This letter is to document and respond to your comments dated March 7, 2014. Our
responses are as follows:
Planning
1. Comment: [General] (Comment from January 6, 2014: Landscaping appears to be
on top of sanitary/sewer lines in many locations on both C-31 & 32. Please revise or
confirm that they can be planted in these locations. Also confirm that all lighting is
out of the lines.) Landscaping/trees still appear to be over sanitary/sewer lines in
several areas on C-33 & 34. If you want to meet to further discuss, let me know.
Also the lighting comment above was not addressed.
Response: Landscaping has been shifted off of pipes.
VDOT,Troy Austin
1. Comment: The street names are not consistent throughout the plans.
Response: The street names have been updated.
2. Comment: The construction entrance as shown on the submitted plans will not
work. Through conversations with the design engineer, it is agreed that a
construction entrance off of District Avenue (Lenox Avenue) on the internal parcels
will be the appropriate location. The attached plan sheet shows the location as
discussed with the design engineer.
Response: The construction entrance has been moved on Drawing Number C-29.

A. Site Development Plan (SDP201300041)
1. Comment: Please show pavement marking near the NE corner of building to show
transition to travelway where one island is not in alignment.
The applicant has also acknowledged that all easements will be shown on a plat and
will be submitted later. All easements will be reviewed at that time.
Response: Pavement markings have been added.
B. Road Plan (SUB201300163)
1. Comment: Please show the access easement measurement form back of curb to
back of curb.
Response: The access easement dimension has been adjusted.
2. Comment: Please show the solid white line around the median where there is
channelized flow to Lenox Avenue.
Response: The striping has been modified.
3. Comment: This road plan shall be approved by ACSA, VDOT, Planning and Fire
Rescue.
Response: Acknowledged.
Fire and Rescue,Andrew Slack
1. Comment: On page C-7, the old road names are still shown. Please change the road
names to match the correct road names of "Stoneridge Avenue" and "Lenox
Avenue" on all pages of the plan before final approval is given.
Response: The street names have been updated.

Dear Ms. Roberge:
This letter is to document and respond to your comments dated December 16, 2013. Our
responses are as follows:
A. Road Plan (SUB201300163)
1. Comment: Show sight distance for drivers looking east onto Blackbird Lane at
intersection to box store entrance.
Response: The entrance has been moved to line up with District Avenue.
2. Comment: All street name signs shall be located on the left side of road per
Albemarle County Design Standards.
Response: The street signs will be installed based on the existing sign configuration on
the completed portion of the Stonefield development. A note has been added to the
"Stonefield Blocks F&G Road Plan" on Drawing Number C-l.
3. Comment: Sidewalks are typically shown on both sides of street. Is there a waiver
to only show sidewalk on one side of the street for Blackbird Lane and Swanson
Drive Extended? Please clarify.
Response: This site plan is consistent with the ZMA Plan and the Initial Plan.
4. Comment: For Blackbird Lane, Swanson Drive Extended and 4th St, all entrances
from travelway shall show a 25' radius at a minimum. See VDOT standard on page
F-103. The link is shown below.

Response: The entrances have been updated to show a 25' radius with exception to the
northwest corner of the entrance at the intersection of Blackbird and District. That radius
is 15' per a meeting at the County Office Building on 1/30/14.
5. Comment: The 10' radius at the intersection of Swanson Drive Extended and 4th
Street should also be 25' at a minimum.
Response: The intersection has been updated to show a 25' radius.
6. Comment: Blackbird Lane, Swanson Drive Extended and 4th Street are crowned
with runoff draining to DI's. Please show CG-6 instead of CG-2.
Response: The CG-2 will remain per your e-mail dated 1/24/2014.
7. Comment: The intersection of Swanson Drive Extended and 4th St. is almost
addressed. The median on 4th St. needs to be widened to about 4' and revised to a
raised median for its entire length. The pavement striping will not work. This
raised median will be a pedestrian refuge if future sidewalks are necessary. Also,
please provide a minimum radius of 3' for the median allowing channelized flow
from Swanson Drive Extended.
Response: The left turn lane off of 4th street has been removed and the median has been
extended.
8. Comment: The applicant has agreed to reserve a possible parking entrance at the
intersection of Blackbird Lane and District Ave. Please place a note on plan noting
the entrance will be opened if left turn lane queuing length to proposed F-1 Bldg.
entrance is deemed inadequate by the County Engineer. I recommend including an
inset within sheet showing this entrance. Also, please show easement for this
entrance on plan.
,/ Response: A new entrance has been added at this location.
9. Comment: For the road profiles, label existing and proposed grade at every 50'
station, including intersections.
Response: Labeling has been added.
10. Comment: On Sheet C-11, please remove centerline so pavement marking is clear.

11. Comment: Please follow the MUTCD pavement marking standard. Separate the
two directions with two solid yellow lines. Also, follow median striping example.
Please see examples below.

12. Comment: Please label crosswalk with the 5 symbol near District Avenue.
Response: The existing crosswalk and stop bar have been labeled.
13. Comment: Please show radius for pavement marking at intersection of Blackbird
Lane and Swanson Drive Extended.
/Response: The pavement marking radius have been labeled.
v 14. Comment: Near the stop sign at Blackbird Lane, intersecting District Ave., please
clarify where the pedestrian sign will be located. I recommend placing a pedestrian
sign with arrow pointing downwards next to crosswalk.
Response: A pedestrian sign has been added.
15. Comment: Please show private road easements on plan. This will need to be
recorded on a plat. Also note that stub outs for future connections shall be shown
with easements. The easements should be wide enough for required grading to
build future connection.

Response: The easements are shown on the road sections, drawing number C-12, on the
Stonefield Blocks F and G Road Plan. The easements will be shown on the plat with the
infrastructure shone shaded light.
16. Comment: On sheet C-12, the private road easement varies for 4th St., I recommend
labeling it as "varies" instead of"66".
Response: The easement has been labeled as "varies".
17. Comment: Please show structure 201 and 189 on profile sheet.
Response: The structures are now shown on Drawing No. C-14.
18. Comment: This road plan cannot be approved until all road plan reviewers (ACSA,
VDOT and Planning) grant their approval. Fire/Rescue has no objection to the first
road plan submittal.
Response: Noted.
