Alan,
I have reviewed my emails from before the holiday and it appears we have all the approvals now. Please submit
four(4)print signed copies of the plan. One (1) copy is retained by the Planner for the file,two (2) copies are
passed on to Zoning,and one (1) copy is returned to the applicant. Once received all SRC members will be
notified that the plan is ready to be signed. Once I receive all the SRC members signatures, then I'll sign it and
then it is approved and you will be notified for pickup.

Alan,
I have looked over the changes you sent me in the email and I have no objections.
Below I have provided a recap of where the project is with approvals:
1)Building official—approved 1-8-14
2)E-911 —approved 1-13-14
3)ARB—approved 2-18-14
4)Engineering—no objections 4-18-14
5) Fire and Rescue - approved 5-7-14
6)ACSA- approved 5-7-14
I'm awaiting approvals from the following:
1)VDOT review is still pending
Also, I'm awaiting to hear from RWSA as you also provided them revisions.
Once I have received the above agencies approvals the site plan can be approved. Once these approvals are
received the applicant is required to submit four(4)print signed copies of the plan. One (1) copy is retained by
the Planner for the file,two (2) copies are passed on to Zoning, and one (1) copy is returned to the applicant.
Once received all SRC members will be notified that the plan is ready to be signed. Once I receive all the SRC
members signatures I'll sign it and then it is approved and you will be notified for pickup.

Chris,
As you have seen in earlier emails we are working directly with Fire and Rescue, RWSA, and VDOT to get to Final
Approval.There are two additional changes that you need to review.
1.The proposed ground cover on the large 2:1 slope adjacent to the new church building has been changed to Hard
Fescue (no mow). If allowable this change would save the church around $12,000.
2.The existing 36'white oak that was slated to remain (in the center of the upper terrace wall between the church
buildings) has been recommended to be removed by an arborist.
The attached revised sheets reflect these changes.The plan is to replace this tree but to not show it on the site plan so
that the church can carefully select and budget for its replacement. Please let me know if you need a hard copy of the
plan.

1. The proposed barrier to Rio School Lane should be reviewed by Fire and Rescue.

RWSA(Victoria Fort)
1. The RWSA General Water and Sewer Notes have been added to Sheet 5.
2. 18"vertical separation is called for on the profiles where proposed utilities cross the existing RWSA
30"water line. Test pits were dug in the vicinity of the crossings to determine that the existing water
line had approximately 4' of cover.
3. Mountable curb has been specified in the locations requested.
4. The location and depth of the 30' RWSA waterline is now shown on Storm Drain 'A' profile.

1. The sanitary sewer lateral is now proposed as 6" gravity to the existing manhole adjacent to the
Huntington Road.
2. The water meter will need to increase to a 1" meter. It will be located in close proximity to the existing
meter off of Rio Road. The existing meter and service will be removed back to the main and the new
water service will be connected to the water main in Rio Road.
3. Three plan sets are being submitted to Victoria Fort at RWSA separately.

Pursuant to your letter dated August 30, 2013, this memorandum addresses the comments pertaining to
the submittal of the Final Site Plan. Our responses are listed in order with the numbering system similar to
that which was employed in your comments.
Planning Division (Christopher Perez)
1. Please find the attached Final Site Plan for your review.
2. A landscape plan is included in the Final Site Plan set.
3. A lighting/photometric plan is included in the Final Site Plan set.
4. We believe that a Boundary Line Adjustment Plat, separately by others, was submitted to address
this concern.
5. The parking schedule was revised per your request.
6. The Site Data was revised to reflect the split zoning and the approved Special Use Permit w/
condition.
7. All proposed site work that was to occur off-site has been removed from this site plan and will not be
pursued in the future.
8. Negotiations with VDOT and off-site neighbors failed. An acceptable plan for improving Rio School
Lane and commercial entrance could not be agreed upon so those improvements have been
removed from the plan.
9. The 20' buffer disturbance waiver was approved by the BOS on 10/09/13.
10. The 20' buffer to residential has been more clearly depicted and labeled.

Fire and Rescue (Robbie Gilmer)
1. The proposed annex building is flanked by two existing fire hydrants approximately 250'from the
building in either direction. The existing fire hydrants are fed by the 30" RWSA waterline. The
attached ACSA test flow data shows the available pressures and flow to be quite high.
2. Through correspondence with ACSA, and in light of the information in previous comment response,
we were informed that an new fire hydrant would not be required with this site plan.
VDOT(Troy Austin)
1. Due to difficulty with neighbor negotiations, the proposed improvements to Rio School Lane and the
existing commercial entrance have been removed from consideration for the Final Site Plan. We do
not believe there are now any VDOT issues to be resolved with this plan.
ACSA(Alex Morrison)
1. Three plan sets are being submitted to ACSA separately.
2. Three plan sets are being submitted to Victoria Fort at RWSA separately.
3. Per our previous correspondence, the new fire hydrant is not going to be required. See Fire and
Rescue comment response.
4. The detail for the force main connection to the existing manhole is shown in the plans.
