ARMCCA is the umbrella corporation that is comprised of 2050 Abbey Rd, "C" LLC, SOPJAC LLC, and SIDLAND LLC which is contiguous with the proposed retail development. Based upon the initial site plan we have the following thoughts and comments for your consideration: These offices are used for medically related specialties. Many elderly, infirmed, and orthopedically challenged patients have to navigate the one entry/exit point on Hickman Road. Many of these people use walkers, canes, or wheelchairs. We have a concern over a high volume retail center that will cause many vehicles sharing this common entry/exit point due to our concern for our patient and traffic safety. There is a concern that a drive through Starbucks will add to the traffic volume and exacerbate any traffic flow problems. We would like to ask that the long retaining wall in the back of the property be constructed in a manner that will use materials that are aesthetically pleasing and fit in with the pastoral nature of this area.This wall will be visible and will blend in with the backside of our building. We appreciate the opportunity to express our thoughts and concerns and hope to have a party represent us at your meeting. I was wondering if you would be interested in reviewing the plan and providing comments on the landscaping? I didn't have an extra copy, but I finally got my hands on one this morning, so if you want to review it I can leave it down at the front desk. These voluntary guidelines are intended to enhance the visitor experience at Monticello by identifying design practices that will help reduce the visual impact and better camouflage development in view of the Monticello mountaintop. The Monticello Vistas, defined in the Albemarle County Comprehensive Plan as all property visible from the Monticello mountaintop, is identified on a GIS map on file with Albemarle County called the Monticello Vistas Map. Since visibility is influenced by site specific characteristics such as location, existing vegetation and terrain,not all of the listed design practices will apply to every site. When considering exterior renovations, land clearing, and development projects within the vistas,the Thomas Jefferson Foundation encourages landowners and developers to visit Monticello to discuss their projects with Monticello planning staff. First,there is no approved pre-application plan on record, so the application fee should have been $1357.65 ($1200 plus$0.015/sf non-residential ($157.65)). The remaining$500 fee must be paid before comments will be released at the SRC meeting. Additionally, it appears a special exception will be required for disturbance of critical slopes. Special exceptions go to the Board of Supervisors (on consent) for approval if the County is recommending approval. If the County recommends denial, it goes to public hearing. In this case, I anticipate that it will go on consent because the slopes appear to be manmade...the ultimate determination will be made during review of the request. The earlier the request is submitted (with the $425 fee)the earlier it can be reviewed and scheduled for a BOS meeting agenda. See sections 4.2.5 and 2.5 for information regarding how to submit the request and the review process. Please let me know if you have any questions or need additional information.
