Charlottesville, VA 22902 Subject: Site Review Meeting Comments Dear Mr. Brooks: Below are VDOT's comments for the Site Plans reviewed at the February 22, 2005 Site Plan Review Meeting: SDP 2005 -00010 Crown BMW — Parking Lot Expansion, Route 250: (Yadria Amarante) § This internal change to the site does not create any additional impact to the Transportation system; § The Existing entrance is adequate for the current use; § No improvements are required. SDP 2005 - 00011 Hollymead Town Center — Area C, Block 9, Route 29: (Francis MacCall) § The site is internal to the Hollymead Development, with roadways and entrances that have previously been reviewed and approved; § No additional improvements are required above those currently under construction. SUB 2005 -00047 Keswick Subdivision, Route 231, 616, 731: (Francis MacCall) § This subdivision and development is internal to the private Keswick property and the internal roadway are the responsibility of the development. § However, this subdivision was previously addressed and required improvements were submitted to the County. Please refer to the VDOT comments concerning SP -00 -33 and SDP -00 -063 and as restated in the County letter dated May 7, 2001. The property, described as Tax Map 78, Parcel 15B is located on Richmond Road (Route 250), approximately 600 feet east of the intersection of Stony Point Road (Route 20) and Richmond Road, in the Rivanna Magisterial District. The Comprehensive Plan designates this property as Regional Service in Urban Area 3. This development proposal is scheduled for the Site Review Committee meeting on the date listed below. The applicant's attendance is not mandatory, although it may be requested by the County. Regardless of whether the applicant will be attending, the County staff will be available for consultation on the Site Review Committee meeting date at 10:00 a.m., in Room 235 ofthe County Office Building on McIntire Road in Charlottesville. This meeting will be an informal session with the Site Review Committee to discuss issues and share information. The development proposal will be reviewed and approved, subject to compliance with applicable ordinances, by the Site Review Committee, unless a written request is made for Planning Commission review by a member of the Planning Commission, Board of Supervisors, or an abutting property owner by the Request for Review deadline. If requested for review, the development proposal will be reviewed by the Planning Commission. All applicable dates scheduled for this development proposal are listed below. The engineering analysis of the request follows: Description of critical slope area and proposed disturbance: The site has two strips of possibly man-made critical slopes; one along the eastern corner of the site adjacent to ACSA and one within the site to create a gravel parking area. The critical slopes will be replaced with a gentle sloping parking lot not to exceed 5% slope in any direction. Areas Acres Total site 1.047 Critical slopes 0.202 19.29% of site Critical slopes disturbed 0.170 16.24% of critical slopes Exemptions to critical slopes waivers for driveways, roads and utilities without reasonable alternative locations: There are no exempt disturbances on the site.. Compliance with Zoning Ordinance 18 -4.2: "movement of soil and rock" Proper slope construction, control of drainage, and vegetative stabilization will prevent any movement of soil. "excessive stormwater runoff' Stormwater runoff will not change significantly in this area, and runoff will be controlled by the drainage plan proposed. "siltation" Inspection and bonding by the County will ensure siltation control during construction. Proper stabilization and maintenance will ensure long term stability. "loss of aesthetic resource" This area is not currently visible from Richmond Road (U.S. Route 250). "septic effluent" This is not a concern as the site is a proposed parking lot. Based on the review above, there are no engineering concerns which prohibit the disturbance of the critical slopes as shown.
