How should we proceed? At this point, I think the choices are 1) I write your conditional approval letter and you guys try to work out your issues with VDOT before or during the final plan process,2)withdraw the application, or 3)extend your deferral to include the time that's already passed since I'm late in following up on this...and any additional time you think you need. Seems to me that conditional approval is better than no approval, but you tell me what you want to do. You can set the time limit you want, like an additional 30 days or something like that. It's pretty much a technicality, but if you just send an email asking that action be deferred for X amount of time,that's all I need. I don't know why I didn't think of that before, but that's an easy fix. I think they will need to revise the plan before it can be approved, but let's chat when you have a minute. Motion: Mr. Quale moved to forward the recommendations outlined by staff to the agent for the Site Review Committee, as follows: • Regarding requirements to satisfy the design guidelines as per § 18-30.6.4(2), (3) and (5): o As per § 32.4.2.2(b)(3) and 30.6.4(c)(3) and EC Guidelines 35a and 36a, it is not clear that sufficient planting area is available along the west side of the site to accommodate shrubs and trees at 2'/2" caliper, 40' on center, along the front parking lot or that sufficient planting area is available to accommodate trees and shrubs to mitigate the appearance of the east and west building elevations. • Regarding recommendations on the plan as it relates to the guidelines: o None. • Regarding recommended conditions of initial site plan approval: o A Certificate of Appropriateness is required prior to final site plan approval. o Provide utility free planting area along the west side of the site to accommodate shrubs and trees at 2%2" caliper, 40' on center, along the front parking lot or provide evidence that those trees and shrubs in this area will not conflict with or be compromised by existing or proposed utilities. o Provide sufficient planting area for trees and shrubs to mitigate the appearance of the east and west building elevations. • Regarding conditions to be satisfied prior to issuance of a grading permit: o Provide a tree conservation plan.
