditches and drop inlets. The spread should be designed to take up no more than half the travel way it is located within. It would also be best to catch the drainage between the proposed storage buildings with a drop inlets before it crosses the eastern most travel way. A geotechnical engineering certification of the adequacy of the foundation and soils to be sued in the embankment is required before construction begins. b) A geotechnical inspector must be present to monitor the construction of the embankment and test compaction. The minimum compacted density will be 95%with the moisture content with 2% of optimum. c) Please add the following note: The embankment must be constructed in a manner to meet all the requirements and specifications of Minimum Standard 3.01 of the Virginia Stormwater Management Handbook. d) Please submit all reports to the Community Development Department. e) Embankment slopes adjacent to detention and retention basins must be 3H:1V or flatters (DSM 503.1.E). Response: These notes have been added to the plan. 6. Two different hydrology methods were used in determining pre and post development flow rates. Please use the same hydrology method for both calculations. It appears the modified rational method should work fine for both calculations. The pond routings must show peak inflow, peak volume,peak elevation and peak outflow with a couple of adjacent iterations to show these are peaks. At least two additional iterations for the direct method should be shown to verify the calculated volumes are correct. At least one lower and one higher duration storm should be used in your model to verify whether the calculated volume is a true peak. If there is sufficient evidence that existing utilities prohibit a bore, consideration may be given for open cutting. However the pavement restoration will require a patch in accordance with Special provision MP-71 and the area adjacent to the patch must be milled 25' in each direction and overlaid with 1 1/2"of SM-9.5A. Under the ROADWAY CONSTRUCTION NOTES, # 11 should be revised to indicate TRUNCATED DOME rather than exposed aggregate.
