NX. The details of the tot lot equipment have been added to the plans. ' The tot lot equipment specifications have been provided on the plans to be reviewed by Parks and Recreation. 4. No outdoor lighting is being proposed at this time. A note has been added to the landscaping plans to satisfy this comment. The note also states that if any lighting over 3,000 lumens is being proposed at a future date, then the plan will have to be amended through the site review process. All setback lines have been shown and labeled. The lot lines have been adjusted to ensure a 10' side yard setback on all units. The boundary line adjustment plat has been submitted match the site plan. f! The north arrows have been added to the landscaping plans. ' The square footage of the tot lot areas have been added to sheet 4, and a note has been added to see sheet 11 for the details. 47 The area of the paved parking lot has been shown on sheet 9. On sheet 2, the proposed paving material cross sections for the parking lot, driveway, sidewalk, and trailway have been added. 12. The signature panel has been updated as requested. 13. The trees have been identified and the plans have been updated to show the calculations. 14. The developer has agreed to the concept of the street trees in the development. A plan to this effect has been included in the plans. This will satisfy the tree planting requirement for the entire Ballard Field subdivision. 15. The landscaping plan shows the 5' planting easement and any additional easements for the street trees. These easements will be added to the boundary line adjustment plat, unless the county wants to see an additional easement plat for these easements. 16. The parking lot has been landscaped to meet the 5% area requirement. See the landscaping plans. Engineering Comments: 1. The source of topography note on sheet 1 has been modified as requested. 2. A benchmark has been added to sheet 2. 3. The general construction notes have been added to sheet 2 as requested. An all weather emergency vehicle turnabout has been added Summerford Lane at the location as discussed during the Site Plan review meeting. Attached is a previous fire flow report verifying that 1000GPM can be achieved at 20 psi. Actually, according to the water model, with a 1000 GPM demand, the psi pressure on the system does not drop below 90 psi. Therefore, please allow this to serve as verification that there is adequate fire protection in the subdivision development. The development has a direct feed an looping system to a 12" waterline that is located on the east side of the property. In addition, the ACSA is reporting that 900' from this property, they are receiving fire flows in the range of 2770 GPM at 20 psi. VDOT Review: The developer intends to barricade the access onto existing Haden Lane at the property line as previously discussed and agreed upon with the approval of Ballard Field. The southern improvements of Haden lane will be made in conjunction with the development of the subdivision and a standard VDOT barricade will be placed at the property line. At the time when Jarman's gap road is improved and the intersection of Jarmans Gap Road and Hayden Road is improved, the developer will make the required improvements to the east side of Haden Road and remove the VDOT barricade, allowing the subdivision to have access to Jarmans Gap Road from Hayden Road. [18.32.7.9.6 Generally] It's going to be difficult to look at the landscaping requirements on a per - lot/block basis. Technically, to conform with the ordinance requirements, each block should meet the street tree and canopy requirements on it's own. For example a 0.472 acre block should provide a 20% canopy within that individual block or 0.0944 ac in canopy. The review of this is already tedious. I propose a solution. In reality I only really care about the street trees but I could not require and have you bond the street trees as part of the subdivision plat. If you would be willing to submit the overall landscape plan as the landscape plan for the entire development (this includes future townhouse plans as well) we'll be done. Basically if you do this one plan now we won't have to do another landscape plan again for the rest of Lower Ballard. If you are agreeable to this let me know and we can work out the details. We will have to have a separated detail for the parking lot landscaping. 15. [18.32.7.9.6.d] All street trees located on future individual lots must be protected through an easement agreement and maintained by a homeowner's association. Please show these easements on the site plan and submit a plat, with a fee and application, which shows these easements and also submit a maintenance agreement. This plat and agreement must be recorded prior to site plan approval. 16.
