We have revised the plans per comments dated February 28, 2014. Please find below detailed comment responses describing the changes made to the plan for each of your comments that we have addressed. We have only addressed comments dealing with the initial site plan. Planning 1. The parking schedule has been updated on Sheet C1 to reflect all parking requirements for all units. 2. A phase line has been shown on Sheet C4. 5. All sidewalks have been labeled; a sidewalk detail can be seen on sheet C11. This detail has been referenced several locations on the plan. 6. A note has been added to Sheet C1 stating that each unit will have a private trash can. 7. The waterline has been shifted to make room for street trees in landscape strips. Per our discussions at the SRC meeting landscaping has been placed near storm sewers. VDOT 1. The plan has been updated to include CG-6 along the entirety of Bennington Road as well as Georgetown Road. 2. Road "A" has been labeled as a private road. 3. The right of way has been updated to include a section of Road "B"for a turn-around. The right-of-way has adequate dimensions for a branch type turn around per appendix B(1). 4. All storm sewers along public roads have been changed to be perpendicular. Street trees may be planted within 3' of the pipe in some locations. 5. A crosswalk has been added to the intersection of Georgetown Road and Barracks Road with CG-12 provided. 6. Bennington Road and Georgetown Road intersections have been updated and include one cross walk in each direction and CG-12 at each crossing. 1 7. A 3' landscape strip has been included on Bennington Road; the sidewalk has been relocated to the south side of Bennington Road as requested. 8. The T type turnaround on Bennington Road has been updated to be 120'wide, 20'deep with 28' radii. 9. ST-14 has been relocated to the west side of Georgetown Road as requested. 10. The on street parking has been changed so that the parking does not interfere with the sight distance lines on the section of Georgetown Road between Barracks Road and Bennington. 11. All storm sewers along public roads have been changed to be perpendicular. 12. After review we believe that the current configuration of the storm sewer cannot be easily changed without adversely impacted required improvements for signals and signal controls in the intersection. 13. A typical section for Bennington Road has been included on Sheet C11. Engineering 1. Sight distances have been added to intersections. 2. The turning radii have been updated at all intersections to meet the minimum requirement of 25'. 3. The sag curve on Road "B" has been revised to meet the 155' minimum stopping site distance. 4. CG-3 has been specified for the "T"type turnarounds. 5. The sidewalk near the turnaround on Bennington has been revised to match the layout in Road "B". 6. ST-19-1 and ST-20-1 have been specified to be domed grate inlets. 7. The roof drains for lots 39-44 have been removed and a swale has been placed behind the units emptying into a DI to capture the runoff into the infiltration system as was discussed. 8. As discussed, the primary issue with the structure in Smithfield Road is lack of maintenance. After discussing the issue at the SRC meeting we concluded that a design that was less prone to clogging would also pose a safety issue. VDOT recommend that when the Out Of Bounds neighborhood conducts the downstream reviews that VDOT be notified of any clogging in the DI and they would address the clogging at that time. 9. There are no future connections for the proposed roads. E911 1. This comment will be addressed with the final site plan submittal. Fire Rescue 1. The fire hydrants have been relocated to the north corner of each intersection with Georgetown Road. ACSA 1. The fire hydrants have been relocated to the north corner of each intersection as requested by Fire and Rescue. 2. A secondary waterline connection in the intersection of Westminster and Bennington roads has been specified. 3. The waterline connection to Barracks Road has been relocated to avoid work in the intersection. 2 Please let us know if you have any additional questions about the revisions or if any new materials are required.
