The approval of the preliminary site plan is valid for(1)one year in accordance with Zoning Ordinance Section 32.4.3.1. Therefore, the preliminary approval shall expire May 18, 2006. If the preliminary site plan approval expires, a new application must be filed and processed. Please address all of the requirements and conditions listed below and submit eight(8)tentative plan copies to the Department of Community Development. This letter must be submitted with the tentative plans, as a checklist, to document that you have addressed all requirements or conditions, or the tentative plan will be denied. The Erosion and Sediment Control Plan and the BMP Stormwater Management Plan, with the associated applications and fees, may also be submitted with the eight(8)tentative Plans. Failure to do so will result in a separate application to be filed with the Deparhnent of Community Development at a later date. After the initial tentative plan submittal,each department/agency will contact you to discuss any remaining conditions. After all aforementioned deparhnent/agencies have granted a tentative approval, you may submit the final mylars (2 sets), two paper copies, final site plan application, final site plan fee, and a copy of all written tentative approvals to the Department of Community Development. Signing of the plans will occur within one week once it is determined that the final site plan mylars reflect all tentative approvals. The final site plan�vill be subject to all final site plan requirements (Zoning Ordinance Section 32.6), in addition to the following conditions. 1. T`he Zoning&Current Development Division shall not accept submittal of the final site plan for signature until tentative approvals for the following conditions have been obtained. The final site plan shall not be signed until the following conditions are met: � �.r •..� A. Planner approval to include: 1. [32.6.3) Approval of a landscape plan in compliance with Section 32.7.9. and, . 2. Compliance with all conditions of SP-2004-023, in particular the conservation plan, landscaping requirements, and road dedication requirements. and, : 3. [32.6.6(j)] Submittal of a description and photograph or diagram and show the location of each type of outdoor luminaire that emits 3,000 or more initial lumens. Please be aware that installation of such luminaires in the future that are not shown on this plan shall require an amendment to this plan. and, 4. [32.6.6(j)] [4.17.4(b)] Submittal of a photometric plan on the site plan demonstrating that parking area luminaires are in compliance with 4.17.4 b. �� B. Engineer approval to include: 1. The engineering review for current development needs to review and approve all applicable items as specified in the Design Standards Manual, section 902, before recommending tentative approval to the final site plan. and, . 2. The Erosion Control Plan will need more detail and improvements for final approval. Please size all ESC structures far appropriate drainage area. Please include all areas of disturbance in ESC plan. The Drainfields must be in the limits of disturbance. C. Groundwater Manager approval to include: The following revisions should be addressed for the Final Groundwater Management Plan, which is required prior to the Site Plan approval for the Grace Community Church. : 1. Surface drainage and divides should be apparent and labeled in map form. I believe the addition of the drainage divides on Figure 1 will fulfill this requirement and, 2. Please provide a table or spreadsheet of the water well data within the 1000' surrounding zone of the site. Include flow rates, well depth, depth to bedrock or casing length, and water level where these data are present and, 3. Please include your Virginia Certified Professional Geologist seal on the report. D. Virginia Deparhnent of Transportation approval to include: : 1. A drainage easement is necessary where the 30" culvert outfalls on the opposite side of route 606. An easement may exist, however it needs to be labeled and, ' 2. Standard erosion control stone, EG 1 will be required at the outlets of both pipes and, 3. The entrance landing will need to be redesigned with a negative 2% leaving route 606 rather than the positive grade of 4%as shown and, 4. The entrance radii should be increased to 25'. Below are our responses to each of the comments. Planning, Francis MacCall 1. See revised vicinity sketch shown on cover sheet. 2. See sheet 3. 3. See transition note shown on sheet 3. 4. Location of refuse storage is shown on sheet 3 and described in basic information note#6. 5. Sidewalk width is 6' and bumper blocks are not required. Zoning, John Shepherd 1. No written comments were provided at this level of review. Engineering, Steve Snell 1. Uphill stormwater will be captured by two swales constructed at the top of the slope above the proposed improvements. One swale drains to the western boundary of the property to an existing natural drainage way, while the other drains to the eastern most roadside ditch of the entry drive. 2. We feel that all required erosion control measures can be installed entirely on-site. We have added a Conceptual Erosion & Sediment Control Plan sheet to the set for your review. Please note the construction sequence at the top left of the page. 3. Please review and comment on the conceptual erosion control plan and construction sequence. We would be happy to meet with you to further develop this plan of attack. 4. The requested additional topography is now shown on Sheets 2 and 4. 5. The proposed entrance culvert and cutvert under Route 606 have been sized and are shown on the plans. See sheet 4 and attached calculations. 6. Engineering has the following comments: 1. Off-site water(from northward uphill) should not drain across the sidewalks and parking spaces. Please show how the stormwater north of the structure and parking area will be conveyed through the site. [18-32.5.6j,k] 2. It appears a sediment basin will be needed on TMP 21-11 A., along the southwest corner of this site where the site is graded to the property line. Please show a proposed sediment basin location and supply the County with documentation to show an off-site easement can be obtained for this basin. [DM1103, 18-32.5.6j, k, n] 3. A sediment basin will be needed between the entrance road and the parking on the southeastern section of this site. It would be unrealistic to keep this area as a tree preservation area. Please exclude tree preservation from the area for the sediment basin and the area for the ditch downstream of the BMP. As a note: this basin may be converted for stormwater storage if adequate storage is note shown with the swale on the final. It may require the outlet of the BMP to be relocated but would otherwise just require just a retrofit of the sediment basin. [18-32.5.6j, k, n] 4.
