Thank you for your comments dated June 19, 2013 on the above-referenced project. The following are
responses to the items raised in your letter:

Sheet 6
1. The RWSA General Water and Sewer Notes have been added to the plan.
VDOT
1. The conceptual overall planned development is shown on sheet 6.
2. The right-of-way extends all the way to the adjacent property line at Lochlyn Hill Drive.
3. The sight lines at the intersection of Lochlyn Hill Lane and Lochlyn Hill Drive are now shown at
the correct origination location. The proposed landscaping within the sight distance easement has
been removed, see sheet 3.

RE:SDP-201300026 Lochlyn Hill Phase IB—Initial Site Plan—Alley Waiver
Dear Christopher:
Please allow this letter to serve as a formal request of a waiver for the Lochlyn Hill Phase IB Initial Site
Plan alley. Relief is sought from the turnabout design standards required in the Albemarle County Design
Standards Manual, and the rear yard requirements of Section 4.6.4 for townhome Lot A in order to
facilitate vehicular turnaround in the proposed alley.
This request takes into consideration the comments received from Planning dated June 19, 2013, whereby
it was requested that the proposed alley design be revised. The turnabout was redesigned to provide a full
branch-type turnabout. Twenty-five feet of pavement is provided past the branch for adequate vehicular
reversal. The branch alley portion extends into townhome Lot A rear yard a total of 18' plus a 1' gravel
buffer,to allow for the turn-about motion. This design provides four feet from the edge of the private
access easement to the buildable area for proposed townhome Lot A.
A turnabout is preferred to a dead end alley in order to prevent vehicular use of private driveways for the
turnabout motion. The branch-type turnabout design represents the most efficient turnabout design for
the lot layout desired, while allowing vehicles to change direction without reversing the full length of the
alley. The design proposed herein shall not have any negative impact to public health, safety, welfare, or
other considerations that might result from the branch-type turnabout as proposed.

Thank you for your comments dated May 1, 2013 on the above-referenced project. The following are
responses to the items raised in your letter:
1. The proposed parking in the street and in the driveways has been labeled on sheet 3. Each
townhouse will have a garage and driveway.
2. The parking is labeled and a total is provided in the notes on sheet 3.
3. The maximum townhouse building footprint is now shown on each townhouse lot, see sheet
3.
4. The location of proposed telephone, cable, electric and gas easement is shown on sheet 3.
5. A proposed privacy fence is shown between Lot 20 and the townhomes, see sheet 3.
6. The trash receptacles will be stored in each townhome's garage.
7. The sidewalks from the townhomes to the street are now shown, see sheet 3.

I understand where you are coming from but with the new site plan process I did not feel comfortable nor justified in
writing an initial site plan approval letter with conditions approving parking which was not shown on the plan, in
addition to the other minor items listed in the letter.Attached I have provided the initial site plan checklist which
should be filled out and signed and submitted with your submittal.This document lists everything that should be
shown/provided on the site plan. If you have any questions, let me know.
