Planning Department Comments:
Shared driveway easements are shown on the site plan around the driveways and these easements will be
recorded when the property is subdivided.
NX. The details of the tot lot equipment have been added to the plans.
' The tot lot equipment specifications have been provided on the plans to be reviewed by Parks and
Recreation.
4. No outdoor lighting is being proposed at this time. A note has been added to the landscaping plans to
satisfy this comment. The note also states that if any lighting over 3,000 lumens is being proposed at a future
date, then the plan will have to be amended through the site review process.
All setback lines have been shown and labeled. The lot lines have been adjusted to ensure a 10' side yard
setback on all units. The boundary line adjustment plat has been submitted match the site plan.

' The square footage of the tot lot areas have been added to sheet 4, and a note has been added to see sheet
11 for the details.

14. The developer has agreed to the concept of the street trees in the development. A plan to this effect has
been included in the plans. This will satisfy the tree planting requirement for the entire Ballard Field
subdivision.
15. The landscaping plan shows the 5' planting easement and any additional easements for the street trees.
These easements will be added to the boundary line adjustment plat, unless the county wants to see an
additional easement plat for these easements.
16. The parking lot has been landscaped to meet the 5% area requirement. See the landscaping plans.
Engineering Comments:
1. The source of topography note on sheet 1 has been modified as requested.
2. A benchmark has been added to sheet 2.
3. The general construction notes have been added to sheet 2 as requested.

1. An all weather emergency vehicle turnabout has been added Summerford Lane at the location as discussed
during the Site Plan review meeting. This may eventually be replaced with an entrance into the Ballard Field
condo site.

2. Attached is a previous fire flow report verifying that 1000GPM can be achieved at 20 psi. Actually,
according to the water model, with a 1000 GPM demand, the psi pressure on the system does not drop below
90 psi. Therefore, please allow this to serve as verification that there is adequate fire protection in the
subdivision development. The development has a direct feed an looping system to a 12" waterline that is
located on the east side of the property. In addition, the ACSA is reporting that 900' from this property, they
are receiving fire flows in the range of 2770 GPM at 20 psi.
VDOT Review:
The developer intends to barricade the access onto existing Haden Lane at the property line as previously
discussed and agreed upon with the approval of Ballard Field. The southern improvements of Haden lane
will be made in conjunction with the development of the subdivision and a standard VDOT barricade will be
placed at the property line. At the time when Jarman's gap road is improved and the intersection of Jarmans
Gap Road and Hayden Road is improved, the developer will make the required improvements to the east side
of Haden Road and remove the VDOT barricade, allowing the subdivision to have access to Jarmans Gap
Road from Hayden Road.
ACSA Review:
The water meters have been positioned so they will not conflict with the driveways or shared driveways.

The above referenced submittal has been reviewed for possible impact to known historic (fifty years old or older)
architectural resources and known or potential archaeological resources with the following results:
1. The Virginia Department of Historic Resources' Historic Resource Quadrangle Maps have no surveyed
historic architectural or archaeological sites identified on within the project area. Note: The absence of
historic resources in DI R records does not necessarily mean that no historic properties are present. It
is possible that the area in question has not been systematically surveyed for resources.
Based upon the information above, I have elected not to conduct a site inspection. However, the presence of a
cemetery and the close proximity to other historic buildings located in the area may be an indication that historic (50
years old or older) resources may be present. If you discover anything that you question pertaining to existing
structures and/or sites and possible historical significance, please contact me to discuss your findings.

Below are VDOT's comments for the Site Plans reviewed at the March 15, 2005 Site
Plan Review Meeting:
SDP 2005 -00017 Old Trail — Ballard Field Townhouses, Route 691: (Yadria marante)
§ The site is internal to the Ballard Field Development, with roadways and entrances
that have previously been reviewed and approved;
§ Part of this phase, develops the area at the end of Haden Lane. This existing roadway
is not adequate to support traffic that may want to use this access. Improvements to
Haden Lane were previously discussed with the applicant who agreed to make the
connection and some of the improvements. If this connection is made traffic will attempt
to use this substandard roadway. The developer will need to install a permanent barracade
at the connection or make the necessary road improvements.
§ It is the Departments recommandation have the south end and east side improvements
made with this development. The Jarman Gap Road project will make the intersection
improvements, and the Haden Lane development has plans to improvement part of the
west side of the Roadway.

I have had a chance to review the plan submitted and can offer the following comments on behalf of the
Department of Fire/Rescue.
• Dead end fire apparatus access roads in excess of 150 feet in length shall be provided with an
approved area for turning around fire apparatus. (Virginia Statewide Fire Prevention Code
503.2.5).
• Verify adequate fire flow is available. Required fire flow is 1500 GPM @ 20 PSI. (Albemarle
County Subdivision Ordinance 14 -521).

13. [18.32.7.9.4.a] Identify the trees and plantings you show on the landscape plans. I need this specific
information so that I can make sure that you meet the minimum requirements for street trees, canopy,
and parking lot landscaping.
14. [18.32.7.9.6 Generally] It's going to be difficult to look at the landscaping requirements on a per -
lot/block basis. Technically, to conform with the ordinance requirements, each block should meet the
street tree and canopy requirements on it's own. For example a 0.472 acre block should provide a 20%
canopy within that individual block or 0.0944 ac in canopy. The review of this is already tedious. I
propose a solution. In reality I only really care about the street trees but I could not require and have you
bond the street trees as part of the subdivision plat. If you would be willing to submit the overall
landscape plan as the landscape plan for the entire development (this includes future townhouse plans as
well) we'll be done. Basically if you do this one plan now we won't have to do another landscape plan
again for the rest of Lower Ballard. If you are agreeable to this let me know and we can work out the
details. We will have to have a separated detail for the parking lot landscaping.
15. [18.32.7.9.6.d] All street trees located on future individual lots must be protected through an easement
agreement and maintained by a homeowner's association. Please show these easements on the site plan
and submit a plat, with a fee and application, which shows these easements and also submit a
maintenance agreement. This plat and agreement must be recorded prior to site plan approval.
16. [18.32.7.9.7] 5% of the area identified in #4 above must be landscaped in order to meet the minimum
parking lot landscaping requirements. Please identify the plantings shown for the parking area on sheet
11 — you may already meet the requirements but I have to verify.

Dear Sir or Madam:
This letter is to notify you that the following development proposal has been submitted to the County
for review:
• SDP 2005 -017 Old Trail - Ballard Field Townhouses Phase 1: Request for Final
(prior to preliminary) site plan approval for 79 townhouse units on 5.11 acres zoned R6 -
Residential. The property, described as a portion of Tax Map 55, Parcel 71 is located in
the White Hall Magisterial District on Jarman's Gap Road (Route 691) approximately 1
mile west of the intersection of Jarman's Gap and Route 240. The Comprehensive Plan
designates this property as Urban Density in the Crozet Community.
This development proposal is scheduled for the Site Review Committee meeting on the date
listed below. The applicant's attendance is not mandatory, although it may be requested by the
County. Regardless of whether the applicant will be attending, the County staff will be available
for consultation on the Site Review Committee meeting date at 10:00 a.m., in Room 235 of the
County Office Building on McIntire Road in Charlottesville. This meeting will be an informal
session with the Site Review Committee to discuss issues and share information.
The development proposal will be reviewed and approved, subject to compliance with applicable
ordinances, by the Site Review Committee, unless a written request is made for Planning
Commission review by a member of the Planning Commission, Board of Supervisors, or an
abutting property owner by the Request for Review deadline. If requested for review, the
development proposal will be reviewed by the Planning Commission. All applicable dates
scheduled for this development proposal are listed below.

been reviewed. The engineering review for current development can not recommend approval of the final
(prior to preliminary) site plan until the following items have been adequately addressed.

the previously approved proposed grading for the Ballard Field Subdivision Plan.
