My question concerning this is if you have 20' of surface and a single bollard in the middle of the travel way, how is that
going to prevent a passenger vehicle from using the access? You will have approximately 10'of surface on both sides of
the bollard. I know from my stint in the design sector that many parking spaces are 10'wide or less, so I feel fairly
confident in saying that 10' of surface is adequate space to drive a passenger vehicle on. The only traffic that I actually
see those bollards limiting is fire truck traffic.

Troy,
Please weight in on the amount of bollards of method of traffic prevention which you believe will adequately prevent
through traffic on the access easement between the two public roads. Fire and Rescue commented (below) that 2
bollards at each end will suffice; however, I would like your opinion on this item before the applicant resubmits as the
last time you reviewed it you provided the following comment:
7. I'm not convinced that the bollards shown on the emergency access road will prevent
passenger vehicle traffic. An alternate solution needs to be considered.
I'd like to come to some sort of agreement between fire and rescue and VDOT before this item is revised and
resubmitted for review.
Please provide your thoughts.

I received all the remaining comments by May 8th and forwarded them onto Scott.
Summary of the comments:
-ACSA had a couple minor issues but said that they could be conditions of the final.
- RWSA had no further comments at this time.
-VDOT provided what appears to be substantial comments
For the remaining VDOT comments I can contact Troy and see if he feels these comments can be addressed at the final
platting stage or if he requires they be done prior to preliminary approval. I'll send him and email about this now.
As for the preliminary site plan for Lochlyn Hill phase 1b,that has been distributed to reviewers and is scheduled for the
June 20th SRC date.

I've searched through our internal templates and forms and find there is no standard template for a 14-404

waiver request; rather, "a subdivialEr shall submit to the agent a written request stating the reason and
justification for the request and all proposed alternatives. The subdivider shall have the burden of producing
the evidence to enable the agent to make the findings required by this section. "
In order to approve the waiver the following findings must be met:
En approving a waiver, the agent shall find that requiring the extension would not forward the purposes of this
chapter or otherwise serve the public interest; and granting the waiver would not.be detrimental to the public

I am emailing to see if we can setup a meeting you yourself and VDOT on Monday of next week. We just finished a
meeting with Scott Collins to discuss all comments received and strategies to address them. As a result, we have 2
concepts that we want to get your feedback on before resubmitting and we are also looking for clarification from VDOT on
the written comments given that we could not discuss at the SRC. Please let us know if a meeting Monday is possible.
Also, given that we are requesting a meeting for Monday, it is safe to assume that we will not meet the April 1
resubmission deadline. As such, please see the attached letter to formally request deferral until the next submission
deadline.

As requested, I am providing you the remainder of the comments from various review agencies (see below).
Also during the SRC meeting you requested I check in on the potential for a fee for the 404 waiver...I have
reviewed the provisions of Section 14-203 and there is no fee for a waiver of 14-404,please submit the required
documents for agent consideration.
Also attached is the schedule for resubmital of the SRC item. The resubmital deadline for this project is April
1st. If you miss or cannot meet this deadline please request deferal of the project. If this happens, you will be
given additional time to meet all the requirements and resubmit, a max of 6 months, after which the project will
be automatically withdrawn.

I have reviewed the preliminary plat and have the following comments:

• 3 sets of final plans are required for ACSA Construction review.
• The ACSA and City of Charlottesville are having ongoing conversations about the capacity and ownership of the
existing and proposed sewer.
Because my comments are minimal, I am approving the preliminary plat. Changes should be reflected on the

This email is with regard to the pending comments from various review agencies...Below are VDOT's
comments (these are also available in Countyview):
1. A 1978 Resolution for the Rio Heights subdivision shows a 50 ft r/w on Penn Park Lane up to .08 miles
(447 ft) S. Easterly of the intersection with Rio Road. This existing 50 ft r/w should be shown on the
plat and should continue along the proposed section of road.
2. Clearly define and label r/w and easements along Penn Park Lane.
3. The proposed section of Penn Park Lane should be centered within the r/w with curb and gutter on both
sides and sidewalk located one foot off the r/w.
4. SSAR Regulations require that sidewalks shall be provided along both sides of the street in areas with a
median lot size of one half acre or less. Sidewalks should be provided on both sides of Penn Park Lane.
5. Road B needs to provide parking on both sides, and should meet the Fire and Rescue requirements of 32
ft F/C-F/C.
6. An exception will be needed for the SSAR Multiple Connection Requirement.

This email is with regard to the pending comments from various review agencies...ACSA has responded to my
request and said they will provide me their comments very soon. Also, VDOT has also said they'll provide their
comments very soon. Notably,I received RWSA-Victoria Fort's comments today, see the following (these
are also available in Countyview):
1. There are two water lines along Pen Park Lane—an 18" ductile iron main belonging to RWSA and a 10" cast iron
main belonging to the ACSA. Plans should be revised to show the location of both of these correctly.
2. The new 8" water line tap should be made on the ACSA water line.
3. There appear to be multiple proposed utility crossings with the RWSA water line.All utilities crossing the RWSA
main must have at least 18" of vertical separation.
4. RWSA would like to review the site plan once it is submitted for review.
