Attached, please find an exhibit that shows you what we are proposing, with the underground pipes turned off for clarity. You can see better in this exhibit the drainage pattern in the grassed swale, including the grade break at the center(elevation 94.3). As we discussed, we used the area of direct drainage into the Forest Hills pond to set the water quality removal goals. Given that a significant part of the drainage area is wooded (and undisturbed),the grassed swales are sufficient for water quality treatment and protection of the existing pond. We added a sheet to the drawing set to show the quality calculations so that it wouldn't create confusion on the water quantity control sheet. Water quantity control is provided within the pipes, and the 10-year model was sent along with the 2-year model to address your comment. I apologize if that was left out of the last submittal. Please let me know if you have any questions or if you do not received the resubmittal package this week. All responses are based upon Albemarle County Planning comments dated 14 February 2013; and Engineering comments dated 11 February 2013. Listed below are the responses for your consideration. PLANNING COMMENT RESPONSE 1. [32.5.2(a)] Provide the name of the owner on the Cover Sheet. Please also add R-15 to the Zoning note, a portion of this parcel is zoned R-1 and a portion is zoned R-15. Please refer to sheet 1 where R-15 was added to the Zoning designation. 2. [32.5.2(a)] Please verify the accuracy of the'boundary lines. The lines shown (within proximity of the proposed work) appear much closer than those shown in GIS. Please refer to note#12 on both sheet 4 and the enclosed copy of the "Topographic Survey of a Portion of Hollymead Substation" stating "Property lines shown hereon are based upon field found monumentation, referenced deeds and plats." 3. [32.5.2(a)] Provide the source of survey and topography. Please refer to note#11 on both sheet 4 and the enclosed copy of the "Topographic Survey of a Portion of Hollymead Substation" stating "field work performed by Burgess & Niple, Inc., November 2,2012." 4. [32.5.2(d)] Show areas of the site where existing slopes are critical slopes. Please refer to sheet 4 for critical slope areas as determined per GIS Y2007 CRITICAL SLOPES >25%) REF: ALBEMARLE COUNTY G.I.S. 5. [4.2.6©] The Agent has determined that this use is exempt from the building site requirements of section 4.2.2. The applicable exemption section reads as follows, "A lot, structure, or improvement may be exempt from the requirements of section 4.2 a provided herein: ...Access ways,public utility lines and appurtenances, stormwater management facilities, and any other public facilities necessary to allow the use of the parcel shall not be required to be located within a building site and shall not be subject to the requirements of this section 4.2.2,provided that the applicant demonstrates that no reasonable alternative location or alignment exists. [32.6.1(a)] Site Plans, and any amendments to a plan, must be prepared, sealed, signed and dated by an architect, professional engineer, land surveyor, or certified landscape architect, each of whom shall be licensed to practice in the Commonwealth of Virginia. Please seal, sign and date each page of the plan set. Please refer to plans where seal, sign and date are included. 7. [32.6.2(j)] The landscape plan sheet should show any proposed tree removal. Please refer to sheet 6 for trees to be removed. 8. [32.6.2(j) & 32.7.9.4(b)] Existing trees may be preserved in lieu of planting new plant materials in order to satisfy the landscaping and screening requirements of section 32.7.9. The landscape plan should show the trees to be preserved, the limits of clearing, the location and type of protective fencing, grade changes requiring tree wells or walls, and trenching or tunneling proposed beyond the limits of clearing. The applicant shall sign a conservation checklist approved by the agent to ensure that the specified trees will be protected during construction. Except as otherwise expressly approved by the agent in a particular case, the checklist shall conform to the specifications in the Virginia Erosion and Sediment Control Handbook, pages III- 393 through 111-413, and as hereafter amended. This checklist should be scanned and added to the Landscape Plan Sheet. Please refer to sheet 6 where tree preservation, limits of clearing, type of protective fencing, grade changes and the conservation checklist are shown. 9. [32.6.2(j) & 32.7.9.7] Screening that meets the requirements of 32.7.9.7(d) is required (minimum 20' depth). It appears that existing vegetation meets this requirement; please verify. If this is correct, the addition of the above-noted conservation plan and checklist will satisfy this comment. Please refer to Landscape note#1 on sheet 6. 10. [32.6.2(j) & 32.7.9.8] Tree canopy that meets the requirements of 32.7.9.8(a)(1) is required (minimum 10%of parcel). It appears that existing vegetation meets this requirement; please verify. If this is correct, the addition of the above-noted conservation plan and checklist will satisfy this comment. Please refer to Landscape note#2 on sheet 6. 11. [32.6.2(k) & 4.17] Please clarify if any new outdoor lighting is proposed. If new fixtures are proposed, a lighting plan must be submitted that meets the requirements of section 4.17. No new outdoor lighting is proposed. 12. [Comment]This site plan amendment cannot be approved until VDOT completes their review and grants their approval; comments will be forwarded upon receipt. Zoning, Fire/Rescue, inspections, and ACSA have completed their reviews and each has no objection. Engineering comments have been provided. A. Site Development Plan (SDP201300005) 1. It appears there is one critical slope located south of site that will be slightly disturbed during the construction of the additional gravel area. It also appears that the runoff for the entire site will be routed into a storm sewer with the outflow concentrated near the critical slope area. The applicant requesting the waiver shall file a written request explaining how the waiver, if granted, would address the rapid and/or large-scale movement of soil and rock, excessive stormwater runoff, siltation of natural and man-made bodies of water, loss of aesthetic resources, and, in the event of septic system failure, a greater travel distance of septic effluent(collectively referred to as the "public health, safety, and welfare factors")that might otherwise result from the disturbance of critical slopes. [Section 4.2.5] This comment has been disregarded per Albemarle County's Planning Division direction. Please refer to County Planning comment#5. 2. Please show the drainage easements within the property boundary. Per the certified "Topographic Survey of a Portion of Hollymead Substation," there is no drainage easement within the Hollymead Substation boundary. 3. The property drains into a lake managed by the Forest Lakes Community. Per Section 17.314 and section 17.315, water quality and quantity will need to be addressed. A WPO application can be filled out for the stormwater management and erosion and sediment control review. The load reduction calculation spreadsheet can be found on our website, (address provided). No water quality BMP measures will be required with this site expansion as the impervious cover is less than 20%. 4. Please show the VDOT Flared End Section ES-1 for the outlet pipe. The pipe E2 will now be removed. A proposed 12" outlet pipe (pipe number 7)will be anchored in the proposed retaining wall and the retaining wall will serve as a pipe headwall. 5. The area between the proposed grate inlets will start ponding. Please revise to prevent ponding. The wall has been revised and ponding resolved. Please refer to sheet 5 where a 4 foot wide flat bottom ditch provides positive drainage from elevation 494.30 east of storm structure #3 to the proposed inlet numbers 1 and 5 at elevation 493.90' respectively. 6. Please provide the detail of the I' wide wall located south of site. Please refer to sheet 8 for retaining wall details. Fully detailed wall construction plans will be submitted with the application for a wall building permit. 7. On sheets 5 and 9 for post development, please do not show the grate inlet and pipe to be removed. The existing grate inlet and existing 12" storm pipe that are to be removed are no longer shown on plan sheets 5 and 9. Please revise E2 to be a 24" RCP outlet pipe. The E2 drainage description is no longer valid and has been replaced with drainage description number 7. This pipe will remain as a 12" storm sewer pipe. The upstream manhole (structure number 3), pipe number 2 and pipe number 6 serve as storm detention. A plate with a 9" orifice will be placed on the upper invert of pipe number 7 to regulate flows to be less than the pre-development conditions. Please refer to attached stormwater management calculations for further detail and support. 9. The site will eventually drain into (2)-12" DIP before entering the pond. Please replace pipes with a 24" RCP. This will require permission from the Forest Lakes Community Association, Inc. Please provide. The(2) 12" DIP storm pipes do not need to be replaced with a 24" RCP since post- developed flows are less than the pre-developed flows and the existing system is stable. Please refer to attached stormwater management calculations for further detail and support. The alterations to the substation are all part of the 230kv line approval by the SCC under Virginia Code 56-46.1. Of course, a site plan amendment will be required for the substation work. Ron H. 1
