[32.5.2] Provide the recent ZMA Amendment number to the plan, as well as the proffers from that ZMA. ZMA2011-008. Response: ZMA2011-008 has been added to the Plan. The proffers for ZMA2011- 008 have been added to the plan (sheet C-3). 2. [32.7.9.7] There appears to be a dumpster in the initial phase.Show the screening for this dumpster in accordance with this section. Response:The dumpster is part of the initial phase. The dumpster enclosure will consist of a 6' tall, white wood fence. In addition, the dumpster was rotated 90 degrees. 3. [32.4.1.2(b)] Revise the scale for the initial phase plans to 1"=20'. It is too difficult to read at 1"=30'. Response: The plan was originally approved at 1"=20', and the minor site plan amendment is keeping to that standard. Comments from Fire Rescue(comments dated September 29, 2013): 1. The travel way between the dumpster pad and the car wash building doesn't maintain a 20 ft clear travel way. Please clarify the location of the fence around the dumpster. Response: The travel way between the dumpster pad and the car wash building does maintain 20 ft clear. The screening around the dumpster is shown. The dimension is shown on the initial plan (sheet C4.2) 2. All new commercial buildings require a fire hydrant with in 500 ft per travel way of each building. Hydrants should be located on the north side of Rte 240 so as to not block traffic when being used.This would allow Rte 240 to remain open during an emergency at this location. Response:A fire hydrant is within 500 ft per travel way of the buildings. Any commercial buildings that require a sprinkler system shall have the FDC located on the address side of the building and within 50 ft of a fire hydrant. Response: The car wash does not require a sprinkler by code, but will be reviewed at the time of the building permit. Comments from ASCA(comments dated October 16,2013): 1. Submit 3 sets of plans with a water data sheet directly to the ACSA for construction review. Response: Per meeting with ACSA, this is not required. 2. Initial Phase: Provide fixture counts for the existing "2 Story Cinder Block"and proposed "Auto Laundry 1 Story Car Wash"so the ACSA can confirm that the existing 1"water meter is sufficient to serve both buildings. Response: Per meeting with ACSA, a note to the plan was added "All meter sizes (and adequacy) to be verified by the ACSA at the time of building permit application". 3. Initial Phase:Call out two unused water meters (5/8"serving 5370 and 5/8"vacant which use to serve 5374) to be abandoned. Response: Per meeting with ACSA, this is not needed. 4. Initial Phase:Install new fire hydrant assembly on South West corner of property (hydrant should be end up in the island behind the sidewalk which will be completed in the final phase). Response: Per meeting with ACSA, this is not needed. 5. Reconfigure water meters so they are tapped off of the new water main serving the fire hydrant (this will limit future switchover work to only the fire hydrant main when the existing 6" and 12"water mains are replaced with a single 16"water main). Response:All existing taps will remain and will be used. A note to the plan was added "All meter sizes (and adequacy) to be verified by the ACSA at the time of building permit application". 6. Initial Phase:Show existing sanitary sewer lateral for"1 1/2 Story Frame" to ensure it is not located where the proposed "Auto Laundry 1 Story Car Wash" is. Response: Note was added to the plan "Sewer lateral to be field located and adjusted as needed". 7. Show profile of existing sanitary sewer line with existing grade and proposed grade. Response:The profile was added to sheet C-9. 8. Final Phase:Show water service for"Auto Laundry 1 Story Car Wash." Response:The water service to the AL for the final phase was added to the plan. 9. Call out "oil/water separator"for car wash facility. Comments from Engineering(comments dated October 3, 2013): 1. Existing topographical information appears possibly outdated. Please provide the date of survey and surveyor on Sheet 1. Response:The topographical information was field verified and has not changed since the final site plan was approved. Remove the one located to the west. c)On parking lot adjacent to Rte 240, provide box before DI-3B. Response:All filterra boxes (locations and sizes) have been verified with the manufacturer. 4. Parking space next to building over unlabeled underground structures does not appear to have safe backing out area. [Revision 1] Comment not addressed.The travelway in that area also appears be unsafe. Please see attached image 2 for my travelway recommendation. Response: The radii for the islands were revised to 3'. 8. Parking spaces in final phase need to be 18' from back of entrance radius to prevent queuing onto State Route 240. [Revision 1] Comment not addressed. Per VDOT, commercial entrances shall have a minimum throat length of 35' and a minimum entrance radius of 25'. Response: VDOT has approved the minor site plan amendment.••. •= - - •- - -= - -- =- • ••- • - • = - - --- - -- - grade changes should suffice for building permit reviews. 10. Please show safety railing on retaining walls over 1' in height (building permit may be more strict) 12. [Comment 2] It is not shown on the plan how the proposed gas line ties to the existing gas line. It appears there is a proposed building on the existing line shown on sheet 4. Please show or state the gas line has been relocated away from building footprint. Response:It is standard for the gas company to install the gas line and gas meter for new buildings and is coordinated at the time service is provided. The contractor will field locate and avoid utility conflicts during construction. A note has been added to the plan stating the above. 13. [Comment 2] On sheet 5, the proposed grading limits south of auto laundry extends to existing pavement.This area will need to be demolished. Please clarify or show on plans.See image 1 for pavement transition from existing site to auto laundry for initial phase. Response:As discussed in the engineering meeting, the contractor shall work the grade transition in the field. 14. [Comment 2] Please note the 18" concrete pipe to a DI running in a SE direction from the dumpster pad is not shown to be installed at the initial phase.This means the dumpster pad will be built, then demolished and rebuilt again in the final Phase. Please clarify. Response: The storm sewer line has been extended under the dumpster pad and will be plugged for future use. 15. [Comment 2] On sheet 10, show waterline from auto laundry to connection. Response: The waterline has been shown. 17. [Comment 2] Provide CG-6 for entire curbs length where filterra boxes are located. Response: The plan will not be revised to show CG-6. Coordination of requirements for the filterra boxes has been met with the manufacturer. The EC plan will show the drainage areas and spot elevations to verify positive drainage to the filterra boxes. Correctly show which buildings the existing 4 water meters located along the frontage of TMP#56A3-9 serve. Response:The existing 4 water meters will remain in service until the final phase. There is a single 5/8" line serving the restaurant bldg. There is a 1"serving the laundry-mat, which will also serve the car wash (laundry-mat will be downsized or moved out by final phase). There is a 3rd 5/8"meter serving the west end of the east building (where the Green Olive Tree is currently). There is a 4th meter that is to be designated for the car wash with additional water if needed from the laundry-mat meter. These items will be addressed with building permit for each phase. The proposed on-site water service for the car wash is shown on the plan. 2. Provide water meter for"Auto Laundry/ 1 Story Car Wash." Response: The water service to the auto laundry will use the existing water meter to the laundry mat. The proposed on-site water service is shown on the plan. 3. Provide "proposed grade" profile view of existing ACSA sanitary sewer on site. Response:The profile for the ACSA sanitary sewer on site will not change. The tops will be adjusted during construction. 4. Provide information regarding building uses so the ACSA can determine if grease interceptors are required. Response: The auto laundry will have a water recovery system (attached). A grease interceptor, per ACSA requirements, will be provided between the drains in the self-serve wash bays and the sewer manhole and will be part of the building plans. For the final plans buildings, depending upon the use, code requirements will be met using grease traps. 5. Call out any existing tap that will not serve a proposed water meter"to be abandoned at the main." Response:All existing taps will remain and will be used. 6. Provide fixture counts so the proposed water meters can be sized. If fixture counts are not available please change note on water meter to "to be sized by ACSA." Response: Note was changed to "to be sized by ACSA, as needed." Comments from Engineering 1. Existing topographical information appears possibly outdated. All topography will be field verified by design engineer within the last year. Response: The back out distance of parking spaces next to the proposed building is greater than the required back out distance. 5. Dumpster pad area does not appear accessible to disposal trucks per one-way directional arrows as shown. Response: The dumpster pad was rotated 90 degrees to accommodate the one- way traffic flow. 6. Please show "tire path" for trash removal truck to dumpster pad area per AASHTO single unit truck standards. Response: The dumpster pad was rotated 90 degrees to accommodate the one- way traffic flow and meets AASHTO standards. In addition, the dumpsters will most likely be emptied after hours. 7. Island radii will be 3' minimum for safety. (Policy) Response: The final site plan was approved with 2'radii. The islands that are the dividers between the wash bays will be less than the required radii due to the smaller distance between wash bays. 8. Parking spaces in final phase need to be 18' from back of entrance radius to prevent queuing onto State Route 240. Response:The parking spaces on the final plan at the west entrance (the closest to Rte 240) has a clear distance of 19.27' to Rte 240, greater than the 18' minimum required. In addition, at the final phase, there will be a full lane across the front which will be split-right in west entrance and left in east entrance. This will also prevent queuing problems. 9. Retaining walls will be labeled with maximum height (walls require building permits according to Building Official policy). Top and bottom elevations at grade changes should suffice for building permit reviews. Response: There are no retaining walls over 4' in height on the project. 10. Please show safety railing on retaining walls over 4' in height (building permit may be more strict) Response:There are no retaining walls over 4' in height on the project. 11. Guardrail with VDOT designation will be shown for retaining walls next to parking or travelway. Response:There are no retaining walls on the project. Drainage, Stormwater Management and Mitigation Plan 1. Previous plan WP0200900016 has expired per 17-204.G of County Code. A new application, plan, and fee are required for review and approval. No review performed at this time. Previous plan WP0200900016 has expired per 17-204.G of County Code. A new application, plan, and fee are required for review and approval. No review performed at this time. Response:The EC plan will be submitted under separate cover and a new application, plan and fee will be submitted. Comments from VDOI 1. Sight distances are to be measured at 14.5'from the edge of the travel way and 4' from the center of the entrance. The sight lines shown on the plan need to be shown at the proper locations and the sight line easements adjusted accordingly. Response:This plan was previously approved. The sight lines are shown and the sight line easement has been recorded to the east of the property. 2. The P/L right of way line to the east of this parcel should be shown so that any necessary sight line easement may be accurately shown. Response: This plan was previously approved. The sight lines are shown and the sight line easement has been recorded to the east of the property(DB/PG 38031514). The plat is attached to this letter for reference. 3. The two entrances to remain open as part of the initial phase of the site development, do not meet Access Management spacing requirements. The existing entrance shown at the eastern most property line should be the second entrance to remain open as part of the initial phase. Response:An AM-2 exception request has been submitted to VDOT. 4. An AM-2 exception request needs to be applied for by the applicant for any entrance not meeting spacing requirements as part of either the initial phase of development or the final phase of development. Response:An AM-2 exception request has been submitted to VDOT for the initial and final phases of the project. 5. The minimum required throat length for the commercial entrances shown is 35'. The western entrance shown for the final phase of the development scales to approximately 25'. Response:This final phase of the plan was previously approved and no changes to the front entrance for the final phase are anticipated. In addition, the west entrance is restricted per VDOT requirements as right in/out only and east entrance is the truck entrance. 6. The minimum required radius for the commercial entrances shown is 25'. The radii for the western entrance shown for the final phase of the development are shown to be 15'. Response:This final phase of the plan was previously approved and no changes to the front entrance for the final phase are anticipated. 7. A striping plan for the Route 240 widening needs to be provided to clearly define the traffic pattern for ingress/egress to the site. Comments from ARB 1. The photometric plan shows a pole light immediately east of the car wash that does not appear on the other plan sheets. Please coordinate all sheets of the site plan regarding light pole quantities and locations. Response: This pole has been added and plans coordinated. 2. The site lighting note on sheet 16 is not complete. Please provide this wording: Each outdoor luminaire equipped with a lamp that emits 3,000 or more initial lumens shall be a full cutoff luminaire and shall be arranged or shielded to reflect light away from adjoining residential districts and away from adjacent roads. The spillover of lighting from luminaires onto public roads and property in residential or rural areas zoning districts shall not exceed one-half footcandle. Response: The note has been revised as above. 3. It appears that two of the plant counts are incorrect. (Schedule says 26 Red Maples; I count 24.Schedule says 137 Abelia; I count 126.) Please verify and correct. Response: The plant counts are have been adjusted on the plan. 4. Though not included in the "bubbled" additions to the plan,the plan now shows a 6' privacy fence along the western property line. Provide a fence detail in the plan.As discussed by email in August of 2012,if PVC is proposed, I will need to consult with the ARB chairperson to determine if that material can be approved. Response:A fence detail has been added and the note for the fence has been revised to specify a 6' wood privacy fence painted white.
