Normally, I would provide one signed copy to you for your records, but Todd is trying to process the building permit application and has asked for the copy. I believe he will need one additional copy for the building permit application. He can coordinate getting this copy and any additional you may need for your records if that helps. I believe this signature will need to come from Tom Frederick and returned to the county for signature by their Stormwater Administrator. Ana informed me that he is a busy man and that we should return this form to him ASAP to prevent delays. Ana, The stormwater management agreement will take place on Rivanna Water and Sewer Authority property(TMP 77-40A). I am hoping that we get the County signature today and then we can deliver the plats to Draper Aden and then Cheryl Stockton can sign them tomorrow when she returns to the office and then we can record tomorrow and get you the deed book and page number. All easements are permanent. 3. Rivanna Associates—we executed a lease agreement with the property owner. No easement was necessary. 4. Wilcoxson—The electrical facilities are located in an existing permanent easement as recorded in DB 633 pg 213. 5. Cocke—The new permanent subterranean easement was recorded in DB 4447 pgs 290-298. This use, "Pump station for water or wastewater including power supply and control devices, holding ponds and other appurtenances," was approved in the floodplain on both parcels 40A and 38B with SP 77-73 and SP 77-77. These two special use permits amended a prior special use permit(SP 373). The proposed development will comply with conditions of the relevant SP approval. Response: Comment noted. 2. The contractor stockpile/laydown area numbering is confusing. The separate areas seem to have the same number(#3) on sheet C1 and different numbers on sheet C6. The stockpile/laydown area# 1 on sheet C6 needs to be amended as follows: Response: Sheet C1 has been updated to show the correct contractor stockpile/laydown area numbering. The contractor stockpile/laydown area east of the proposed sand filter is area# 1. a. The area within the floodplain may not be utilized for a storage area. Please revise the plan to remove the storage area from the floodplain or provide information that the floodplain elevation has been amended. If the storage area will be removed from the floodplain, the proposed fencing should reflect these limits. Section 30.3.04 of the Zoning Ordinance prohibits the following in the floodplain: 1. Storage of gasoline, kerosene and other petroleum products and flammable liquids, dynamite, blasting caps and other explosives, pesticides and poisons and other such materials which could result in hazard to life and/or water pollution in the event of flooding. 2. Storage of machinery and vehicles except as accessory to a permitted use. 3. Stockpile of debris, logs,junk cars and similar materials. The title of the project is"Rivanna Pump Station and Rivanna Interceptor Tunnel," but the proposed tunnel location is not shown on any plan. Please show or clarify if the tunnel is being proposed under this application. Response: The Rivanna Interceptor and tunnel is proposed in this project. We have added sheet C30 and C31 to this submittal to provide information regarding the installation and location of the proposed 60" interceptor. Also included in this submittal is our application for the installation of the interceptor tunnel under CSX railroad and our application to Virginia Department of Environment Quality for a Certificate to Construction. 2. Since it is not clear if the tunnel is being proposed at this time, also clarify if the stockpiles are for both the pump station and interceptor tunnel, or the pump station only. This information is necessary to determine if the proposed erosion control measures around the stockpiles are adequate. Response: The interceptor tunnel is proposed for this project, although the stockpile areas will only provide storage for the proposed construction of the pump station. All material excavated by the tunnel boring machine is to be hauled off site by the contractor. RWSA has been made aware that the offsite area will require a permit and that a meeting with the contractor prior to the preconstruction meeting is advised in order to prevent grading permit delays. 3. Please provide temporary construction easements for TM 78-21H and TM 78-21B. Response: Included in this submittal is RWSA's perpetual right of way and easement on TM 78-21H.
