I'm sure a copy was sent out to VDOT shortly after that date. EIIie has received almost all comments back from various departments but one that we are still looking for are the VDOT comments / approval. Would you be able to provide an ETA for VDOT's comments? The engineering analysis of the request follows: Description of critical slope area and proposed disturbance: The critical slopes proposed as being disturbed are man -made slopes of 2:1 that were created when the fire station was constructed. There are three critical slope areas on site; the first critical slope is along Berkmar Drive, the second is located in between the fire station and parking lot, and the third is behind the fire station. The applicant requests to disturb these critical slopes for a proposed building addition, for an access to separate the emergency and non - emergency traffic, and for a proposed mechanical pad. Areas Acres Total site 1.785 acres approximately Critical slopes 0.18 acres 10% of site Critical slopes disturbed .08 acres 44% of critical slopes The critical slope along Berkmar Drive is exempt from the critical slopes waiver due to no reasonable alternative locations for an additional entrance. The critical slope in between the fire station and the parking lot are also exempt provided that retaining walls are designed for areas with an elevation difference of 6' or greater. The critical slope behind the Fire Station will have minimal disturbance for a mechanical pad. I recommend the disturbance of these manmade critical slopes. Compliance with Zoning Ordinance 18 -4.2: "movement of soil and rock" The site will require proper slope construction, control of drainage, and vegetative stabilization to prevent any movement of soil. The elevation of the existing building is much lower than the existing parking lot. The proposed building addition will cut into the existing topography and retaining walls will be required in between the parking lot and the building addition. "excessive stormwater runoff" The critical slope runoff located along Berkmar Drive is currently draining into a culvert under the existing entrance road and routed to a vegetative area south of the fire station. The disturbance of this critical slope and the additional impervious entrance road will increase the runoff. The proposed building addition will also increase the runoff. A stormwater management analysis will determine if the size of the existing culvert needs to be increased and if erosion control measures are warranted in the vegetative area. "siltation" Inspection and bonding by the County will ensure siltation control during construction. The waiver request (s) would include the following items: • Disturbance of the 20' buffer zone at the back of the parking lot in close proximity to the location of the new ADA compliant parking spaces. The extent of the disturbance would be removal of an existing 10' x 10' concrete dumpster pad and the subsequent minor grading and seeding to repair the depression in this area where the dumpster pad had been. ❖ A small corner section (approx. 12 Square Feet) of new concrete sidewalk that extends into the 20' buffer zone at the location where the ADA compliant parking spaces connect to this sidewalk. (see attached blown -up portion of drawing) Both of these items and their locations are behind fencing and some deciduous trees and bushes but we will add additional plantings for "protection" or screening purposes to enhance the site. This will be reflected on our drawings. The other waiver request we discussed was for critical slopes and that is being prepared by your office. A critical slope waiver will be required since the plan shows disturbance of those slopes. They appear to be man -made slopes created from construction of the original fire station and Berkmar Drive, which used to be an administrative waiver, but now must go to the Board (on consent unless they pull it for discussion). I am supposed to meet with Engineering sometime today to find out exactly what type of request you need to submit...1'11 let you know once our meeting is done. However, if the site is currently non - conforming in regards to be setbacks /buffers they won't be enforced on this site plan as long as the current condition is maintained as is. In other words, I think the parking lot probably violates the setback and buffer requirement along the back property line, but as long as the parking lot isn't being changed it is fine. If you have to remove the parking lot and then replace it in the exact same place, then the standards do apply. Basically if it's non - conforming now it can remain as such, but if your construction plan includes removing the non - conformity and then reconstructing it, it must conform. I hope this makes sense, this is one of the more confusing interpretations of our code. Feel free to give me a call if you have any questions. 4. I was incorrect about the light pole height. We do have a height restriction in the Entrance Corridor, but otherwise light poles are governed by the height restriction within the zoning district. Because this a major amendment it doesn't get a letter or approval or disapproval after the initial review. The plan is reviewed for both initial plan and final plan requirements at the same time and approval is given in the form of a signed site plan when all comments have been addressed. I had this question too, because our site plan amendment policy is a little ambiguous about major amendments...but basically a major amendment is a Final Site Plan, instead of an Initial Site Plan, that has to go through the SRC process....so no interim approvals are given. I hope this makes sense. ❖ Do we have a specified period of time to respond if it is disapproved? Is that 10 ten days? No worries about this. ❖ Are we good on the grandfathered parking lot situation or do we need to submit a waiver request for that? It sounds to me like some portions will be grandfathered and some won't. The location and grade of the parking lot area where you're just removing the top coat and replacing it is exempt, but it sounds like the entrances aren't because one is totally new and one is significantly reconstructed. If the grading in the undisturbed buffers remains, that will also require a waiver. Engineering is working on figuring out what type of waiver is required for the entrances; it will either be a County Engineer decision or a waiver processed similar to the critical slope waiver, which could be included on the same report that goes to the Board. Once they give me the word, I'll let you know. In the meantime, it might be good idea for the DJG folks to figure out how much they can reduce the grades on those entrances. Engineering has Thursday afternoon meetings every week if that's necessary, or we can always do a conference call to work all of these issues out. Thanks very much. Because this a majorarnendme it doesn't get a letter or approval or disapproval after the initial review. The plan is reviewed for both initial plan and final plan requirements at the same time and approval is given in the form of a signed site plan when all comments have been addressed. 1 had this question too, because our site plan amendment policy is a little ambiguous about major amendments...but basically a major amendment is a Final Site Plan, instead of an Initial Site Plan, that has to go through the SRC process....so no interim approvals are given. | hope this makes sense. + Do we have a specified period of tinie to respond if it 15 disapproved? Is that 10 ten days? No worries about this. + Are we good on the grandfathered parking lot situation or do we need to submit a waiver request for that? It sounds to me like some portions will be grandfathered and some won't. The Iocation and grade of the parking lot area where you're just removing the top coat and replacing it is exempt, but it sounds like the entrances aren't because one is totaily new and one 15 significantly reconstructed. the grading in the undisturbed buffers remains, that will also require a waiver. Engineering is working on figuring out what type of waiver is required for the entrances; it either be a County Engineer decision or a waiver processed similar tc the critical slope waiver, which coud induded on the same report that goes to the Board. Once they give me the word, |'U let you know. In the ms :ime, it might be good idea for the DJG folks to figure out how rnuch they can reduce the grades on those et:es. Engineering has Thursday afternoon meetings every week if that's necessary, or we can always do a c: ce caIi to work all of these issues out. Thanks very much.
