Subject: SDP 05 -00006 Rivers Edge Furniture Preliminary Site Plan
The Albemarle County Division of Zoning and Community Development: Zoning and Planning Review will
approve the preliminary site plan referenced above when the following items have been satisfactorily addressed:

Site Plan Comments
1. [4.2.5] The site plan shows an area of critical slopes. This comment is for posterity, as applicant has
submitted a request to waive the requirements of Section 4.2, however, the key identifying areas of
critical slopes on sheet S1 do not match the depiction on sheet S2. Please clarify these areas.
2. [4.12.6] 54 parking spaces are provided, however, you are noting 56 spaces on the plan. Be advised
that the minimum number of required parking spaces for this use is one (1) space per four hundred (400)
square feet of retail sales area. Please clarify the square footage for which retail sales will occupy, then
note parking accordingly, or clarify the gross floor area of the building. Be advised that you may
calculate parking based on 80% of the building's gross floor area.
3. [4.12.16e.] Is the "covered sidewalk" shown on the southwest side of the building contiguous and flush
with the five (5) foot sidewalk? If not, bumper blocks shall be provided for parking spaces adjacent to
the sidewalk. Each bumper block shall be a minimum length of six (6) feet, a maximum height of five
(5) inches, and shall be securely anchored into the pavement in at least two (2) places.
4. [18.21.4] What is the proposed building height? Except as otherwise provided in Section 4.10,
structures may be erected to a height not to exceed sixty -five (65) feet; provided that any structure
exceeding thrity -five (35) feet in height shall be set back from any street right -of -way, in addition to
minimum yard requirements, a distance of not less than two (2) feet for each one (1) foot of height in
excess of thirty -five (35) feet.
5. [18.21.5] Sign regulations shall be as prescribed in Section 4.15.

RE: River's Edge Furniture, Preliminary Site Plan, SDP 2005 -00006
The Preliminary Site Plan for River's Edge Furniture has been reviewed. Engineering has the following
comments:
1. The new February 4, 2005 FEMA flood plain maps show a floodplain elevation of 342 feet (341.8
feet) on this site. This is slightly higher than shown on the preliminary site plan. Please show the
floodplain at 342 feet. [18- 32.5.6h]
2. The northern corner of the building, the filterra, a dumpster pad, a retaining wall, travelways and
loading space are in the floodplain. Please move these improvements completely out of the
floodplain or submit the additional information required for processing a special use permit.
4 Approval of the special use permit to fill in the floodplain is required prior to approval of the
preliminary site plan. [18- 30.3.05.2]
3. Please show the existing 20 foot drainage easement located at the inlet near the intersection of the
entrance road and Stony Point Road (SR20). [ 18- 32.5.61, DM 1101 ]
4. Please show a letter of intent or actual easement with deed book and page number for the off -site
utility and landscaping easements, sheet S3. [DM1102]
5. Please address VDOT comments.
The critical slope waiver is under review. The following items must be reviewed and approved by the
Engineering Department before tentative approval of the final site plan can be granted.
1. A completed application and fee for erosion control and stormwater management. [17- 203, 17 -303]
2. An erosion control plan, narrative and computations.[14 -311, 17 -203]
3. A stormwater management /BMP plan and computations. Computations must include water quality,
and detention routings for the 2yr and 10yr storms. [17 -304]
4. A completed stormwater management facilities maintenance agreement and fee. [17 -304]

RE: SDP 2005 -00006 River's Edge - Furniture: Tax Map 78, Parcel 58G
Dear Sir or Madam:
This letter is to notify you that the following development proposal has been submitted to the County
for review:
• SDP 2005 -00006 River's Edge - Furniture: Request for final (prior to preliminary) site
plan approval to construct a two -story retail furniture store totaling 19,600 sq. ft. on
approximately 3.010 acres of a 4.3 acre site in the entrance corridor. Property is zoned
C -1 (Commercial) and is described as Tax Map 78, Parcel 58G. It is located on the vest
side of State Route 20 (Stony Point Road), approximately 700 feet from the intersection
of Route 250. This site is located in the Rivanna Magisterial District and is
recommended for Regional Service uses in Urban Area 3 by the Comprehensive Plan.
This development proposal is scheduled for the Site Review Committee meeting on the date
listed below. The applicant's attendance is not mandatory, although it may be requested by the
County. Regardless of whether the applicant will be attending, the County staff will be available
for consultation on the Site Review Committee meeting date at 10:00 a.m., in Room 235 ofthe
County Office Building on McIntire Road in Charlottesville. This meeting will be an informal
session with the Site Review Committee to discuss issues and share information.
The development proposal will be reviewed and approved, subject to compliance with applicable
ordinances, by the Site Review Committee, unless a written request is made for Planning
Commission review by a member of the Planning Commission, Board of Supervisors, or an
abutting property owner by the Request for Review deadline. If requested for review, the
development proposal will be reviewed by the Planning Commission. All applicable dates
scheduled for this development proposal are listed below.

Steve,
I have had a chance to review the plan submitted and can offer the following comments on behalf of the
Department of Fire Rescue.
• Indicate the location of fire hydrants. Fire hydrants must be within 400 feet of the building by way
of an approved travel way. (Albemarle County Zoning Ordinance 32.7.6).
• Verify adequate fire flow. Required fire flow is 3750 GPM @ 20 PSI. (Albemarle County Zoning
Ordinance 32.7.6).
